PCM26023 - APOLOGIES
Apologies were received and accepted from Cllr Hill. Apologies were also received from Cnty Cllr Hume.
PCM26024 - PUBLIC FORUM
A member of the public attended the meeting but only to observe and record proceedings.
PCM26025 - DECLARATIONS OF INTEREST
None received.
PCM26026 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Footpath is wet to walk on.
Eaudykes/Lenton’s Lane (P322 Southern) – Footpath is solid to walk on but deep tractor ruts made walking difficult.
A52/Sea Lane (P335) – Footpath is tacky and wet.
Sickling Lane/3 Way Post (P336) – Footpath is OK to walk on. Hedge needs cutting back.
Chapel Lane/Eaudykes (P337) – Nothing new to report.
Church/Field Lane (P338) – Weed holes are worse and a crack has formed across the footpath.
Beacon/Church (P339) – Footpath is wet but good to walk on.
PCM26027 – DISTRICT COUNCILLOR’S REPORT
The Home Office has informed Lincolnshire Police that they have been allocated £100.1m for 2026/27. They are looking to recruit up to 128 Police Officers in 2026/27, 16 PCSOs and up to 120 staff.

A Community Funding session explaining different financial support options will be held at Horncastle Hub, Mareham Road, Horncastle, LN9 6PH on 25th February (6pm–7.30pm).
A series of free tourism workshops will take place on 5th March at Brackenborough Lakes Resort, Louth. There will be a morning session on ‘how to make 2026 your best year ever’ followed by an afternoon session on ‘using AI to improve your marketing and save time.’ Visit www.tourismknowhow.com/eastlindsey to book.
Following the Local Government Reorganisation proposals submitted in Nov’25, the Government have opened consultation on 4 of the proposals. Individuals can complete the consultation to give their views. The reorganisation affects us all so it would be helpful to have as many responses as possible, preferably with support for the two unitary proposal for Greater Lincolnshire which was submitted by the South and East Lincolnshire Councils partnership.
As part of the Councillors Community Grant, Eastville, Midville & New Leake Parish Council has been awarded £500 towards their Memorial Garden Planters project and Eastville, Midville and New Leake Village Hall have been awarded £561.46 for their broadband installation project.
Cllr Smith advised that he was reviewing Dist Cllr Dickinson’s request for the publication of data from the two speed indicators located in the village. At present, no data is downloaded but that may change in the future.

PCM26028 – COUNTY COUNCILLOR’S REPORT
No report was received.
PCM26029 – CHAIR’S REMARKS
The Cemetery Caretaker needs some grass seed which Cllr Smith will source. The moles are under control in the Cemetery and Churchyard. The Churchyard Caretaker has cut back the fig tree but it has revealed mortar which has fallen from the Church and the gutters are blocked. Action – Clerk to report to the Church Warden.
Cllr Smith asked if there were enough burial plots available before moving into the extension. The Clerk advised that whilst they were not marked out, there is space for more plots in the existing Cemetery and that these could be marked once the entrance to the extension was agreed upon at the March site meeting.
Matt Weedon has worked hard to clear away the leaves etc from the Village Hall car park.
PCM26030 - PREVIOUS MINUTES
As Cllr Wickham had still not provided the information requested at the November meeting, the minutes from the October Parish Council Meeting were resolved to be approved unamended having been proposed by Cllr Patrick and seconded by Cllr Reeves. Cllr Wickham objected to this decision.
The minutes from the January Parish Council Meeting were presented for approval. These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Shaw.
PCM26031 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.
The Clerk has still not received an update from Cnty Cllr Hume regarding the Church Lane weight limit request.
PCM26032 - PLANNING (Appendix 2)
Ossian Offshore Wind Farm – Public consultation.
Seaways/National Grid – Replace existing overhead lines.
Vina Sol House, Wrights Lane – Permission granted.
Outer Dowsing Offshore Wind Farm – Permission granted.
Manor Farm, Small End – Permission granted.
Askern House, Dickon Hill Road (Enforcement) – Siting static caravans without planning permission.
PCM26033 - FINANCE (Appendix 3)
All February payments were resolved for payment having been proposed by Cllr Twigg and seconded by Cllr Downing.
The Clerk advised the insurance renewal was due in April and with only a very small increase, it was resolved to accept the quote having been proposed by Cllr Wickham and seconded by Cllr Reeves.
PCM26034 - VILLAGE HALL
Two quotes have been received for line painting in the car park. It was resolved to accept the quote from Acculine having been proposed by Cllr Patrick and seconded by Cllr Wickham. Action – Clerk to contact contractor.
PCM26035 - PLAY AREA
Cllr Twigg provided an up to date quote from Vere Bros but with Cllr Hill unable to attend the meeting, the quote from Terrafirma is still pending.
Cllr Twigg has confirmed with the LCC Volunteering Scheme that all equipment will need to be primed before they carry out painting works on 21st and 22nd April 2026.
A quote for a new rocker is to be requested from Playdale who will do an on site evaluation on 9th March.
There is a small amount of graffiti that will need cleaning off.
PCM26036 - CEMETERY/CHURCHYARD
Cllr Smith advised that the Bishop has still not provided a Certificate of Consecration.
An application is to be considered for more free trees and hedges for the Cemetery and Churchyard. Action – Clerk to confirm what options are available.
With one builder not attending a site visit to quote the Clerk is to contact an alternative contractor as well as obtain an up to date quote from Paul Garrill Construction for the additional ashes plots. Action – Clerk to contact Contractors.
PCM26037 - ALLOTMENTS
The drainage works previously carried out have been very successful with no flooding during heavy rainfall.
PCM26038 - CORRESPONDENCE
None received.
PCM26039 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
Church Lane near the Askefield Project is splitting down the middle. Action – Clerk to report online.
PCM26040 – COUNCIL DOCUMENT REVIEW
None received.
PCM26041 - URGENT MATTERS
Due to the Clerk being on holiday for the April meeting, it was resolved to move the meeting to 22nd April having been proposed by Cllr Reeves and seconded by Cllr Patrick.
PCM26042 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 18th March 2026. There being no other business the Parish Council meeting closed at 8:42pm.
