155.  APOLOGIES
Apologies were received and accepted from Cllr Smith and Cllr Wood.  Apologies were also received from Matt Weedon (P3 Co-Ordinator) and PCSO J Richardson.

156.  PUBLIC FORUM
None present.

157.  DECLARATIONS OF INTEREST
None received.

158.  P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Ground is good to walk on.
Eaudykes/Lenton’s Lane (P322 Southern) – Ground is good to walk on.
Sea Lane/A52 (P335) – All of the footpath is good to walk on.
Sickling Lane/3 Way Post (P336) – Ground is good to walk on.
Chapel Lane/Eaudykes (P337) – Nothing new to report.
Field Lane/School (P338) – Some of the holes are starting to chip where the weeds were.  Action – Cnty Cllr Bowkett to report.
Beacon/Church (P339) – Ground is soft and tacky.

159.  PCSO
A ‘Police Surgery’ will be held in the Village Hall Car Park on 23rd February between 2:30pm and 3:30pm.

160.  DISTRICT COUNCILLOR’S REPORT
Reminder to renew or sign up for green waste collections before 19th February 2023 to receive all 21 collections.

Construction to bring ‘The Campus for Future Living’ has officially started in Mablethorpe.  Contractors cut the first piece of turf for ELDC’s flagship Town Deal project at a celebration event on 8th February.

All monies from the Councillor Community Grant have been allocated with one application yet to be approved.  Friskney WI - £200 to purchase 40 reusable lamp post poppies, End Domestic Abuse Now (Lincs) - £50 as part of a combined £500 grant to purchase items for their Louth hostel kitchen.  Friskney Village Hall - £500 towards the internal redecoration.  Friskney All Saint’s Church - £250 towards new lighting in the chancel.

Skegness Railway Station is set to be transformed with improved facilities/layout.  This includes a standard accessible toilet, a changing places toilet, two new start-up offices, a community cafe and retail provisions.  Improved access routes into the station for both pedestrians and vehicles.  Outside there will be an improved configuration of the taxi/drop off area, a new pedestrianised route, improved access to the bus station, installation of a new waste/storage compound, an external seating area, reconfiguration of concourse and cycle facilities.

Any young people over the age of 16 looking for a summer job this year (and beyond), the RNLI has a number of well paid roles available, lifeguarding on the Lincolnshire beaches this year.  They have both part time and full time roles available, which can be flexible, starting at £11 per hour with the potential to increase with experience.

Voter ID at Polling Stations from 4th May 2023 will be required.  Those who choose to vote by post will not be impacted.  Voters must bring one suitable/original form of photographic ID to the polling station, expired ID can still be used if the photo remains a good likeness of the voter.

161.  CHAIR’S REMARKS
Trees near the Village Hall are due to be trimmed by the Cemetery Caretaker.

162.  PREVIOUS MINUTES
The minutes from the January Parish Council Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Patrick.

163.  ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

Cllr Wickham and Cllr Scott are still pending set up of their new email addresses.

A donation of £100 has been received from Off The Stone pizza as a thank you for using the car park.  Four more dates are planned – 10th March, 24th March, 7th April and 5th May.  These are yet to be approved/confirmed.

164.  PLANNING (Appendix 2)
Land West of Birch View, Fold Hill – Appeal made for erection of a detached house.
Outer Dowsing Offshore Wind Farm – Public consultation events announced.
Sewage Treatment Works, Burgh Road – No objections received.
Land off Low Road – Appeal made for siting of 23 modular homes.
Westwood House, Eaudyke Road –No objections received.
Methodist Chapel – This matter is with Planning Enforcement.

165.  COUNTY COUNCILLOR’S REPORT
LCC will vote on the 4.99% increase to Council Tax on 17th February 2023.

Discharge flow of hospitals is easing and the main impact now is when the EMAS strikes take place.

Highways are currently agreeing the details with Contractors for the planned program for 2023/24.  300 surface dressing schemes were completed over the summer months.

The footway and carriageway slurry program began in April and was completed in November.  There is also a program of siding that will tackle excess vegetation growing over existing footways.  Cllr Bowkett to add Church Road, Eaudyke Road and Church Road/Low Road (nurses corner) to the works list.

The third and final grass cuts have been completed along with a variety of small and medium drainage schemes.

Fix My Street – 5,873 reports In January, system improvements are being worked on.  A grit bin layer has been added to enable reporting of empty bins, a map will be included allowing you to pin point the location of the bin.

Call Connect app trialled in SW Lincs resulting in more passengers and will now be rolled out across the county.

Elections will be going ahead in May, purdah will commence on 15th March.

Cllr Bowkett was asked to chase up the resurfacing of Sea Lane and the Environment Team will be asked to visit Sea Lane and the marsh area to help tackle dog fouling.

166.  FINANCE (Appendix 3)
All February payments were resolved for payment having been proposed by Cllr Reeves and seconded by Cllr Wickham.

167.  VILLAGE HALL
Cllr Hill advised that enquiries for an additional CCTV camera were pending the contractors return from holiday.

Various maintenance works are ongoing including PAT testing, internal and external redecoration, a new door for the boiler room, repairs to the leaking water boiler in the kitchen and leaks in both the ladies and gents toilets.

A bench was given to Pat Ingham as a thank you for her hard work over the years.

Batemans increased their prices by 9% from 30th January 2023.

Events are being discussed for the Coronation weekend and there will be another Christmas Shopping Trip to Milton Keynes on 25th November 2023.  Plans to bring back the Craft Fair on 19th November are also underway.

168.  PLAY AREA
The Play Area ‘rules’ sign is still to be replaced.

The resident offering assistance to clean up the Play Area has been contacted, but with no response to date there is no further action at this stage.  In the meantime, Cllr Twigg has carried out some general maintenance/cleaning.

The broken wire mesh on the MUGA needs replacing.  Action – Cllr Patrick to make enquiries.

169. ROTAWEB GRASS SEEDING
Cllr Shaw advised that he had some topsoil available and Cllr Holland agreed to provide transport.  Cllr Twigg to organise a working party once the topsoil was on site and grass seed could then be purchased/laid at a later date.

170.  CEMETERY/CHURCHYARD
Trees from the LCC Treescapes project have been delivered to Cllr Holland.  Cllr Twigg to liaise with Cllr Holland for some of the trees to be planted in the Churchyard along the boundary with The Anchor.

The Churchyard Caretaker has cleared/burnt the debris following the recent grounds clearance.

An initial draft layout of the cemetery extension was reviewed and will be discussed in more detail in March.

171.  ALLOTMENTS
The Clerk confirmed that the WPD wayleave payment had been received in October.

172.  CORRESPONDENCE
None received.

173.  HIGHWAYS ISSUES, REPAIRS & DEFECTS
Nothing new to report.

174.  COUNCIL DOCUMENT REVIEW
Nothing presented for review.

175.  2023/24 BUDGET
The draft budget was presented, having been updated with an 8% increase from Witham Fourth IDB.  T A Blackamore had advised of a slightly larger increase than budgeted for but it was resolved to approve this budget version without further amendments having been proposed by Cllr Wickham and seconded by Cllr Patrick.

176.  INSURANCE RENEWAL
The Clerk presented a full list of assets and their insured value with the only amendment being the addition of the gym equipment with a value of £5,000.  It was resolved that Cllr Hill sign the pre renewal questionnaire for submission having been proposed by Cllr Reeves and seconded by Cllr Holt.  Action – Clerk to submit.

177.  URGENT MATTERS
The Clerk advised that the glass in the old phone box housing the defibrillator on Eaudyke Road was broken.  A quote for £350 to replace the panel with anti-vandal perspex had been received.  If all four panels were replaced the total cost would be £650.  Cllr Patrick suggested lexan polycarbonate be used as perspex could still be broken.  Action – Clerk to obtain a revised quote.

178.  DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 15th March 2023.  There being no other business the Parish Council meeting closed at 8:40pm.
