PCM24126 - APOLOGIES
Apologies were received from Cnty Cllr Bowkett and Dist Cllr Dickinson.
PCM24127 - PUBLIC FORUM
None present.
PCM24128 - DECLARATIONS OF INTEREST
Cllr Patrick in respect of the Willow Beck planning application.
PCM24129 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Footpath is damp to walk on and overgrown near metal gate.
Eaudykes/Lenton’s Lane (P322 Southern) – Footpath is good to walk on.
Sea Lane/A52 (P335) – Field entrance part is dry to walk on, way post is overgrown and unable to walk.
Sickling Lane/3 Way Post (P336) – The weeds and grass are starting to become overgrown.
Chapel Lane/Eaudykes (P337) – The hedge is starting to grow over the path in places.
Field Lane/School (P338) – Some of the potholes are starting to crumble due to weed growth.
Beacon/Church (P339) – Footpath is dry but thistles and nettles make it difficult to walk.
PCM24130 – DISTRICT COUNCILLOR’S REPORT
Nothing to report.
PCM24131 – COUNTY COUNCILLOR’S REPORT
A written report was read to the meeting in Cnty Cllr Bowkett’s absence but as these were all Highways related, these are noted later in the minutes.
PCM24132 - CHAIR’S REMARKS
The ash tree in the Village Hall car park has been cut down and the site has been left clean and tidy. A further ash tree behind the Village Hall needs the ivy cutting round so it can die back to make it easier for the tree to be taken down in the future along with one by the bowls club. Action – Clerk to research funding from the Forestry Commission.
Thanks to Cllr Holland who has levelled the play area which was damaged by the grass contractors.
PCM24133 - PREVIOUS MINUTES
The minutes from the June Parish Council Meeting were presented for approval. These were resolved to be a true and accurate record having been proposed by Cllr Hill and seconded by Cllr Reeves.
PCM24134 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.
A commemorative D-Day 80 bench is due to be installed on a concrete plinth near the War Memorial.
The Road Safety Partnership have installed TagMaster devices on Fold Hill and Church Road.
PCM24135 - PLANNING (Appendix 2)
Willow Beck, Sea Lane – New application for extension to existing dwelling to provide additional accommodation.
Sewage Treatment Works, Burgh Road – Decision pending.
Fairfield, Small End – Decision pending.
Outer Dowsing Offshore Wind Farm – Development Consent Order accepted.
Fen Bank Greyhound Sanctuary – Decision pending.
Land off Low Road – Permission granted.
Askern House, Dickon Hill Road (Enforcement) – Siting static caravans without planning permission.
Manor Bungalow, Howgarth Lane (Enforcement) – Siting static caravans without planning permission.
PCM24136 - FINANCE (Appendix 3)
All July payments were resolved for payment having been proposed by Cllr Hill and seconded by Cllr Shaw.
PCM24137 - VILLAGE HALL
The CCTV contractor is due next week to complete the upgrade works. The Village Hall Committee have confirmed they will contribute £342.88+VAT towards this work. Dist Cllr Dickinson has declined grant funding for this project due to the inclusion of audio.
A Village Hall Committee meeting is due next week but Cllr Holland confirmed there were lots of bookings.
PCM24138 - PLAY AREA
Cllr Twigg is hoping to complete the equipment repainting in September but has confirmed that a new gate spring has been fitted. Sadly there is more graffiti and general vandalism taking place. One of the benches and its concrete base have been rocked out of the ground. Cllr Hill to ask the bench installer to see what repairs can be done.
Vere Bros are still waiting to carry out the tarmac repairs in the play area and car park.
PCM24139 - CEMETERY/CHURCHYARD
The Diocese confirmed the Parish Council need to insure the Churchyard walls. Action – Clerk to contact insurer.
Unlevelled plots in the Cemetery have not been mowed. Cllr Hill to advise Cemetery Caretaker they can mow them.
Moles are a problem and the Clerk has emailed Pestinator to arrange a visit.
PCM24140 - ALLOTMENTS
Nothing to report.
PCM24141 - CORRESPONDENCE
None received.
PCM24142 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
The school have advised parents about the hazards parking outside the school can cause.
Road surface is breaking up on Small End outside The Manor. Action – Clerk to report online.
The hedge at Rose Cottage, Skirmore Road is overgrown and needs cutting. Action – Clerk to contact resident.
Wrights Lane is being resurfaced soon and Fold Hill and Dickon Hill Road are also both down for resurfacing but with no scheduled start date.
Howgarth Lane has severe subsidence and the two worst sections may have some jet patching works done.
Fodder Dyke will be closed for a week for more works near the school in New Leake.
PCM24143 – COUNCIL DOCUMENT REVIEW
An updated Contact List was presented for review but with the PCSO contact number still present, this will be amended and brought to a later meeting for adoption. Action – Clerk to amend.
PCM24144 - URGENT MATTERS
The defibrillator at The Anchor does not appear to have been kept up to date and with the pub closed and possibly up for sale, it was suggested that may it could be relocated. Action – Clerk to contact The Anchor.
Cllr Shaw advised the Village Show made a profit and some volunteers are keen to resurrect the Luncheon Club.
The Clerk advised a new laptop was required due to unsupported MS software. Action – Clerk to get quotes.
PCM24145 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 18th September 2024. There being no other business the Parish Council meeting closed at 8:51pm.
