Mill Lane/Eaudykes (P322 Northern) – Nothing new to report.
Eaudykes/Lenton’s Lane (P322 Southern) – Nothing new to report.
Sea Lane/A52 (P335) – Too overgrown to walk.  Action – Clerk to contact Roughton’s to cut it.
Sickling Lane/3 Way Post (P336) – Nothing new to report.
Chapel Lane/Eaudykes (P337) – Grass has been cut.
Field Lane/School (P338) – Nothing new to report.  Resurfacing works due to commence 25th July.
Beacon/Church (P339) – Nothing new to report.

46.    PCSO
No report received.

47.    DISTRICT COUNCILLOR’S REPORT
ELDC have signed a new 3-year illuminations contract for Skegness and Mablethorpe.  The all new, low energy, wide pattern LED lights will be housed in a revolutionary BIOPRINT material, a fully degradable bioplastic manufactured from organic sugar cane meaning that when the rigs are eventually disposed of they will leave no unwelcome footprint.  The lights in Skegness will start on 30th July and Mablethorpe on 6th August and they will remain lit until the end of February 2023.

Smart parking signs are now in Skegness, the LED display informs drivers of available spaces in our car parks.

The Councillor’s Community Grant scheme is open for applications until February 2023.  This funding is for small and easily deliverable projects and to date no applications have been received.

Residents in East Lindsey will get a new purple-lidded bin for clean paper and card collections from next month.

The move is part of a countywide aim to reduce the amount of contamination in our recycling and offer separate paper and card collections across the whole of Lincolnshire by 2025.  ELDC is the fourth local authority to roll out a new twin stream recycling collection.  Householder packs will be sent out to all residents with details of the new scheme and a handy guide on what can and cannot be recycled, along with a collection calendar.  Deliveries of the new bins are expected between 22nd August and 7th October.  The first phase of collections is due to take place on 19th September and the second phase on 17th October, these phases will be explained in the householder packs.  As a result of separating the paper and card, glass bottles and jars will be accepted in the grey recycling bin along with recyclable plastics and metals once the new scheme starts.

The first 2021 Census data has now been released by the Office for National Statistics.  Key points to note are that the biggest increases in population within East Lindsey are in the 70+ age group and that we have one person to an area the size of two football pitches.

48.       COUNTY COUNCILLOR’S REPORT
No report received as Cnty Cllr Bowkett is on holiday.

49.    CHAIR’S REMARKS
The Diocese have been informed of the death of Mr Hodgson, landlord of The Anchor Inn, and they have advised that they will retain photos in respect of the boundary dispute should they be needed in the future.

50.    PREVIOUS MINUTES
The minutes from the April Parish Council Meeting were presented for approval following a couple of changes requested at the May meeting.  These were proposed by Cllr Reeves and seconded by Cllr Wood.  The minutes from the June Parish Council Meeting were presented for approval.  These were proposed by Cllr Smith and seconded by Cllr Twigg.

51.    ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

A few Parish Councillors are still struggling to set up their new email addresses.  Cllr Twigg passed on the contact details of someone who assisted her.

52.    PLANNING (Appendix 2)
Land at Robin Cottage, Dickon Hill Road – Application received for a private menage.
Ashlea, Burgh Road – Retrospective application received for erection of a domestic storage building.
Mulberry House, Lentons Lane – Retrospective application received for extension to existing dwelling.
The Rosary, Eaudyke Road – Decision pending, no objections received.
Land Off Low Road – Decision pending, objections raised online.
Ashford House, Fold Hill – Permission granted.
The Anchor Inn – Permission refused.
Fen View, Fen Bank – Permission granted.
Methodist Chapel – This matter is with Planning Enforcement.
Ash Tree Farm – This matter is with Planning Enforcement.

53.    FINANCE (Appendix 3)
All July payments were approved for payment, proposed by Cllr Holt and seconded by Cllr Simpson.  However, as August payroll is only estimated, the July sheet will not be physically signed until the September meeting

54.    VILLAGE HALL
Roofing work is due to commence shortly.

55.    PLAY AREA
Installation dates for the new Rotaweb Climber are still pending.

A quote for alternative concrete litter bins was discussed and with the costs being quite high, it was agreed that only one was purchased.  Proposed by Cllr Smith and seconded by Cllr Wickham.  Action – Clerk to purchase.

Cllr Twigg has struggled to obtain quotes for the skate ramp/games area flooring repairs.  Cllr Simpson advised that he might have a contact who is approved by LCC and it was also suggested that Cnty Cllr Bowkett might be able to provide contact details for other suitable contractors.  Action – Clerk to contact Cnty Cllr Bowkett.

More vandalism has taken place with a fire started behind the skate ramp.

56.    CEMETERY/CHURCHYARD
A complaint was received about the weeds in the ashes plots, however these had already been sprayed and were starting to die back.

57.    ALLOTMENTS
Nothing new to report.

58.    CORRESPONDENCE
None received.

59.    HIGHWAYS ISSUES, REPAIRS & DEFECTS
Church Road is causing vibrations to properties between Cllr Holland’s drive and Lenton’s Yard in particular.  Action – Clerk to report online.

A52 end of Lentons Lane needs hedges cutting and edges of road have given way.  Action – Clerk to contact owner and report online.

The shrubs/hedges on the A52 side of Oaken Tea Rooms need cutting back.  Action – Clerk to contact owners.

Various hedges along Low Road need cutting.  Action – Clerk to contact owners.

Cllr Wickham asked if the Parish Council had any power to cut back overgrown gardens on Church Road.  It was advised that as these were private properties, even if they were empty, it would be trespassing.  The Clerk offered to ask PCSO Richardson what action could legally be taken should any of these cause obstruction to pavements.  Action – Clerk to contact PCSO Richardson.

60.    URGENT MATTERS
None received.

61.    DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 21st September 2022.  There being no other business the Parish Council meeting closed at 8:16pm.
