PCM25002 - APOLOGIES
Apologies were received and accepted from Cllr Downing, Cllr Holt, Cllr Scott, Cllr Twigg and Cllr Wickham. Apologies were also received from Cnty Cllr Bowkett and Matthew Weedon.
PCM25003 - PUBLIC FORUM
None present.
PCM25004 - DECLARATIONS OF INTEREST
None received.
PCM25005 - P3 FOOTPATHS
3 Way Post/Mill Lane (P322 Northern) – Footpath is good to walk on, soft under foot.
Eaudykes/Lenton’s Lane (P322 Southern) – Footpath has some tractor ruts next to Lentons Lane.
Sea Lane/A52 (P335) – Footpath is soft underfoot and tacky.
Sickling Lane/3 Way Post (P336) – Footpath is good to walk on.
Chapel Lane/Eaudykes (P337) – Footpath is good to walk on.
Field Lane/School (P338) – Some of the holes have crumbled bigger and the brambles have died off but some are still somewhat over the path. Action – Clerk to report to Cnty Cllr Bowkett.
Beacon/Church (P339) – Ground is good to walk on.
It was noted that P322 Southern Eaudykes/3 Way Post is not included in the monthly report. Action – Clerk to confirm with Matthew Weedon.
PCM25006 – DISTRICT COUNCILLOR’S REPORT
The special interest group for internal drainage board levies continues to engage with the Minister for Local Government. They need to continue the lobbying until a resolution is found.
Following the publishing of the English Devolution White Paper in Dec’24, ELDC is considering what this means for them and the partnership and are awaiting further communication on the way forward.
Green waste subscriptions for 2025/26 are now open online. The annual fee is £52.50 for 21 collections. Current subscribers must re-subscribe by 23rd February to ensure all 21 collections are made.

The Energy Advice & Retrofit Team will be available for in-person support and guidance in Wainfleet Market Place on 17th January between 10am-1pm.
With one completed application and one pending, this should cover the entire grant allowance for the 2024/25 period. Councillor Community Grant funding is still available, applications need to be in by 28th February 2025.

PCM25007 – COUNTY COUNCILLOR’S REPORT
LCC are asking for your views on their recent decision to set the council tax for next year at 2.99% increase. The consultation is now live and you can access it by searching budgetconsultation@lincolnshire.gov.uk. The net budget for next year is £690m, £20m less than last year.
Another storm hit us on 6th January with 65mm of rainfall in a short period of time causing many flooding events around the county. Over 100 homes reported internal flooding, we are expecting the numbers to rise.
I am working with Skegness County Cllr Carl Macey and the Road Safety Partnership to look at average speed cameras for some of the A52. We are having a meeting in the next few weeks to look at data collected by the RSP.
£1m has been made available by East Lindsey for community projects across the district which will be administered by Lincolnshire Community Foundation.
The 6th round of the Household Support Fund finishes in Mar’25 and application forms are now live. Households in financial hardship can apply for a voucher to help with food, clothes and other essentials.
PCM25008 - CHAIR’S REMARKS
A tree fell in the Churchyard on the boundary with The Anchor and plans are being put in place to remove it.
A letter of thanks was requested for Bill Simpson’s voluntary work in the Cemetery. Action – Clerk to send.
War Memorial site improvements are planned and 2-3 tonne of pea gravel is required. Cllr Patrick to measure the area for heavy duty weed membrane. Action – Clerk to price for delivery in February/March.
An ash tree behind the Village Hall needs cutting down to avoid damage to the roof. Action – Clerk to contact Friskney United Charities.
PCM25009 - PREVIOUS MINUTES
The minutes from the November Finance Committee Meeting and Parish Council Meeting were presented for approval. These were resolved to be a true and accurate record having been proposed by Cllr Reeves and seconded by Cllr Hill and Cllr Reeves and Cllr Wood respectively.
PCM25010 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.
The ICCM course for the Clerk has been delayed until May. Action – Clerk to book.
Quote received for speed deterrents and price held until 31st January. Locations to be confirmed, straps for installation required and all for delivery to Cllr Smith to install. It was resolved to accept the quote having been proposed by Cllr Hill and seconded by Cllr Patrick. Action – Clerk to purchase.
PCM25011 - PLANNING (Appendix 2)
Fen View, Low Road – Remove condition 2 (agricultural use).
Fairfield, Small End – Decision pending.
Outer Dowsing Offshore Wind Farm – Decision pending.
Peters Eden Farm, Howgarth Lane – Permission granted.
Manor Bungalow, Howgarth Lane (Enforcement) – Siting static caravans without planning permission.
Avenue Farm, Mill Hill (Enforcement) – Occupancy of caravan.
Askern House, Dickon Hill Road (Enforcement) – Siting static caravans without planning permission.
PCM25012 - FINANCE (Appendix 3)
All January payments were resolved for payment having been proposed by Cllr Reeves and seconded by Cllr Hill.
PCM25013 - VILLAGE HALL
The next Village Hall Committee Meeting is in February.
Cllr Downing emailed to confirm Minster Servicing would carry out the car park tarmac repairs/stump removal when they are next in the area. Cllr Holland to be advised of a date when known to ensure no events are scheduled.
PCM25014 - PLAY AREA
A revised quote from Vere Bros for the play area tarmac repairs only is still pending.
Further maintenance of the play area equipment will be planned in the Spring.
PCM25015 - CEMETERY/CHURCHYARD
A working party has been planned to plant the Woodland Trust trees on 1st February at 10am. Matthew Weedon, Will Lenton and Ian Burton to be invited to assist. Action – Clerk to arrange.
Cllr Hill to chase the Diocese for a Certificate of Consecration.
PCM25016 - ALLOTMENTS
Nothing to report.
PCM25017 - CORRESPONDENCE
Friskney United Charities have advised an increase in the car park rent from August 2025 to £149.00.
PCM25018 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
A52 between Wrangle and Wainfleet is very bad. Standing water is causing lots of problems too.
Sea Lane is getting worse but Cllr Bowkett has previously advised works are planned.
Potholes outside Roche Dene and Fen View on Low Road are getting bad. Action – Clerk to report online.
Poor repairs to the road surface outside Coppers Rest on Low Road are breaking up and causing a noise nuisance. Action – Clerk to report online.
The road surface between Marfleet Bridge and Stone Bridge on Fen Bank needs attention. Is this section still to be resurfaced? Action – Clerk to check with Cnty Cllr Bowkett.
PCM25019 – COUNCIL DOCUMENT REVIEW
Nothing to review this month.
PCM25020 - URGENT MATTERS
Our gravedigger has advised the Clerk that burial plot R1 is not available for use due to a slight misalignment of plots.
PCM25012 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 19th February 2025. There being no other business the Parish Council meeting closed at 8:31pm.
