Mill Lane/Eaudykes (P322 Northern) – Ground is muddy in places.
Eaudykes/Lenton’s Lane (P322 Southern) – Still wet at Lenton’s Lane entrance but drying out a bit.
Sea Lane/A52 (P335) – First part is drying out with nothing new to report after the guide post.
Sickling Lane/3 Way Post (P336) – Good to walk on but wet when frost is gone.
Chapel Lane/Eaudykes (P337) – Bridge guard rails are still broken (Reported – Reference 413582).
Field Lane/School (P338) – Nothing new to report.  Cnty Cllr Bowkett advised works are scheduled for Spring.
Beacon/Church (P339) – Nothing new to report but the ground is drying out.

154.  DISTRICT COUNCILLOR’S REPORT
Green waste bin collection – residents are reminded that they need to sign up by 20th February 2022 to secure all 22 collections - https://www.e-lindsey.gov.uk/greenwaste.

The Household Support Fund continues to be available to residents across Lincolnshire who are facing financial hardship this winter, particularly given the energy price rises.  Referral is through professional partners only and further details about the scheme can be found here - https://www.e-lindsey.gov.uk/householdsupportfund.

The South & East Lincolnshire Councils Partnership has been awarded a total of £7,254,966 to deliver the next phase of Green Homes Grants (known as the ‘Sustainable Warmth Programme’) to private homeowners and landlords.  The programme is made up of two schemes which supports low-income households.  The Home Upgrade Grant (HUG1) aims to upgrade the energy efficiency of properties off the gas network in England and the Local Authority Delivery Phase 3 (LAD3) is for properties which are connected to the mains gas network and has grants capped at £10,000 (£5,000 for landlords).  Funding between £5,000 and £25,000 will be awarded to properties to undertake energy efficiency improvements such as loft, cavity, underfloor, external/internal wall insulation, low-energy lighting upgrades, solar panels, draught-proofing and low-carbon heating measures such as air or ground source heat pumps.  To be eligible for the grant, households must have an Energy Performance Rating of E, F or G and a household income of less than £30k.  An independent assessor will survey each property and make recommendations based on its energy performance.  The programme starts on 1st April 2022 and more details of the scheme criteria and how to apply will be released in due course.

Her Majesty The Queen’s Platinum Jubilee The council have a page on their website dedicated to this celebration.  There is guidance and information regarding grant funding for these events and there is also an opportunity to provide details of your event from that page.  The Councillor’s Community Grant funding may not be an option due to the timing of the applications - www.e-lindsey.gov.uk/jubilee.

155.    COUNTY COUNCILLOR’S REPORT
LCC have had to put a revised budget proposal for 2022/23.  Despite an increase in Government funding, LCC face a £22m shortfall over the next three financial years.  We understand this is also a difficult time for many families, with rising energy bills, but we must maintain our frontline services which residents rely on.  We estimate our adult care will increase by £13.5m in 2022/23, therefore we are proposing a 3% increase in adult care.  Meanwhile it is looking unlikely Government are going to reverse last year's cut in highways funding which is leaving a £12m shortfall.  We know that roads are a priority to residents, so we have little choice but to step in and plug the gap, as a result we are now proposing a further 2% increase in general Council Tax to make up the shortfall.  For further details visit www.Lincolnshire.gov.uk/news/article/930/revised-budget-proposals-for-2022-23.

LCC has been chosen for a Government pilot project aimed at ensuring school meals meet national guidance supporting pupils health and well-being.  This pilot will work with our local food authority food safety inspectors to check schools are meeting the standards required.  The Government also plan to launch a curriculum and training to ensure all children leave school with practical ability to cook 6 basics meals.

The river steeping works continue, the desilting on the relief channel is going well and will be finished in a few weeks.  Further works will continue through the year with the new works plan coming out in the spring.

156.  CHAIRPERSON’S REMARKS
Complaints have been received about a dog being locked in all night on Chapel Lane.  The constant barking is causing a nuisance to residents.  Action – Clerk to report to the Dog Warden.

A further complaint has been raised about parking along Gypsey Drove.  Action – Clerk to report to the PSCO.

The Cemetery Caretaker has advised that a new strimmer is required as the old one is no longer working.  The cost of a replacement is £229.00 and this purchase has already been approved as it is vital piece of equipment.

157.  THE MINUTES OF THE PARISH COUNCIL MEETING
The minutes from the January Parish Council Meeting were presented for approval.  These were proposed by Cllr Twigg and seconded by Cllr Holt.

158.  ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

The three village signs have been taken to be repaired and repainted.

Dedicated email addresses for all Parish Councillors and the Clerk are required.  Several options were reviewed along with guidance from LALC and the Cloud Next option was considered to be the best at £110+VAT for the domain name (2 year period) and £49.99+VAT per year for the email hosting service.  This was approved via unanimous vote having been proposed by Cllr Patrick and seconded by Cllr Holt.  Action – Clerk to progress.

159.  PLANNING (Appendix 2)
Ashford House, Fold Hill – Application received in respect of change of use from woodland to domestic curtilage.
The Rosary, Eaudyke Road – Decision pending, no objections received.
Land Off Low Road – Decision pending, objections raised online.
Lincolnshire Wildlife Park – Decision pending, no objections received.
Methodist Chapel – This matter is with Planning Enforcement.
Hoyles Mill – This matter is with Planning Enforcement.
Ash Tree Farm – This matter is with Planning Enforcement.

160.  FINANCE (Appendix 3)
All February payments were approved for payment, proposed by Cllr Twigg and seconded by Cllr Wood.

161.  VILLAGE HALL
Toni Gowlett has been co-opted onto the Committee.

Batemans have increased their prices.

Floors repairs have been carried out.

Jubliee Weekend – Bingo to be held on 2nd June followed by beacon lighting at 9:15pm.  An afternoon tea party and entertainment to be held on 3rd June for the elderly residents and a children’s party to follow on 4th June.

162.  PLAY AREA
The new Rotaweb is on an 18-20 week lead time.  The replacement swing seats and chains costing £1,278.18+VAT was approved having been proposed by Cllr Patrick and seconded by Cllr Twigg.  A tree needs to be removed to make room and this has been agreed by the Friskney United Charities Trust as long as another is planted elsewhere.  Action – Clerk to place order.

Some repairs to the metal fencing around the basketball area are required.  Cllr Patrick has offered to action these.

With ELDC unable to supply litter bins, the Broxap quote for 2 x concrete litter bins with bag hold rings but no lids was approved at £344+VAT each having been proposed by Cllr Patrick and seconded by Cllr Scott.  Action – Clerk to place order.

163.  CEMETERY/CHURCHYARD
A visit has been made to address the mole activity in the Cemetery.

Further clear up work is required in the Churchyard.  Cllr Wood is hoping to provide a suitable trailer.

164.  ALLOTMENTS
Wayleave payments from Western Power Distribution are to be investigated by the Clerk.

165.  CORRESPONDENCE
None received.

166.  HIGHWAYS ISSUES, REPAIRS & DEFECTS
Church Road gulleys are sinking and the road is cracking causing increased noise from heavy vehicles.  Action – Clerk to report online.

167.  FUNDING FOR CHURCH FLOWERS
The volunteer flower arrangers at the Church usually cover the costs themselves.  However with a large display being planned for the Jubilee Weekend, a donation of £100 was unanimously agreed having been proposed by Cllr Patrick and seconded by Cllr Holt.

168.  URGENT MATTERS
Cllr Holland advised that Friskney Football Club was hopefully starting up again in the Summer.

169.  DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 16th March 2022.  There being no other business the Parish Council meeting closed at 8:34pm.
