PCM23042 - APOLOGIES
Apologies were received and accepted from Cllr Shaw.  Apologies were also received from PCSO Richardson, Dist Cllr Dickinson and M Weedon.  Cllr Simpson and Cnty Cllr Bowkett were absent with apologies noted after the meeting.

PCM23043 - PUBLIC FORUM
None present.

PCM23044 - DECLARATIONS OF INTEREST
None received.

PCM23045 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Ground is good to walk on, weeds are overgrown near metal gate.
Eaudykes/Lenton’s Lane (P322 Southern) – Footpath is dry and good to walk on, grass is starting to grow.  An electric fence has been reported across the footpath.  Action – Clerk to report to LCC team.
Sea Lane/A52 (P335) – Nothing new to report.
Sickling Lane/3 Way Post (P336) – Nothing new to report.
Chapel Lane/Eaudykes (P337) – Grass and nettles have been cut, the hedge is overgrown at face height.
Field Lane/School (P338) – Nothing new to report.
Beacon/Church (P339) – The ground is dry and the hedge to the edge of the field has been cut.

PCM23046 – PCSO’S REPORT
PCSO Richardson was unable to attend but advised that both PCSOs were being made redundant in August so there would be no more attendance at meetings.

Lincolnshire Police are setting up 6 monthly online meetings with Parish Councils to keep them appraised of Neighbourhood Policing issues.

PCM23047 – DISTRICT COUNCILLOR’S REPORT
A written report was read with the main points being noted below.

On 5th July, the 7 Lincolnshire District Council leaders met with the Government Parliamentary Under Secretary of State for Devolution to discuss a possible devolution deal for Greater Lincolnshire. The minister has undertaken to give a written response and promised to keep the councils informed and to meet again in due course.

South & East Lincolnshire Councils Partnership joined a new ‘Clean Air Lincolnshire’ project following a grant being awarded by DEFRA.  The Partnership will work with LCC to drive the new project which includes a public awareness campaign and a website which will provide useful information on the causes and impacts of air pollution and the actionable steps to take to improve local air quality and reduce health conditions related to air pollution.

2022 STEAM figures for East Lindsey, the coast and the Wolds show the economic impact of tourism and the number of visitors and jobs that were supported by each sector.  The main comparison shows the financial economic impact to East Lindsey is £824m and further shows how that is split between the coast and the Wolds.

£500 of the Councillor Community Grant has been awarded to The Askefield Project’s ‘Accessibility for All’ project, which aims to provide suitable ramps around the site to make it accessible for all. There is still grant money available to any not for profit or charitable groups that need funding for a small deliverable project.

The new ELDC Pride in Place team have tidied up ‘Nurses Corner’ and the overgrown grass verge on Church End, between Lenton’s and Martin Stores bungalow.  If there are ‘grot spots’ you wish to put forward for the team to tackle, please provide the exact location with photographs of the area.  This ensures the team know the exact location, shows them what work is needed and ensures they have all the necessary equipment.

PCM23048– COUNTY COUNCILLOR’S REPORT
No report received.

PCM23049 - CHAIR’S REMARKS
Paint for the Play Area maintenance has been purchased, better weather is now required to start the work.

A contractor has been asked to quote for further tarmac repairs near the skate ramp and alternatives to the wet pour need to be considered.

Cllr Hill attended the opening of the Changing Places initiative at the Lincolnshire Wildlife Park.

The Cemetery Caretaker has advised that the 21” mulcher/mower may need replacing this year.  Action – Clerk to check age/cost of existing machinery.

PCM23050 - PREVIOUS MINUTES
The minutes from the June Parish Council Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Reeves.

PCM23051 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

PCM23052 - PLANNING (Appendix 2)
Everest Lodge, Holland Lane – New application for extension to existing dwelling to provide extra accommodation.
Outer Dowsing Offshore Wind Farm – Further consultation events planned.
Sewage Treatment Works, Burgh Road – Decision pending.
Whitegates Poultry Farm, Low Road – Decision pending.
Fairfield, Small End – Decision pending.
Vina Sol House, Wrights Lane – Permission granted.
Oak Vale, Low Road – Permission granted.
Methodist Chapel – This matter is with Planning Enforcement but has been closed with the Parish Council having been proposed by Cllr Reeves and seconded by Cllr Wickham.  For the record, Cllr Smith objected to the proposal.

PCM23053 - FINANCE (Appendix 3)
All July payments were resolved for payment having been proposed by Cllr Smith and seconded by Cllr Wickham.  This included the payment to R G Gething & Son which, following a discussion about the work carried out, was resolved for payment but with a letter to be sent prior to payment explaining that all future works must be quoted for and fully authorised before commencement.  For the record, Cllr Twigg objected to the proposal.

PCM23054 - VILLAGE HALL
The open bar was very well attended.

PCM23055 - PLAY AREA
Cllr Twigg has been filling in some of the larger gaps around the wet pour edges.  The RoSPA annual inspection is due in August.

PCM23056 - CEMETERY/CHURCHYARD
It was resolved to purchase two plaques commemorating the Queens Diamond Jubilee and the Kings Coronation having been proposed by Cllr Wickham and seconded by Cllr Smith.  Action – Clerk to order.

The damage to Cllr Reeves’ family plaque was discussed and it was resolved to pay for a replacement having been proposed by Cllr Twigg and seconded by Cllr Wickham.  Action – Clerk to order.

The Vicar has still not responded regarding the consecration of the cemetery extension.

PCM23057 - ALLOTMENTS
WPD have noted the Parish Council’s comments regarding the wayleave payments discussed last month.

PCM23058 - CORRESPONDENCE
None received.

PCM23059 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
The speed limit sign at the end of Cllr Holland’s drive has been repositioned.

Armstrongs Lane is very bad with deep/large potholes.  Action – Clerk to report online.

PCM23060 – COUNCIL DOCUMENT REVIEW
Nothing to report.

PCM23061 - URGENT MATTERS
Cllr Hill to source an old mobile phone as previously discussed to take Parish Council calls away from the Clerk’s personal phone.

PCM23062 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 20th September 2023.  There being no other business the Parish Council meeting closed at 8:30pm.
