DRAFT MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD AT FRISKNEY VILLAGE HALL
ON WEDNESDAY 16TH JULY 2025 AT 7.30PM

PCM25116 - APOLOGIES
Apologies were received and accepted from Cllr Hill, Cllr Reeves and Cllr Twigg.  Apologies were also received from Dist Cllr Dickinson.

PCM25117 - PUBLIC FORUM
A member of the public attended to raise a complaint about one of the Trustees of the M L and C M Booth Charity and requested they be removed from their position.  Cllr Smith advised that the as per the relevant Governing Document, the Parish Council simply approve Trustee nominations and have no power to remove a Trustee.  A letter from the Chair of the charity was read out to the meeting.  Cllr Smith stated that the Parish Council were not in a position to comment on any allegations made against the Trustee as they were not available for comment.

PCM25118 - DECLARATIONS OF INTEREST

PCM25119 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Nothing new to report.
Eaudykes/Lenton’s Lane (P322 Southern) – Grass and weeds have been cut, elder growing through rotten boards on bridge.  Photo to be sent to Cnty Cllr Hume.
A52/Sea Lane (P335) – Nothing new to report.
Sickling Lane/3 Way Post (P336) – Grass, weeds and field have been cut.
Chapel Lane/Eaudykes (P337) – Hedge is overgrowing the footpath.
Church/Field Lane (P338) – A few brambles are growing across the path.
Beacon/Church (P339) – Nothing new to report.

PCM25120 – DISTRICT COUNCILLOR’S REPORT
ELDC/SHDC submitted a proposal for a North and a South Lincolnshire unitary council under the local government reorganisation.  Prior to submission in November, there will be a consultation in the autumn.  The newly formed Councils will have Councillors representing them, but whereas there are currently 414 Councillors representing residents of 260 divisions/wards, there could be as few as 102 councillors.

Safety Advisory Group is a nationally recognised multi-agency group supporting organisers in planning, running and reviewing events.  There are two SAGs - East Lindsey and Boston/South Holland and access is free.

ELDC Markets Team welcome new traders and visitors to - Louth Farmers Market (4th Wednesday of each month), Horncastle Farmers Market (2nd Thursday of each month) and Louth Food Market (2nd Friday of each month).

A new heritage centre opened on 30th June at the Lincolnshire Light Coast Railway.  With funding from the UK Shared Prosperity Fund, this new attraction is housed in an old coal office and aims not only to preserve this historic building, but help more people discover the volunteer-run railway at Skegness Water Leisure Park.

The Active Communities: Skills Fund Programme has received renewed funding through the UK Shared Prosperity Fund.  The fund offers entry-level qualifications in areas like coaching, fitness instructing, volunteering and more.

Connected Coast is looking for people to have their say about how £20m is invested in Skegness.  Complete the survey here - www.surveymonkey.com/r/yourskegness.

Skegness has been named as the best beach in East England by The Times and one of the top 50 beaches in the UK.

Councillor Community grant scheme – £500 has been awarded to Eastville, Midville and New Leake Parish Council for their memorial garden bench renovation project.

PCM25121 – CHAIR’S REMARKS
Two wasp nests in the Cemetery have been attended to.

Ivy on the Church wall needs attention - Cllr Smith to discuss with the Churchyard Caretaker.

Fencing around the play area is loose in the ground.  Hopefully some wet weather will help stabilise the posts.

PCM25122 - PREVIOUS MINUTES
The minutes from the May Parish Council Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Patrick and seconded by Cllr Wood.  The minutes from the June Parish Council Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Holt and seconded by Cllr Shaw.

PCM25123 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

PCM25124 - PLANNING (Appendix 2)
White House Farm, Yawling Gate Road – Extension & alterations to provide additional living accommodation.
Outer Dowsing Offshore Wind Farm – Decision pending.
Ossian Offshore Wind Farm – Public consultation.
Fen View, Low Road – Permission granted.
Askern House, Dickon Hill Road (Enforcement) – Siting static caravans without planning permission.

PCM25125 - FINANCE (Appendix 3)
All July payments were resolved for payment having been proposed by Cllr Patrick and seconded by Cllr Wickham.

PCM25126 - VILLAGE HALL
Christmas Fair is being advertised along with the Christmas Shopping Trip.

A community bar with a singer has been arranged for 23rd August.

PCM25127 - PLAY AREA
Minster Servicing are yet to provide a date to carry out the tarmac repairs.  Cllr Downing to ask if they can be completed before the annual inspection in August.

It was resolved to arrange for a contractor to take down the tree near the rotaweb but only to the same height as the fence.  There are two quotes being sought and the cheapest will be used.

Cllr Patrick has agreed to put cable ties across the top bar of the swings to deter the pigeons.  Action – Clerk to contact RoSPA to confirm their approval.

An extension to the CCTV recording limits to 30 days is to be considered.  Action – Cllr Hill to obtain a quote.

PCM25128 – COUNTY COUNCILLOR’S REPORT
A large scale surface dressing scheme is taking place across the county.

The Flooding Committee has been replaced by an Environment Scrutiny Committee.

Cnty Cllr Hume has asked the Clerk to re-send emails regarding the outstanding items within Friskney which include Church Lane weight limit and P338 surface damage.

PCM25129 - CEMETERY/CHURCHYARD
It is understood that Cllr Hill is still waiting for the Diocese to send a Certificate of Consecration.

Quotes are being sought for additional ashes plots.  The original contractor has retired and the only quote to date is £1,200 per section.

PCM25130 - ALLOTMENTS
Cllr Wood has formally given notice on 6 Fodder Bank.  It was agreed to advertise the allotment with an end date of 10th September so applications can be discussed at the September meeting.  Action – Clerk to advertise.

PCM25131 - CORRESPONDENCE
None received.

PCM25132 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
Most areas along Sea Lane have potholes.  Cllr Hume to check it is in the resurfacing plan.

Claxy Bank is suffering from broken surface in several areas.

Low Road repairs have been poorly done and will very soon need doing again.

Hedges need cutting back on Claxy Bank opposite P&R Equestrian.  Action – Clerk to report online.

PCM25133 - URGENT MATTERS
None received.

PCM25134 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 17th September 2025.  There being no other business the Parish Council meeting closed at 8:58pm.
