MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD ONLINE VIA ZOOM
ON WEDNESDAY 13th JANUARY 2021 AT 7.30PM

124.  APOLOGIES
Cllr R Scott, Cllr A Simpson, R Bray, Dist Cllr C Dickinson, Cnty Cllr W Bowkett & PCSO Richardson.  Cllr Wickham was absent without apology.

125.  PUBLIC FORUM
A representative of Friskney Bowls Club joined the meeting to discuss potential financial assistance towards CCTV installation.  It was stated that the Bowls Club were in favour of helping but would need the quotations and specification before agreeing a value.  Cllr Hill is requesting quotes which will be shared in due course.

126.  DECLARATIONS OF INTEREST
None received.

127.  P3 FOOTPATH
Mill Lane/Eaudykes (P322 Northern) – No problems.
Eaudykes/Lenton’s Lane (P322 Southern) – No problems but you need to walk on the land in places.
Sea Lane/A52 (P335) – No problems other than very muddy and slippery where tractors have been.
Sickling Lane/3 Way Post (P336) – The grass is well trampled but the hedge needs cutting.
Chapel Lane/Eaudykes (P337) – No new problems.
Field Lane/School (P338) – Usual subsidence problems.  The Clerk confirmed resurfacing works are scheduled for March and that the path would remain open but with site staff escorting walkers.
Beacon/Church (P339) – No new problems.

128.  PCSO
Covid-19 scams are being reported and we are reminded that ALL Covid-19 vaccinations are free.

Gas bottle thefts from residential properties and caravan sites including Friskney have been reported.

129.  DISTRICT COUNCILLOR’S REPORT
Businesses can sign up for the e-Business Brief at www.e-lindsey.gov.uk/ebb to receive notification when new business grants launch.

A consultation on CCTV in Taxi & Private Hire vehicles is available at www.e-lindsey.gov.uk/consultation and is open for completion until 5th March 2021.

Green waste subscriptions need to be renewed by 19th February 2021.  The annual fee is £40 and you can renew or subscribe at www.e-lindsey.gov.uk/greenwaste or by calling 0800 085 5037.

130.  COUNTY COUNCILLOR’S REPORT
No report received.

131.  CHAIRPERSON’S REMARKS
There is still an issue with people fly tipping in the car park area when the bottle banks are full.

Dogs are being taken into the play area and fouling is now present.  ELDC have a Public Space Protection Order (PSPO) in place across all children’s play areas in the district.  New signs are being requested as the old ones have been removed.

The Chapel guttering is blocked and will cost £50 to clear.  This was agreed having been proposed and seconded by Cllr Smith and Cllr Patrick respectively.

Quotes are being sought for CCTV installation covering the car park, playing field, bowls green, play area and the old tennis court.  A minimum of three quotes are required for review.

A meeting with a Diocese representative regarding the boundary dispute is scheduled for 14th January 2021.  Cllr Hill and Cllr Patrick are to attend.

132.  THE MINUTES OF THE PARISH COUNCIL MEETING
The minutes from the November Finance Committee meeting and the Parish Council Meeting were presented for approval.  Cllr Patrick and Cllr Reeves proposed and seconded the Finance Committee Meeting minutes respectively.  The Parish Council Meeting minutes require an amendment to include a report of speeding tractors by Cllr Wickham.

133.  ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

134.  PLANNING (Appendix 2)
Mar-Jen, Main Road – Application received re Condition 6 imposed on planning of 2no detached dwellings.
4 Wrights Lane – Application received for construction of vehicular access.
Rosedale Villa, Burgh Road – Application received for extension & alterations to existing dwelling.
Low Farm, Burgh Road – Application received for construction of a temporary 49.9mw solar farm.
10 Wildmore Crescent – Application received for erection of a detached annexe for family use.
The Good Intent Stores – No objections received, permission granted.
Fern House, Field Lane – No objections received, permission granted.
Methodist Chapel – This matter is with Planning Enforcement.
Hoyles Mill – This matter is with Planning Enforcement.
Ash Tree Farm – This matter is with Planning Enforcement.

135.  FINANCE (Appendix 3)
All January payments were approved for payment, proposed by Cllr Twigg and seconded by Cllr Brennan.

136.  VILLAGE HALL
Whilst the hall remains closed, regular inspections are taking place to ensure the property is secure.

There are further potential grants/funds available to assist with the loss of revenue.

An agreement has been made in principle to assist with the cost of CCTV installation but no value agreed.

137.  PLAY AREA
Replacement parts for the yellow rocker may be replaced with our own parts as instructed by our insurance company and RoSPA.  Cllr Hill to inspect once repairs have been made.

New signs are being installed for the recycling area, gym equipment and play area H&S.

Cllr Twigg has offered to clear the large amount of fallen leaves covering the ground.

138.  CORRESPONDENCE
None received.

139.  HIGHWAYS ISSUES, REPAIRS & DEFECTS
The bump on Burgh Road has caused a tractor to overturn and fencing knocked down as a result.

140.  CEMETERY BENCH
A memorial bench in the cemetery has a broken slat and is dangerous.  It was unanimously agreed to place it in the Chapel until the family can be contacted.

141.  URGENT MATTERS
None received.

142.  DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 17th February 2021.  There being no other business the Parish Council meeting closed at 8:07pm.
