188.  DECLARATIONS OF INTEREST
None received.

189.  P3 FOOTPATHS
No report received.  The Clerk suggested that pending a new Footpath Co-Ordinator, the Parish Council could walk the routes between them.  Action – Councillors to advise the Clerk if they wish to volunteer.
Field Lane/School (P338) – Resurfacing works have started and the footpath is currently closed.

190.  PCSO
Speed checks have been carried out on various village roads.

Vandalism in the play area has been reported and regular patrols are taking place.

191.  DISTRICT COUNCILLOR’S REPORT
Nothing to report.

192.  COUNTY COUNCILLOR’S REPORT
LCC heritage attractions are starting to open.  Pre-booked, timed and capacity limited tickets are on sale for Lincoln Castle's outdoor Medieval Wall Walk.  The castle grounds remain open 7 days a week from 10am-5pm along with the takeaway café.  Advance bookings can now be made for Lincolnshire Archives on St Rumbold Street in Lincoln open Tuesday, Wednesday and Thursday 10am-2pm, with pre-booking essential.

14 core libraries across the county will be open for residents to browse books, pick up reserved items and use computers to access essential digital public services.  More details are available on the LCC website.

LCC would like to hear from carers so that they can ensure future services meet their needs.  The survey will take 5-10 minutes to complete and can be accessed via Carers Survey until 23rd April 2021.

Being obese or overweight increases a person’s risk of serious illness or death from Covid-19.  The Government has announced £100m of new funding to support children, adults and families achieve and maintain a healthy weight.  £70m will be invested in weight management services via the NHS and councils, the remaining £30m will fund other initiatives including access to a free NHS 12-week weight loss plan app and continuation of the Better Health marketing campaign.

Our Public Health team is exploring ‘tackling obesity’ as one of the key Covid recovery priorities for Lincolnshire.  There are plenty of ways to get active and healthy at www.oneyoulincolnshire.org.uk or there are details of activities throughout the county through Connect to Support.

Overnight urgent care services have reopened at Louth and Skegness hospitals.  During the temporary closure, people have adapted to using NHS 111 to get appropriate help and advice for any urgent medical condition.  Using NHS 111 offers significant benefits for our patients including the convenience of bookable appointments at the Louth and Skegness Urgent Treatment Centres plus video/phone consultations with a clinician.  NHS 111 is available 24/7 and all calls from a landline or mobile are free of charge.

A universal testing offer for Lateral Flow Devices are available from collection sites and as a direct to home service.  Anyone will be able to access asymptomatic testing for secondary aged pupils and above through the most appropriate channel and pick up self-test kits if they request one.

193.  CHAIRPERSON’S REMARKS
CCTV installation is progressing.

Vandalism has been reported in the play area and thanks given to Cllr Holland for fencing repairs.  Robust dog fouling signs have kindly been provided by a resident and it is hoped they will remain in situ.

194.  THE MINUTES OF THE PARISH COUNCIL MEETING
The minutes from the March Parish Council Meeting were presented for approval.  Cllr Twigg and Cllr Wood proposed and seconded the minutes respectively.

195.  ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

196.  PLANNING (Appendix 2)
2 Thistle Cottages, Eaudyke Road – New application received for extension to provide an enlarged kitchen.
Walnut Farm, Cranberry Lane – Application pending.
Fern House, Field Lane – Application pending.
Good Intent Stores, Church Road – Permission granted.
3 Wrights Lane – Permission granted.
Low Farm – Permission granted.
Methodist Chapel – This matter is with Planning Enforcement.
Hoyles Mill – This matter is with Planning Enforcement.
Ash Tree Farm – This matter is with Planning Enforcement.

197.  FINANCE (Appendix 3)
All April payments were approved for payment, proposed by Cllr Reeves and seconded by Cllr Wood.

The Clerk advised that the Annual Audit had been started and that a suitable Internal Auditor had been secured.  It was suggested that the same payment be made as per last year and this was approved with a unanimous vote.

198.  VILLAGE HALL
Current Government guidelines allow the reopening of the Village Hall on 17th May.  Money from the various grants received will possibly be used to install a new roof.

199.  PLAY AREA
Replacement parts for the yellow rocker are being sourced and other repairs are due to be carried out soon.

Cllr Twigg asked if the tree canopy could be lifted and Cllr Simpson agreed to visit site and review the situation.

200.  CORRESPONDENCE
None received.

201.  HIGHWAYS ISSUES, REPAIRS & DEFECTS
The bump on Burgh Road was raised again and the Clerk advised that the more reports via FixMyStreet the better, as advised by Cnty Cllr Bowkett.

Wrights Lane potholes are getting worse along the whole length of the road.

Barrels have been installed at the road edge on Low Road and a fence erected further down the road.  These have already been reported online.

202.  P3 CO-ORDINATOR VACANCY
This position is still open for applications.  The Clerk advised that the National Minimum Wage changed from 1st April and that a revised vacancy notice was required showing the new rate of £350 which was proposed and seconded by Cllr Smith and Cllr Patrick respectively.  Action – Clerk to amend and update the website.

203.  CEMETERY FEES
A review of Friskney Cemetery fees was undertaken as these had not changed since April 2014.  With these being in line with other areas (eg Wainfleet), it was agreed that the fees remain at their current rate but with the date amended to April 2021.  This was carried on a unanimous decision having been proposed and seconded by Cllr Simpson and Cllr Smith respectively.  Action – Clerk to amend and display at the Cemetery.

204.  ANNUAL MEETING OF COUNCIL
With Government guidelines currently allowing remote meetings until 7th May, it was agreed that the May meetings remain as scheduled on 19th May in the Village Hall.  This is subject to any changes in Government guidelines in the meantime.

205.  URGENT MATTERS
None received.

206.  DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 19th May 2021.  There being no other business the Parish Council meeting closed at 8:17pm.
