HELD AT FRISKNEY VILLAGE HALL

PCM26125 - APOLOGIES
Apologies were received and accepted from Cllr Hill, Cllr Scott and Cllr Shaw.  Cllr Holt was absent.  Apologies were also received from Dist Cllr Dickinson and Cnty Cllr Hume.

PCM26126 - PUBLIC FORUM
One member of the public attended the meeting to observe proceedings.

PCM26127 - DECLARATIONS OF INTEREST
None received.

PCM26128 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Nothing new to report.
Eaudykes/Lenton’s Lane (P322 Southern) – Grass has been cut.
A52/Sea Lane (P335) – Nothing new to report.
Sickling Lane/3 Way Post (P336) – Footpath is difficult to walk.
Chapel Lane/Eaudykes (P337) – Hedge and nettles are coming across the footpath.
Church/Field Lane (P338) – Brambles are coming across the footpath.
Beacon/Church (P339) – Nothing new to report.

PCM26129 – DISTRICT COUNCILLOR’S REPORT
No report received.

PCM26130 – COUNTY COUNCILLOR’S REPORT
Improvements are planned to give greater access to NHS dental care across the county.  People are invited to share their view via an online survey which closes at midnight on 19th July 2026.

Lincolnshire welcomes the 2026 Lloyds Tour of Britain Men on 2nd and 3rd September 2026.

Food waste collections are scheduled for Autumn 2026.

LCC budget proposals include an extra £36m from the Government, Council Tax increases by 2.9% and savings of £35.5m have been identified for 2026/27.

PCM26131 – CHAIR’S REMARKS
Cllr Smith advised the Cemetery and Churchyard are both being managed well.  Cllr Twigg asked if a little more weeding could be done in the Churchyard, specifically to the side of the main Church doorway and in the marigolds near the War Memorial.  Cllr Smith to advise the Churchyard Caretaker accordingly.

PCM26132 - PREVIOUS MINUTES
The minutes from the June Finance Committee Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Wickham and seconded by Cllr Reeves.  The minutes from the June Parish Council Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Wickham.

PCM26133 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

New data from the speed indicators is required as it was corrupted during the malfunction of the Church Road device.

The Lincolnshire Recovery Partnership have been asked for more information regarding their request to park a clinical van in the Village Hall car park.

PCM26134 - PLANNING (Appendix 2)
Autumn Lodge, Eaudyke Road – New application for erection of 2no dwellings.
Ossian Offshore Wind Farm – Public consultation.
Seaways/National Grid – Replace existing overhead lines.
Autumn Lodge, Eaudyke Road – Decision pending.
Askern House, Dickon Hill Road (Enforcement) – Enforcement notice issued and an appeal raised.

PCM26135 - FINANCE (Appendix 3)
All July payments were resolved for payment having been proposed by Cllr Patrick and seconded by Cllr Reeves.

PCM26136 - VILLAGE HALL
The next Village Hall Committee meeting is in September.

Community Open Bar being held on 25th July (date changed to avoid Wainfleet Weekend).

The kitchen area is due to be repainted.

Following a recent incident, it was resolved to repaint the speed bump markings with Cllr Twigg to buy materials.

PCM26137 - PLAY AREA
Vere Bros have completed initial tarmac repairs but with a further quote pending for the entrance and some snagging issues, it was resolved to hold the invoice for payment until September having been proposed by Cllr Reeves and seconded by Cllr Wickham.  Cllr Twigg confirmed Vere Bros were already aware payment might be delayed.

A written quote for repairs on the Junior Multiplay equipment and a new bracket on the skate ramp are still pending.

Graffiti has appeared in the skate park.  Cllr Smith to request a review of CCTV footage.

PCM26138 - CEMETERY/CHURCHYARD
With work on the ashes plots due to start on 3rd August, it was resolved to apply for ELDC/LCC grant funding towards the project having been proposed by Cllr Twigg and seconded by Cllr Downing.  Action – Clerk to apply.

PCM26139 - ALLOTMENTS
Nothing to report.

PCM26140 - CORRESPONDENCE
None received.

PCM26141 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
Cllr Patrick advised repairs were still pending on the junction box on Sea Lane.

Blocked drains are causing flooding outside 2 Millway, Field Lane.  Action – Clerk to report online.

Damaged telecoms box 100m along Fen Bank from the Cranberry Lane turning.  Action – Clerk to report online.

PCM26142 – COUNCIL DOCUMENT REVIEW
None received.

PCM26143 - URGENT MATTERS
It was noted that there is a lot of dead wood in the tree near the grit bin in the Village Hall car park.  Action - Clerk to notify Friskney United Charities.

PCM26144 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 16th September 2026.  There being no other business the Parish Council meeting closed at 8:10pm.
