Apologies were received and accepted from Cllr Scott. Apologies were also received from Cnty Cllr Bowkett and Dist Cllr Dickinson.

134. P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Ground is wet and slippery.
Eaudykes/Lenton’s Lane (P322 Southern) – Ground is wet and slippery.
Sea Lane/A52 (P335) – Beginning of footpath is wet and muddy from farm vehicles.
Sickling Lane/3 Way Post (P336) – Ground is wet to walk on.
Chapel Lane/Eaudykes (P337) – Footpath is good to walk on.
Field Lane/School (P338) – Small holes forming where the weeds were. Dyke was flailed by LCC and debris left in dyke. Cllr Holland has cleared it but it needs reporting. Action – Clerk to notify Cnty Cllr Bowkett.
Beacon/Church (P339) – Ground is good to walk on.
135. DISTRICT COUNCILLOR’S REPORT
Residents can renew/subscribe online for green waste collections for 2023/24. For a chance to win a year’s subscription and a Lincolnshire hamper, please renew/sign-up by 19th February 2023. For the annual fee of £50 there are 21 collections throughout 2023/24 period which begins in April. Alternatively subscribe by calling 0800 08 55 037 from 9am on 16th January.
Work to bring 40 new electric vehicle charging points to the district is underway after ELDC was awarded a £150,000 grant by the Office for Zero Emission Vehicles (OZEV). The grant, part of OZEV's Onstreet Residential Chargepoint Scheme, is designed to provide residents who may not have access to their own off street parking the opportunity to charge electric vehicles. The installation works will cost a total of £204,000, with 75% of the costs covered by the grant funding and the remaining covered by BP Pulse, who are the district's charging point provider. Installations will be at Market Place (Tattershall), Princes Parade (Skegness), Lawn Car Park (Skegness), Marine Avenue (Sutton on Sea) and The Hub (Horncastle). Work is expected to be completed by April 2023.
ELDC’s Budget Consultation is now available to complete online at www.e-lindsey.gov.uk/consultation. The consultation outlines the council’s plans and the closing date is 10th February 2023. Paper copies of the consultation can be requested by calling 01507 613418.
ELDC has been successful with a bid to the National Grid ‘Community Matters Fund’ and has received a grant to allow them to support local community groups who are open as a Warm Space this Winter. The Council are in the process of making a £400 one-off contribution available to support the groups that are open on a weekly basis. Those open less than once a week will be eligible to apply for a one-off contribution of £200.
The Hub, Mareham Road, Horncastle, LN9 6PH is ELDC’s new purpose-built HQ. The Council’s official occupation will begin on Monday 23rd January and their phone number remains as 01507 601111.
Fold Hill street lights were removed in June when National Grid undertook works to the put the electric cabling underground. The installation of the new lighting columns was due to take place at the same time but was delayed due to issues with the contractor. LCC is the new contractor and will be installing the new columns.
136. COUNTY COUNCILLOR’S REPORT
Covid and flu vaccines are still available and residents are encouraged to take these up as residents have been hit hard over the last month but the cases are starting to decrease now.
EMAS are holding more strikes across the county, hospitals are trying to discharge as many people as possible during the two days before the nominated strike dates to help keep A&E moving. Residents are urged to call 111 in the first instance if you need medical attention/advice but if it is life threatening then you must still dial 999.
LCC will have to raise council taxes this year. Increasing pressures facing households and the authorities over rising costs will mean the use of reserves to be able to balance the books. The LCC cost of living support page is there to give residents help to find support, whether it's financial, childcare, HAF programme and the household support fund plus much more - www.lincolnshire.gov.uk/costofliving.
Fodder Dyke Bank - Next section from the corner of last works to Friskney is being looked at for early this year.

138. PREVIOUS MINUTES
The minutes from the November Parish Council Meeting were presented for approval. These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Holt.
139. ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

Cllr Wickham and Cllr Scott are still pending set up of their new email addresses.
140. PCSO
Speeding is a priority and checks have been made on Church Road and Fold Hill with some tickets issued.
A Police surgery is to be arrange at the Village Hall Car Park.
Scams are still a big issue with access being requested to personal computers being the latest trend.

141. PLANNING (Appendix 2)
Sewage Treatment Works, Burgh Road – New application for telecommunications siting. No objections received.
Land off Low Road – Appeal made for siting of 23 modular homes.
Westwood House, Eaudyke Road – New application for extension to existing outbuilding. No objections received.
Outer Dowsing Offshore Wind Farm – Cable corridor amendments following mainly environmental objections.
The Granary, Sea Lane – Permission granted.
Methodist Chapel – This matter is with Planning Enforcement.
Ash Tree Farm – This matter is with Planning Enforcement.
142. FINANCE (Appendix 3)
All January payments were resolved for payment having been proposed by Cllr Reeves and seconded by Cllr Simpson.
143. VILLAGE HALL
There is a Village Hall Committee meeting on 26th January.
Cllr Holland reported that dog fouling is a problem around the Village Hall area. Cllr Hill to enquire whether an additional CCTV camera can be added to the system. Action – Cllr Hill to contact CCTV contractor.
Several weddings and parties are already in the diary for 2023.
144. PLAY AREA
Top soil and grass seed are required for the area under the new Rotaweb which is best done in March. It was therefore agreed to discuss this further at the next meeting. Action – Clerk to add to February agenda.
Two new concrete bins have been installed by Cllr Holland.
Skate ramp/games area flooring repairs are complete and Cllr Twigg is happy with the work.
The Play Area ‘rules’ sign is still to be replaced.
Contact had been made by a resident offering to clean up the Play Area. Whilst all of the items mentioned in the correspondence are already on the Parish Council’s radar for action, it was noted that for insurance reasons, the resident be advised that they would not be able to carry out any work on their own but would be welcome to join a working party as and when work is being arranged. Action – Clerk to notify resident.
The car park hedges need a heavy cut before the Spring. Action – Clerk to contact Cemetery Caretaker.
145. CEMETERY/CHURCHYARD
Trees from the LCC Treescapes project are due for delivery in the next few weeks.
A query had been received regarding non-resident fees in the cemetery for a lady that moved out of the village several years ago. It was unanimously agreed that the fees should remain double having been proposed by Cllr Twigg and seconded by Cllr Wood. Action – Clerk to contact the Funeral Director.
146. ALLOTMENTS
Cllr Smith asked if the latest wayleave payment had been received. Action – Clerk to chase WPD.
147. CORRESPONDENCE
The pizza van has finished it’s visits for the season but will return. The operator would like to make a donation for the use of the car park and it was unanimously agreed that the Parish Council accept their donation with a view to then donating to Friskney United Charities at a later date. This was resolved having been proposed by Cllr Reeves and seconded by Cllr Patrick. Action – Clerk to contact the pizza van operator.
A letter from Friskney United Charities detailing an increase in the Car Park/Play Area rent was discussed. It was agreed that the new price of £137.00 be added to the draft budget for approval later in the meeting.
148. HIGHWAYS ISSUES, REPAIRS & DEFECTS
Both sides of Howgarth Lane have subsided badly. Action – Clerk to report online.
149. COUNCIL DOCUMENT REVIEW
The Clerk updated the documents below with the new contact email address for review. These were resolved and adopted having been proposed by Cllr Wickham and seconded by Cllr Simpson. Action – Clerk to update displayed/online documents.
Meeting Dates 2023 / Contact List / Request To View / Breach of Cemetery Regulations
150. 2023/24 BUDGET
Cllr Smith advised that unfortunately Witham Fourth IDB had approved an 8% increase. With the draft budget only incorporating a 4% increase, the budget will need to be amended and brought to the February meeting for approval. Action – Clerk to update draft budget.
151. 2023/24 PRECEPT
The precept form had been drafted with the increased value of £18,000. It was resolved that Cllr Hill sign the form having been proposed by Cllr Wickham and seconded by Cllr Reeves. Action – Clerk to submit to ELDC.
152. URGENT MATTERS
The Clerk advised that Friskney United Charities are planning to replace the kissing gate entrance to the sports field with a wheelchair accessible entrance. Whilst the Parish Council have no responsibility for this area, comments were raised regarding the potential risk of quad bikes etc gaining access to the sports field. Action – Clerk to raise concerns with the Charity Secretary.
153. DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 15th February 2023. There being no other business the Parish Council meeting closed at 8:36pm.
