PCM24065 - APOLOGIES
Apologies were received and accepted from Cllr Holt & Cllr Simpson. Cllr Wickham was absent. Apologies were received from Cnty Cllr Bowkett and Dist Cllr Dickinson.
PCM24066 - PUBLIC FORUM
Two residents from Cranberry Lane attended to voice their concerns over the amount of HGVs using the lane now it has been resurfaced. Cracks have appeared in properties and the ladies asked if a weight limit of 7.5T could be applied for. Cllr Hill advised that the matter would be passed to Cnty Cllr Bowkett as LCC manage highways.
PCM24067 - DECLARATIONS OF INTEREST
None received.
PCM24068 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Footpath is dry and good to walk on, a small drainage trench has been dug.
Eaudykes/Lenton’s Lane (P322 Southern) – The grass and path are good to walk on.
Sea Lane/A52 (P335) – Some puddles at the entrance, foliage is starting to get long past the way post and a rotten branch is hanging over the path which is a possible safety risk.
Sickling Lane/3 Way Post (P336) – Footpath is good to walk on. One panel on the footbridge is starting to rot but is still solid to walk on.
Chapel Lane/Eaudykes (P337) – Nothing new to report.
Field Lane/School (P338) – Nothing new to report.
Beacon/Church (P339) – Footpath is dry to walk on.
PCM24069 – DISTRICT COUNCILLOR’S REPORT
Nothing to report.
The Clerk advised that Dist Cllr Dickinson had been asked to challenge the ‘no breach’ decision on the caravan on Mill Hill. It now appears to be permanently resided in and is connected to mains water and electricity plus has a septic tank.
PCM24070 – COUNTY COUNCILLOR’S REPORT
The Call Connect app is now available for bookings.
Free childcare costs are set to increase from April 2024.
A 12-month pilot project to help hoarders on the East Coast will be run by LCC in conjunction with other agencies.
PCM24071 - CHAIR’S REMARKS
Transfer of keys and equipment was carried out with the new Cemetery Caretaker. Two Stihl strimmers need attention and could be repaired with a view to selling them or retain one as a spare.
PCM24072 - PREVIOUS MINUTES
The minutes from the March Parish Council Meeting were presented for approval. These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Reeves.
PCM24073 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.
The insurance of the Churchyard walls is still a concern and the Clerk is waiting for a response from the Parochial Church Council regarding ownership/responsibility.
A commemorative D-Day 80 bench is being sought. Cllr Hill to discuss specification/pricing with a local contractor.
PCM24074 - PLANNING (Appendix 2)
White House, Small End – New application received for an extension to provide additional living accommodation.
Sewage Treatment Works, Burgh Road – Decision pending.
Fairfield, Small End – Decision pending.
Land off Low Road – 22no modular homes for over 55s & construction of vehicular access – Decision pending.
Outer Dowsing Offshore Wind Farm – Development Consent Order accepted.
Land adjacent to Lynwood, Burgh Road – Decision pending.
Everest Lodge/Robins Nest, Holland Lane – Decision pending.
PCM24075 - FINANCE (Appendix 3)
All April payments were resolved for payment having been proposed by Cllr Patrick and seconded by Cllr Wood.
PCM24076 - VILLAGE HALL
A quote for the CCTV system is still pending.
New floor covering behind the bar is required but currently on hold. New lights for the storeroom and new pads for the defibrillator have been purchased.
The beacon will be lit at 9:15pm on 6th June to celebrate D-Day 80. The bar will also be open for a couple of hours.
During the annual fire check, it was noted that the fire exit to the grass area was rotten. Quotes for a replacement fire door have been sought and a contractor appointed.
PCM24077 - PLAY AREA
The replacement gym equipment handle cap has been delivered but is different to the existing one. Action – Clerk to contact the supplier.
Vere Bros have been instructed to carry out the tarmac repairs in the play area and car park.
After the grass cutters got their equipment stuck, Cllr Holland thinks there are grips that might need cleaning. The Clerk will see what plans are held and Cllr Smith to ask a local contractor for advice.
PCM24078 - CEMETERY/CHURCHYARD
Cllr Hill, Cllr Patrick, Cllr Smith and Cllr Twigg are working with the Clerk to resolve a family headstone dispute.
PCM24079 - ALLOTMENTS
The invoice for the drainage works has been received.
Allotment renewal letters have been sent and several payments already received.
Cllr Wood had 7 lambs stolen and it was resolved to allow him to install a gate having been proposed by Cllr Smith and seconded by Cllr Patrick.
PCM24080 - CORRESPONDENCE
Cllr Simpson has advised the Clerk that he wishes to resign from the Parish Council due to work commitments.
PCM24081 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
An HGV is regularly parked on Dickon Hill Road causing a partial obstruction. Action – Clerk to report online.
Deep pothole on Low Road/Eaudyke Road junction. Action – Clerk to report online.
Wrights Lane has a few very large potholes at the A52 end. Action – Clerk to report online.
PCM24082 – COUNCIL DOCUMENT REVIEW
A new Grant Awarding Policy and Grant Application Form were resolved to be adopted having been proposed by Cllr Smith and seconded by Cllr Reeves. Action – Clerk to add to website.
PCM24083 - URGENT MATTERS
None received.
PCM24084 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 15th May 2024. There being no other business the Parish Council meeting closed at 8:45pm.
