HELD AT FRISKNEY VILLAGE HALL

PCM26002 - APOLOGIES
Apologies were received and accepted from Cllr Wickham.  Apologies were also received after the meeting from Cnty Cllr Hume.

PCM26003 - PUBLIC FORUM
A member of the public attended the meeting but only to observe and record proceedings.  A second member of the public attended to discuss the closure of Howgarth Lane.  Cllr Smith advised that he anticipates no repairs will be undertaken until a decision on the Outer Dowsing project had been made as they may be required to make improvements to the road.  The resident advised he is already in direct contact with Cnty Cllr Hume.

PCM26004 - DECLARATIONS OF INTEREST
None received.

PCM26005 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Footpath is solid to walk on.
Eaudykes/Lenton’s Lane (P322 Southern) – Bridge fixed but deep tractor ruts made walking difficult.
A52/Sea Lane (P335) – Visit pending.
Sickling Lane/3 Way Post (P336) – Footpath is solid to walk on.
Chapel Lane/Eaudykes (P337) – Nothing new to report.
Church/Field Lane (P338) – Light snow made it difficult to see the raised weed damage.  Grip required for the bridge.
Beacon/Church (P339) – Footpath is solid to walk on.

PCM26005 – DISTRICT COUNCILLOR’S REPORT
The District Councils Network, working with the Special Interest Group, issued a press release highlighting Environment Agency cuts to river maintenance and the impact this will have on councils and Internal Drainage Boards, resulting in higher levies and higher council tax.  The Government will provide £5m (shared between the most affected councils) this year for the drainage board levy pressures, but with the Environment Agency cuts as well, councils may find themselves struggling to provide some services if they have to divert monies to prevent flooding.

Lincolnshire Police have notified ELDC of approximately 6 months of temporary changes to ensure their resources focus on the most critical areas of public safety.  Due to a shortage of officers, about 50 will move from specialist teams including Neighbourhoods to frontline roles like Response, CID and supporting vulnerable people.

Residents can now renew or subscribe online for their green waste collections for the 2026/27 season.  Signing up online via https://www.e-lindsey.gov.uk/greenwaste is quick and easy and for an annual fee of £55, you will receive 21 collections.

Due to changes introduced by the Elections Act 2022, postal voters are now required to reapply for their postal vote every three years.  If you or someone you know is a postal voter who applied before 31st October 2023, you need to renew via www.gov.uk/apply-postal-vote.

PCM26006 – COUNTY COUNCILLOR’S REPORT
No report was received.

PCM26007 – CHAIR’S REMARKS
The new Churchyard Caretaker has been doing some extra work to get the site up to date.

Cllr Smith asked if there were enough burial plots available before moving into the extension.  The Clerk advised that whilst they were not marked out, there is space for more plots in the existing Cemetery and that these could be marked once the entrance to the extension was agreed upon at the March site meeting.

Matt Weedon has worked hard to clear away the leaves etc from the Village Hall car park.

PCM26008 - PREVIOUS MINUTES
The minutes from the October Parish Council Meeting were still unapproved following a delay in Cllr Wickham providing the information requested at the November meeting.

The minutes from the November Parish Council Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Reeves.

PCM26009 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

The Clerk hasn’t received any update from Cnty Cllr Hume regarding the Church Lane weight limit request.

PCM26010 - PLANNING (Appendix 2)~
Manor Farm, Small End – Alterations to provide additional holiday cottage.
Outer Dowsing Offshore Wind Farm – Public consultation.
Ossian Offshore Wind Farm – Public consultation.
Seaways/National Grid – Replace existing overhead lines.
Vina Sol House, Wrights Lane – Pending decision.
Rose Villa, Field Lane – Permission granted.
Askern House, Dickon Hill Road (Enforcement) – Siting static caravans without planning permission.

PCM26011 - FINANCE (Appendix 3)
All January payments were resolved for payment having been proposed by Cllr Patrick and seconded by Cllr Reeves.

The Clerk advised the rent for the Car Park/Play Area was due to increase to £155 in August 2026.

PCM26012 - VILLAGE HALL
The next Committee meeting is to be held on 13th February.

Cllr Holland advised the annual Fire Safety certificate had been issued.

A Quiz Night and open bar will be held on 21st February.

A quote is required for line painting the car park.  Action – Clerk and Cllr Hill to obtain quotes.

PCM26013 - PLAY AREA
Minster Servicing are yet to carry out the tarmac repairs and Cllr Twigg to obtain up to date Vere Bros quote and Cllr Hill to chase Terrafirma for their quote.

A quote for a new rocker is to be requested from Playdale who will do an on site evaluation.

Cllr Twigg has agreed with Ellie Baker from the LCC Volunteering Scheme to carry out painting works on 21st and 22nd April 2026.  They will require all paint and brushes to be available on site and it was resolved to approve a spend of £200 + VAT having been proposed by Cllr Hill and seconded by Cllr Reeves.  Action – Cllr Twigg to obtain paint and brushes.

PCM26014 - CEMETERY/CHURCHYARD
Cllr Hill has spoken to the Bishop asking for a Certificate of Consecration.

A third quote for additional ashes plots is still pending.  Cllr Hill to chase.

PCM26015 - ALLOTMENTS
Nothing to report.

PCM26016 - CORRESPONDENCE
None received.

PCM26017 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
Fodderdyke Bank is splitting badly.  Action – Clerk to report online.

Cllr Smith asked the Clerk to chase Highways Ref 2841720 with Cnty Cllr Hume as visibility at the Dickon Hill Road junction is still a problem.  Action – Clerk to email Cnty Cllr Hume.

PCM26018 – COUNCIL DOCUMENT REVIEW
The Clerk presented a new Vexatious Complaints & Unreasonable Behaviour policy.  It was resolved to adopt the policy having been proposed by Cllr Holt and seconded by Cllr Hill.   Action – Clerk to update website.

PCM26019 - URGENT MATTERS
None received.

PCM26020 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 18th February 2026.  There being no other business the Parish Council meeting closed at 8:26pm.
