128.  DECLARATIONS OF INTEREST
Cllr R Scott, Cllr K Smith and Cllr W Twigg in respect of car park rent increase and Cllr W Twigg in respect of the church flower arranging.

129.  P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Muddy in places.
Eaudykes/Lenton’s Lane (P322 Southern) - Very wet at Lenton’s Lane entrance.
Sea Lane/A52 (P335) – Wet underfoot, weeds have died back and ground is uneven due to wildlife.
Sickling Lane/3 Way Post (P336) – Ground will be wet when frost has gone.
Chapel Lane/Eaudykes (P337) – No issues now the hedge has been cut.
Field Lane/School (P338) – Bridge guard rails broken (Fix My Street Ref 413582).  A new surface will be laid in the Spring.
Beacon/Church (P339) – Nothing new to report.

130.  PCSO
Speed monitoring has been ongoing with the involvement of the Mini Police.

E-Scooters are a nuisance and illegal unless on private land with the permission of the landowner.

Crime Mapper shows 31 recorded incidents for the area in November 2021 with 9 in Friskney.

Hare coursing is again a problem, mainly in the Stickney area.

Cllr Hill reported obstructions on the road/path in Wildmore Crescent including vehicles and builders’ bags.

131.  DISTRICT COUNCILLOR’S REPORT
ELDC Budget consultation closes 10th February and includes a proposed increase to Council Tax of £4.95 on a Band D property.  ELDCs element of the full Council Tax bill equates to only 8% of the total and of that over half those funds are collected for the drainage board due to how their levies are applied.  The consultation can be found using this link https://www.e-lindsey.gov.uk/article/18627/Proposed-Draft-Budget-Consultation-2022-23

Green waste bin collection has increased from £40 to £50 but is fixed for the next 3 years.  To secure the full year of 22 collections, residents need to sign up by 20th February when they will also be entered into a draw to win a green waste collection service for a year and a Lincolnshire hamper - https://www.e-lindsey.gov.uk/greenwaste

Household Support Fund is available to residents across Lincolnshire who are facing financial hardship this winter.  Referral is through professional partners only and further details about the scheme, including who can refer residents, can be found here - https://www.e-lindsey.gov.uk/householdsupportfund

Lincolnshire Local Heritage List Campaign – You can nominate sites for the ‘long list’ by using the Local List Website.  Any building, features, site that you believe has local value you can nominate for the local list campaign.  If we don’t know about it, we can’t include it!  https://local-heritage-list.org.uk/lincolnshire

132.  COUNTY COUNCILLOR’S REPORT
We had 63 cases of Covid across Lincolnshire last week, with two in intensive care over the weekend which is a drop from the previous week of 84.  There are a mixture of no vaccines and 1st, 2nd and booster patients who mainly require oxygen.  The spread of the omicron virus is starting to plateau out but is still high in the 4-11 year olds which is not surprising with schools going back.  We all need to continue to be careful for the next few weeks.

LCC are asking people to support a campaign to Government which is called “Fix our funds to fix our roads” and return the £12m they took away last year from our Highways fund.  We put the £12m back in from LCC money last year but can’t do that year on year.  The £12m equates to 24,000 potholes filled, 37 miles of crumbling road rebuilt and 6 miles of failing footpath repaired.  Go to www.lincolnshire.gov.uk/highwaysfunding and join our fight for better roads.  It was agreed that the Parish Council should support this campaign with a letter to Matt Warman.

The desilting boat has arrived back in Wainfleet and they will work on the last section of the relief channel.

133.  CHAIRPERSON’S REMARKS
At the site meeting with Wicksteed, it was agreed that the new equipment be sited behind the skate ramp once Cllr Hill had arranged for a tree to be removed.

A letter from the Diocese was received with a bill for £6,500 including a copy of new boundary.  The Parish Council simply maintain the closed Churchyard and therefore have not accepted responsibility for any of these costs.

134.  THE MINUTES OF THE PARISH COUNCIL MEETING
The minutes from the November Parish Council Meeting and Finance Committee Meeting were presented for approval.  The Parish Council minutes were proposed by Cllr Reeves and seconded by Cllr Smith.  The Finance Committee minutes were proposed by Cllr Simpson and seconded by Cllr Reeves.

135.  ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

Cllr Smith has agreed to take the three village signs to be repainted.

136.  PLANNING (Appendix 2)
Land Off Low Road - Application received in respect of 23 modular homes for over 55’s.
Auravin, Fold Hill – Application received in respect of extension to provide living accommodation & garage.
Lincolnshire Wildlife Park – Application received in respect of extension to provide gift shop, cafeteria, entrance, pergoda, lighting, entrance & parking.
The Rosary, Eaudyke Road – Decision pending, no objections received.
4 Wrights Lane – Decision pending, no objections received.
Plot 1, West of Birch View, Fold Hill – Permission refused.
Methodist Chapel – This matter is with Planning Enforcement.
Hoyles Mill – This matter is with Planning Enforcement.
Ash Tree Farm – This matter is with Planning Enforcement.

137.  FINANCE (Appendix 3)
All January payments were approved for payment, proposed by Cllr Twigg and seconded by Cllr Wood.

138.  VILLAGE HALL
Recent issues have been experienced with heating left on and taps running.  These have been raised with the relevant groups that hired the hall.

An inspection of the sunken area of flooring was undertaken and it was found to have no air bricks.

The beacon will be lit at 9:15pm as part of the Queen’s Platinum Jubilee Beacons event on 2nd June 2022.  Other events being held are bingo on 2nd June and a Ceilidh Band on 4th June.

139.  PLAY AREA
Following a site visit on 14th January, prices have been received for the new equipment but as they are higher than the original price, the Clerk has challenged this.  Prices are also pending for new swing seats which are also required.  Action – Clerk to chase supplier.

New signs regarding dog waste have been put up at both entrances to the sports field.

Only one quote has been received in respect of 4 x concrete bins.  Cnty Cllr Bowkett offered to contact details to try and source these at no charge.

140.  CEMETERY/CHURCHYARD
The storage shed in the Churchyard has an asbestos roof and needs repair/replacing.

A pile of green waste from the recent clearing needs removing.  Cllr Twigg to see if access can be sought.

141.  ALLOTMENTS
Two plots are available following the recent notice from Norman Clow & Son.  Four applications were received and discussed.  With one applicant already leasing 3 plots and another not living in Friskney, it was agreed that Plot 3 is assigned to Mr K Smith having been proposed by Cllr Reeves and seconded by Cllr Scott and Plot 6 to Mr R Wood having been proposed by Cllr Patrick and seconded by Cllr Scott.  Action – Clerk to contact all applicants.

142.  CORRESPONDENCE
A letter from Friskney United Charities Trust stating an increase in the Car Park rent to £125 would take effect from August 2022.  With no objections to this, it was accepted having been proposed by Cllr Patrick and seconded by Cllr Simpson.

The January issue of Clerks & Councils Direct was made available for those who wish to read it.

143.  HIGHWAYS ISSUES, REPAIRS & DEFECTS
The potholes on Wrights Lane are getting worse between the Three Tuns and Sunningdale.  Action – Clerk to report online.

Potholes along Sea Lane need attention.  Cnty Cllr Bowkett advised she is trying to get this road resurfaced.

Overgrown hedges at Chapel Lane/Eaudyke Road junction.  Action – Clerk to report.

144.  CCTV POLICY
The Clerk presented a draft CCTV Policy which was approved having been proposed by Cllr Smith and seconded by Cllr Patrick.

145.  LCC BUDGET PROPOSAL
LCC sent a proposal to increase Council Tax by 3% which will be entirely for Adult Social Care.  With no objections, it was agreed that support be sent in favour of this proposal.  Action – Clerk to comment online.

146.  URGENT MATTERS
None received.

147.  DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 16th February 2022.  There being no other business the Parish Council meeting closed at 9.06pm.
