MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD AT FRISKNEY VILLAGE HALL
ON WEDNESDAY 19th APRIL 2023 AT 7.40PM

202.  APOLOGIES
Apologies were received and accepted from Cllr Scott and Cllr Simpson.  Apologies were also received from PCSO J Richardson, Cnty Cllr W Bowkett and Matt Weedon.

203.  PUBLIC FORUM
None present.

204.  DECLARATIONS OF INTEREST
None received.

205.  P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – The ground is good to walk on but some tractor ruts.
Eaudykes/Lenton’s Lane (P322 Southern) – Footpath is drying out and good to walk on.
Sea Lane/A52 (P335) – Nothing new to report.
Sickling Lane/3 Way Post (P336) – The footpath is good to walk on.
Chapel Lane/Eaudykes (P337) – Nothing new to report.
Field Lane/School (P338) – Nothing new to report, same issue with dog fouling.  Dog Warden has stencilled the path and erected some signage.
Beacon/Church (P339) – The ground is drying out.

206.  PCSO
A further ‘Police Surgery’ was held in the Village Hall Car Park on 24th March but sadly no residents visited.  Speed checks were carried out and speeding drivers were dealt with accordingly.

207.  DISTRICT COUNCILLOR’S REPORT
The ‘How your £10 is spent’ visual was not sent with Council Tax bills as planned, however it can be found online.

With the May election pending, Dist Cllr Dickinson advised that Friskney was a contested ward.

208.  COUNTY COUNCILLOR’S REPORT
Sea Lane (outside Coastguard Cottages) is to be repaired next week, a jet machine will empty the water so a proper repair can be made.  This section of road is being put forward for a resurface when it can be scheduled.

209.  CHAIR’S REMARKS
The Cemetery Caretaker has received approval to go ahead with minor mower repairs, approx £25.

Cllr Hill, Cllr Twigg and the Cemetery Caretaker planted trees and hedging in the cemetery extension and a curved corner area made.  Special thanks were given to Jenny Kirkby for her assistance with this work.  Some trees have also been planted in the churchyard.  Sadly fly tipping of grass cuttings in the churchyard has taken place.

A resident has expressed concern about the position of the Village Hall CCTV camera.  Cllr Hill confirmed the camera had not been moved but when checking the footage found it didn’t capture the playing field entrance so it will need to be moved when the contractor is back from holiday.

210.  PREVIOUS MINUTES
The minutes from the March Parish Council Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Reeves.

211.  ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

Replacement panels on the Eaudyke defibrillator housing are due to be installed in the next week.

212.  PLANNING (Appendix 2)
The Cottage, Cranberry Lane – New application for change of use and extension to existing domestic curtilage.
Lincolnshire Wildlife Park – New application for erection of a toilet block on the site of the existing one.
East Vue, Eaudyke Road – New application for an extension to provide additional living accommodation.
Outer Dowsing Offshore Wind Farm – Further consultation events took place.
Sewage Treatment Works, Burgh Road – Decision pending.
Land off Low Road – Appeal decision pending.
Land West of Birch View, Fold Hill – Decision pending.
Methodist Chapel – This matter is with Planning Enforcement.  Dist Cllr Dickinson to raise with ELDC Heritage.

213.  FINANCE (Appendix 3)
All April payments were resolved for payment having been proposed by Cllr Patrick and seconded by Cllr Smith.

Cllr Smith asked is a date could be added to the list of payments so it was easier to tie it up to the Bank Statement.  The Clerk agreed this was a good idea, plus advised that a copy of the monthly bank reconciliation would also be sent for further clarification.  Action – Clerk to update document and email reconciliation.

214.  VILLAGE HALL
Enquiries for an additional CCTV camera are still pending the contractors return from holiday.

The Village Hall and bar will be open for the King’s Coronation but to date no residents have expressed an interest in holding an event.  The beacon will also be lit.

215.  PLAY AREA
Two new Play Area ‘rules’ signs have been purchased by Cllr Twigg and are pending installation.

Two more of the older style bins have been dismantled but they are still usable.

The broken wire mesh on the MUGA needs replacing.  Action – Clerk awaiting contact with local supplier.

216.  CEMETERY/CHURCHYARD
Update given in Chair’s Remarks above.

Cllr Hill advised that consecration of the extension was due mid-late May.

217.  ALLOTMENTS
The Clerk advised that only one rent payment was currently outstanding.

218.  CORRESPONDENCE
The only correspondence received was an anonymous letter from a resident about dogs running off the lead on village footpaths.  They asked if signage could be put up but as advised by the Dog Warden, this is not covered by a PSPO (Public Space Protection Order) and therefore dogs do not have to be on a lead, they should however be kept under control by the owners.

219.  HIGHWAYS ISSUES, REPAIRS & DEFECTS
Cllr Smith confirmed that repairs had been made to Marfleet Bridge.

New reports of potholes on Low Road, overhanging trees on Eaudyke Road and potholes on Wrights Lane.  Action – Clerk to report online.

The speed limit sign at the end of Cllr Holland’s drive needs resiting/replacing.  Action – Clerk to resolve.

Fly tipping in the dykes near the allotments on Fen Bank.  Action – Clerk to report online.

220.  COUNCIL DOCUMENT REVIEW
The newly adopted Code of Conduct was signed by the remaining Councillors, Cllr Holt and Cllr Wickham.

Updated Agenda Items and gender changes had been made to the Standing Orders which were presented to the meeting for review.  With no issues raised, it was resolved to adopt the new version having been proposed by Cllr Wickham and seconded by Cllr Reeves.  Action – Clerk to update the website.

221.  ANNUAL GOVERNANCE STATEMENT 2022/23
The Annual Governance Statement was presented by the Clerk for review by the Parish Council.  This was resolved and approved by the Parish Council having been proposed by Cllr Patrick and seconded by Cllr Twigg.

222.  ACCOUNTING STATEMENTS 2022/23
The Accounting Statements were presented by the Clerk for review by the Parish Council.  These was resolved and approved by the Parish Council having been proposed by Cllr Patrick and seconded by Cllr Twigg.

223.  URGENT MATTERS
None.

224.  DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 17th May 2023.  There being no other business the Parish Council meeting closed at 9:05pm.
