Apologies were received and accepted from Cllr Reeves, Cllr Smith and Cllr Wood.  Cllr Hill chaired the meeting in Cllr Smith’s absence.

PCM25016 - DECLARATIONS OF INTEREST
None received.

PCM25017 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Footpath is good to walk on, soft and tacky under foot.
Eaudykes/Lenton’s Lane (P322 Southern) – Footpath is wet and tacky in places.
A52/Sea Lane (P335) – Footpath is wet with some standing water at the start.
Sickling Lane/3 Way Post (P336) – Nothing new to report.
Chapel Lane/Eaudykes (P337) – Nothing new to report.
Church/Field Lane (P338) – Nothing new to report.  Photos of crumbled surface sent to Cllr Bowkett.
Beacon/Church (P339) – Ground is soft to walk on.

PCM25018 – DISTRICT COUNCILLOR’S REPORT
The special interest group for internal drainage board levies have confirmed the Government will increase the £3m settlement to £5m for the financial year 2025/26.  Whilst not an uplift of the £10m hoped for, the extra £2m will be helpful.  Details of how the £5m will be allocated between the affected councils is yet to be confirmed.

The Government have confirmed the local government reorganisation will be formed of one tier of local government rather than the two that currently exist (District & County).  The date for submitting the interim plan is 21st March 2025 with the full proposal to be submitted by 28th November 2025.

The ‘Home Energy Advice & Retrofit Team’ have been shortlisted for the ‘Best Local Authority-Led Retrofit Programme’ award at the Retrofit Academy Awards.  The awards ceremony will be held on 4th March 2025.

SO Festival 2025 is a free, international festival of outdoor arts on the pavements, parks and promenades of Skegness and Mablethorpe.  Skegness - Friday 13th & Saturday 14th June and Mablethorpe - Sunday 15th June.

Councillor’s Community Grant has been allocated for 2024/25 with £950 to EMNL Playing Fields Committee to provide a new entrance and £1,050 to Friskney Parish Council towards buying two speed indicator displays.

PCM25019 - CHAIR’S REMARKS
The speed indicator signs have arrived and are pending installation.

Thanks to those that helped to clear the area and plant trees in the cemetery extension.  The Cemtery Caretaker agreed to keep the area maintained and is also monitoring a tree which is leaning but not a danger at present.

PCM25020 – COUNTY COUNCILLOR’S REPORT
County council elections will go ahead on 1st May alongside the Mayoral elections for Greater Lincolnshire.

LCC will be asking full council to agree the Council Tax for next year with a 2.99% increase.  The net budget for next year is £690m, £20m less than last year.

At a recent River Steeping steering group, the EA confirmed their capital budget for this year has been cancelled, but the maintenance budget is still there so they will continue planned maintenance which has just started.  Next year new ways of funding will be announced.  The section 19s relating to flooding in Friskney have been completed.

I am meeting the Road Safety Partnership, highways and Cllr Macey from Skegness to discuss the recent A52 road surveys.  We will look at the results and what can be done to try and reduce accidents in that area.

The new speed indicators cannot be erected on any BT/WPD/National Grid poles.  Therefore, new sites will need to be sought and ‘What 3 Words’ locations given to Cllr Bowkett to check with highways before posts are installed.

PCM25021 - PREVIOUS MINUTES
The minutes from the January Parish Council Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Shaw and seconded by Cllr Holland.

PCM25022 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

PCM25023 - PLANNING (Appendix 2)
Touchstone, Burgh Road – Extension & alteration to existing dwelling to provide additional living accommodation.
Fairfield, Small End – Decision pending.
Outer Dowsing Offshore Wind Farm – Decision pending.
Fen View, Low Road – Decision pending.
Avenue Farm, Mill Hill (Enforcement) – Occupancy of caravan.
Askern House, Dickon Hill Road (Enforcement) – Siting static caravans without planning permission.

PCM25024 - FINANCE (Appendix 3)
The insurance renewal is due in April and a quote has been requested to include the new speed indicators.

All February payments were resolved for payment having been proposed by Cllr Patrick and seconded by Cllr Twigg.

PCM25025 - VILLAGE HALL
Cllr Downing to ask Minster Servicing when they might be in the area to carry out the tarmac repairs/stump removal in the car park.

Friskney United Charities have been contacted regarding the diseased ash tree behind the Village Hall.

New crockery for special events has been purchased along with a new microwave.  Following a gas leak which meant the cooker couldn’t be used, it has been agreed that an electric griddle be purchased.

The annual deep clean has been booked and a contractor chosen for toilet upgrades and a new boiler for the bar.

PCM25026 - PLAY AREA
A revised quote from Vere Bros for the play area tarmac repairs is still pending.  Cllr Downing to ask Minster Servicing to quote.

PCM25027 - CEMETERY/CHURCHYARD
Cllr Hill is still waiting for the Diocese to send a Certificate of Consecration.

Renovation of the War Memorial area is planned.  Cllr Patrick to confirm the amount of weed suppressant required.

A memorial application from Co-Operative Funeral Services in respect of the late Mr & Mrs Potter was resolved to be approved having been proposed by Cllr Wickham and seconded by Cllr Patrick.

PCM25028 - ALLOTMENTS
Nothing to report.

PCM25029 - CORRESPONDENCE
An enquiry from a local resident holding a wedding reception at the Village Hall has asked for permission to park 2-3 lorry cabs overnight in the car park.  This was resolved to be approved having been proposed by Cllr Twigg and seconded by Cllr Scott.

PCM25030 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
The drain at the car park entrance nearest the Village Hall doesn’t clear.  Action – Clerk to report online.

PCM25031 – COUNCIL DOCUMENT REVIEW
A fully revised Financial Regulations document was presented for review.  With only Cllr Twigg having read the document, it was agreed to hold the review at the March meeting.

PCM25032 - URGENT MATTERS
None received.

PCM25033 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 19th March 2025.  There being no other business the Parish Council meeting closed at 8:28pm.
