MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD ONLINE VIA ZOOM
ON WEDNESDAY 15th JULY 2020 AT 7.30PM

42.    APOLOGIES

43.    PUBLIC FORUM
         None present.

44.    DECLARATIONS OF INTEREST
         None present.

45.    FOOTPATHS
         Mill Lane/Eaudykes (P322 Northern) – Broken sign still not replaced.

         Eaudykes/Lenton’s Lane (P322 Southern) – No problems.

         Sea Lane/A52 (P335) – Badger sets have made parts of the path very difficult to walk.

         Sickling Lane/3 Way Post (P336) – The grass is quite long.

         Chapel Lane/Eaudykes (P337) – No problems.

         Field Lane/School (P338) – Usual subsidence problems but markings for repairs have been made.

         Beacon/Church (P339) – No problems.

46.    PCSO
         High vis patrols are continuing in and around the Parish and further speed checks are planned.  Covid-19 scams and rogue traders are a major concern, especially flytippers who charge to remove rubbish.

47.    DISTRICT COUNCILLOR’S REPORT
         The strategic alliance between Boston Borough and ELDC was agreed at an extra-ordinary meeting in June, the alliance officially began on 1st July.

         Due to increased usage of the bottle banks at the Village Hall, the ELDC Waste Services Manager has agreed that the green bottle bank can be used when the clear glass bank is full.  Cllr Hill asked if a sign could
         be put up to tell residents.  Action – Clerk to check what signage we can erect.

48.    COUNTY COUNCILLOR’S REPORT
         Plans have been submitted to the Department for Transport for funding to make changes to our town and city streets to encourage more people to cycle and walk.

         Lincolnshire libraries re-opened on 13th July in line with Government guidelines.  You can also use the digital library, see https://lincolnshire.spydus.co.uk for more details.

         Parents are being invited to drive through HPV vaccination sessions across the county.

         Lincolnshire Wolds Railway have an active petition to re-open the East Lincolnshire Railway line between Grimsby and Peterborough via Louth.

         Couch Curators are being sought by The Collection Museum in Lincoln to help create a Lockdown Collection in September.  Simply email a photo, video, painting or drawing of your favourite object and how they are
         displayed to thecollection@lincolnshire.gov.uk before 31st August.

49.    CHAIRPERSON’S REMARKS
         The roofing contractors working on All Saints Church have left some rubbish in the Churchyard.  Action – Clerk to request removal.

         Cllr Hill, Cllr Twigg and the Clerk sanitised the play area equipment and cleared litter and fallen branches to allow it to be reopened in line with Government guidelines.

50.    THE MINUTES OF THE PARISH COUNCIL MEETING
         The minutes from the June Finance Committee and Parish Council meetings were presented for approval.  Cllr Holt and Cllr Smith proposed and seconded the Finance Committee minutes respectively and Cllr Holt and
         Cllr Simpson proposed and seconded the Parish Council minutes respectively.

51.    ACTION LOG
         The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

         A replacement defibrillator cabinet is due to be installed on Eaudyke Road as soon as possible.

52.    PLANNING (Appendix 2)
         The Anchor Inn, Church End – New application received for replacement windows.

         Fairfield, Small End – New application received for an extension.

         The Smithy, Sea Lane – New application received for change of use to a dwelling.

         Mynholme, Chapel Lane – New application received for change of use to extend the domestic curtilage.

         Lynwood, Burgh Road – Pending decision.

         School Farm, Main Road – Pending decision.

         The Old Granary – Appeal upheld.

         Methodist Chapel – This matter is with Planning Enforcement.

         Hoyles Mill – This matter is with Planning Enforcement.

53.    FINANCE (Appendix 3)
         All July payments were approved for payment, proposed by Cllr Twigg and seconded by Cllr Wood.

54.    VILLAGE HALL
         The Village Hall is closed until 1st September at present.

55.    PLAY AREA
         New play area equipment such as a Rota Web Climber is being considered.  Action – Clerk to arrange site visit with manufacturer to confirm location suitability and fully installed cost.

56.    CORRESPONDENCE
         Email received from a resident offering to help with tackling the problem of dog fouling and litter.  It was suggested that they be invited to the September meeting (or next face to face meeting) to discuss the matter
         further.  Action – Clerk to send invitation.

57.    COMMITTEE STRUCTURE & POLICY
         The revised Committee Structure & Policy was adopted with Cllr Simpson and Cllr Brennan joining their selected committees.  Proposed by Cllr Holt and seconded by Cllr Smith.

58.    HIGHWAYS ISSUES, REPAIRS & DEFECTS
         None received.

59.    URGENT MATTERS
         Allotment Vacancy – In order for crops to be planted this year, it was proposed that the vacancy be amended to expire on 1st August.  With only one application at present it was agreed to discuss the tenancy via email
         rather than wait until September.  Proposed by Cllr Wickham and seconded by Cllr Twigg.

60.    DATE AND TIME OF NEXT MEETING
         The next Parish Council meeting will be on Wednesday 16th September 2020.  There being no other business the Parish Council meeting closed at 8:28pm.
