DRAFT MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD AT FRISKNEY VILLAGE HALL
ON WEDNESDAY 16TH APRIL 2025 AT 7.30PM

PCM25056 - APOLOGIES
Apologies were received and accepted from Cllr Downing and Cllr Reeves.  Apologies were also noted from Cnty Cllr Bowkett and Dist Cllr Dickinson.

PCM25057 - PUBLIC FORUM
Two residents from Cranberry Lane attended to ask for a weight limit to stop HGVs using the road.  Residents advised to contact Cnty Cllr Bowkett and LCC Highways then email the Clerk so the Parish Council can add their support.

PCM25058 - DECLARATIONS OF INTEREST
Cllr Smith in respect of a payment for strimmer repairs.

PCM25059 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Footpath is dry and good to walk on.
Eaudykes/Lenton’s Lane (P322 Southern) – Footpath is dry to walk on and the rotten part of the bridge has been reported.
A52/Sea Lane (P335) – Footpath is dry to walk on but getting difficult to navigate past the way post.
Sickling Lane/3 Way Post (P336) – Nothing new to report.
Chapel Lane/Eaudykes (P337) – Footpath is dry to walk on, lifting wire on the footbridge has been reported.
Church/Field Lane (P338) – Weeds growing through the damaged tarmac has been reported.
Beacon/Church (P339) – Ground is dry to walk on.

PCM25060 – DISTRICT COUNCILLOR’S REPORT
Government wants to replace County and District/Borough Councils with unitary authorities.  ELDC/South Holland DC have responded with a plan for two unitary authorities for Greater Lincolnshire - North and South Lincolnshire.

ELDC have installed new planning software and anyone who held an account on the old system will need to register on the new system to save, track or comment on planning applications.

National Grid Electricity Distribution has launched the latest round of its Community Matters Fund: Future Skills 2025 which is now open for applications.  This round of funding supports people who face barriers to gaining skills in the construction, mechanics, plumbing, electrical, agricultural and health/social care sectors.

PCM25061 – COUNTY COUNCILLOR’S REPORT
No report received.

PCM25062 – CHAIR’S REMARKS
Repairs have been made to a Stihl strimmer and one of the mowers is being taken in for a service.

The moles at the cemetery and churchyard are now under control.

Thanks were given to Matt Weedon for undertaking the first round of clearing the car park and surrounding hedges of rubbish and weeds etc.  A timesheet to be submitted to the Clerk for payment every 3-6 months.

PCM25063 - PREVIOUS MINUTES
The minutes from the March Parish Council Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Hill and seconded by Cllr Twigg.

PCM25064 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

The cost of £200 per post for the speed indicators was resolved to be accepted having been proposed by Cllr Patrick and seconded by Cllr Wood.  Action – Clerk to instruct contractor.

PCM25065 - PLANNING (Appendix 2)
Lynnwood, Burgh Road – Decision pending.
Ossian Offshore Wind Farm – Public consultation.
Fairfield, Small End – Decision pending.
Outer Dowsing Offshore Wind Farm – Decision pending.
Fen View, Low Road – Permission refused.
Touchstone, Burgh Road – Permission granted.
Avenue Farm, Mill Hill (Enforcement) – Occupancy of caravan.
Askern House, Dickon Hill Road (Enforcement) – Siting static caravans without planning permission.

PCM25066 - FINANCE (Appendix 3)
All April payments were resolved for payment having been proposed by Cllr Twigg and seconded by Cllr Wickham.

PCM25067 - VILLAGE HALL
Works pending from Minster Servicing to carry out the tarmac repairs/stump removal in the car park.

Batemans have advised of a price increase, but it was agreed not to increase the bar prices.

The ladies’ toilets have been revamped.

Craft Fair booked for 16th November and the Shopping Trip on 22nd November.

The beacon will be lit at 9:30pm on 8th May to commemorate VE Day.  There will also be an Open Bar from 7:00pm.

PCM25068 - PLAY AREA
With two quotes received and a third pending, the works are taking longer to action than hoped.  Therefore, it was resolved to accept the Vere Bros quote unless the third quote comes in much lower.  This was proposed by Cllr Hill and seconded by Cllr Wickham.  The winning contractor to be asked to complete the works before 1st July.  Action – Clerk to chase Cllr Downing.

A quote for new handles and footrests for the hippo rocker was received in the sum of £127.52.  It was resolved to accept this quote having been proposed by Cllr Patrick and seconded by Cllr Wickham.  Action – Clerk to order.

The tree nearest the rotaweb may require maintenance/removal.  A quote to remove it has been received in the sum of £750 but it was agreed to await the findings of a report sanctioned by Friskney United Charities.

PCM25069 - CEMETERY/CHURCHYARD
Cllr Hill is still waiting for the Diocese to send a Certificate of Consecration.

Two quotes were discussed for the refurbishment of the War Memorial area.  It was resolved to accept the quote received via Cllr Hill at a total cost of £1,545 having been proposed by Cllr Patrick and seconded by Cllr Twigg.

Alpha Memorials have confirmed that an application for an ashes memorial to be placed in front of an existing headstone has been withdrawn as the family have agreed to have an additional inscription on the original headstone.

A memorial is to be moved to cover the Farrow plot only by Parish Councillors as stonemasons have refused to action.

PCM25070 - ALLOTMENTS
Only one rent payment remains outstanding.

PCM25071 - CORRESPONDENCE
A letter from the residents of Church Lane was received asking for support of their request to Highways in January for a weight limit, thereby stopping access to HGVs.  It was resolved to support the application having been proposed by Cllr Hill and seconded by Cllr Wickham.  Action – Clerk to contact Cllr Bowkett and Highways.

PCM25072 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
A letter has been sent to a Fold Hill resident regarding the parking at the bus stop.

Dangerous parking at the school has been reported to the Head Teacher, Police and Cnty Cllr Bowkett/Highways.

Conifers outside Severs Farm House on Yawling Gate need the canopy taking up as they are causing damage to high sided vehicles.  Action – Clerk to report.

Give way road marking on some roads are almost invisible.  Cllr Hill to provide photos so the Clerk can report.

Lots of the road signs in the village are very dirty with some being illegible.  The Clerk wondered if the ELDC Pride Team might be able to help.  Action – Clerk to contact ELDC.

PCM25073 – COUNCIL DOCUMENT REVIEW
A final draft of the Financial Regulations document was presented for review.  It was resolved to adopt the document having been proposed by Cllr Hill and seconded by Cllr Patrick.  Action – Clerk to update website.

PCM25074 - GRASS CUTTING
A 4% increase has been advised for the 2025 season.  With an increase of £157.80, it was resolved to accept the quote having been proposed by Cllr Patrick and seconded by Cllr Wickham.  Action – Clerk to advise contractor.

PCM25075 - URGENT MATTERS
A vehicle has been adandoned in the Village Hall car park.  The Police advised they won’t take any action so the Clerk agreed to report it on Fix My Street.  Action – Clerk to report online.

PCM25076 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 21st May 2025.  There being no other business the Parish Council meeting closed at 8:58pm.
