MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD ONLINE AT FRISKNEY VILLAGE HALL
ON WEDNESDAY 16th JUNE 2021 AT 7.30PM

21.    DECLARATIONS OF INTEREST

22.    P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Partly overgrown with grass and weeds so you must walk on the field.
Eaudykes/Lenton’s Lane (P322 Southern) – The grass is a bit long in places, otherwise no problems.
Sea Lane/A52 (P335) – Overgrown with grass and weeds, nettles are 4’ tall in places.
Sickling Lane/3 Way Post (P336) – No problems.
Chapel Lane/Eaudykes (P337) – The path is well maintained but the hedges need cutting back.
Field Lane/School (P338) – More maintenance work due to be carried out.  Cllr Holland advised works not due until October’21.  Action – Clerk to contact Cnty Cllr Bowkett to escalate.
Beacon/Church (P339) – Soft underfoot but enough room to walk.

23.    PCSO
DC Matthew Neal & PCSO Nigel Miller have joined the Wainfleet team.

Speed checks have been carried out on Church Road and Eaudyke Road with one ticket issued.

Reports of a suspicious vehicle driving past the play area have been received and are being investigated.

A multi-agency van is to visit the Village Hall car park in the future (dates to be arranged).

Respect Your Neighbourhood stickers have been left for the Clerk.

24.    DISTRICT COUNCILLOR’S REPORT
Nothing to report.

25.    COUNTY COUNCILLOR’S REPORT
LCC have a strong manifesto about keeping Council Tax low, providing good quality services, and supporting an ambitious programme of building and development.  During the election period there was a very strong message from the public who continue to be concerned with potholes and fly-tipping so we will be targeting these areas.  We will continue to provide strong, effective support for our most vulnerable residents and we will also be campaigning to secure more Government funding.

We are promoting the work, benefits & support of the Local Enterprise Partnership and you can follow the latest news and updates at www.greaterlincolnshirelep.co.uk and www.businesslincolnshire.com.

Congratulations to Children's Services who have reached the final of the national Management Consultancies Association Awards.  Their work in Reframing High Needs and SEND support has seen them shortlisted in the Change and Transformation in the Public Sector category.  The winner will be announced in November.

National Carers Week (7th-13th June) is a chance to recognise the contribution carers make and raise awareness of the challenges they face.  This year's theme is Make Caring Visible and Valued.  The county has an estimated 84,000 carers, including around 8,000 young carers.  LCC offers a range of support including virtual groups and a Facebook page for young carers and their families.  Visit www.lincolnshire.gov.uk/support-carers for information.

LCC want to understand people’s experiences of the wellbeing services they provide which include Wellbeing Lincs, One You Lincolnshire, Lincolnshire Carers Service and Connect to Support.  Your views about these services are requested via this short survey https://www.surveymonkey.co.uk/r/5WGPKM9.  LCC are particularly interested in the views of people who may have extra needs including Physical and Learning Disabilities, Autism and Mental Health and their family members or carers.

As lockdown restrictions ease, it is great news that our heritage sites are re-opening.  The Collection Museum and Usher Gallery, the Battle of Britain Memorial Flight Visitor Centre, Museum of Lincolnshire Life and Lincoln Castle are all open.  For more information visit www.lincolnshire.gov.uk/history-heritage.

26.    CHAIRPERSON’S REMARKS
A new post for the playing field gate has been done with the other side pending.

CCTV installation is progressing and nearing completion.

The annual Cemetery/Churchyard inspections were carried out on 5th June.  One concern is the number of unmarked graves within the Cemetery and a policy change may be required.  Additional pea gravel is required for the Garden of Rest plots.  Action – Clerk to add to July agenda and price pea gravel.

27.    THE MINUTES OF THE PARISH COUNCIL MEETING
The minutes from the May Annual Parish Council Meeting, Parish Council Meeting and Annual Parish Meeting were presented for approval.  Cllr Brennan and Cllr Wood proposed and seconded the minutes respectively.

28.    ACTION LOG
The Clerk sent an update on the new, current and completed actions which are minuted below or within their respective topics.

Repairs have been made to the notice board at the Good Intent Stores.

With the Clerk unable to attend the meeting the Committee Review, Standing Orders amendment and printer replacement will all be discussed at the next meeting.

29.    PLANNING (Appendix 2)
10 Wildmore Crescent - Amended application received for an attached extension.
Good Intent Stores, Church Road – Application pending.
Walnut Farm, Cranberry Lane – Application granted.
Methodist Chapel – This matter is with Planning Enforcement.
Hoyles Mill – This matter is with Planning Enforcement.
Ash Tree Farm – This matter is with Planning Enforcement.

30.    FINANCE (Appendix 3)
All June payments were approved for payment, proposed by Cllr Patrick and seconded by Cllr Brennan.

With the Finance Committee meeting cancelled a new date of 23rd June at 7pm was agreed to allow the annual audit documents to be signed off.

31.    VILLAGE HALL
The ladies and gents’ toilets have been painted and the defibrillator fully installed.

Grants have been awarded/received in the sum of £29,000 and a donation of £400 has been given to the Parish Council towards CCTV installation (coverage includes the Village Hall and surrounding areas).  Quotes have been received for a new roof and a contractor has been approved.

Bookings are being kept to a minimum due to Covid regulations.

32.    PLAY AREA
Temporary repairs have been done to the yellow rocker, Cllr Twigg and Cllr Hill to inspect.

33.    CEMETERY/CHURCHYARD
The conservation area at the Churchyard needs to be reviewed as the nettles are taking over.  Cllr Hill to arrange a site meeting.

34.    ALLOTMENTS
Nothing to report.

35.    CORRESPONDENCE
None received.

36.    HIGHWAYS ISSUES, REPAIRS & DEFECTS
The trees along Low Road between Whitegates and Swift Cottage need cutting back as does the conifer hedge at Everest Lodge on Holland Lane.  Action – Clerk to report online.

37.    URGENT MATTERS
A PSPO request is being compiled by the ML & CM Booth Charity and the Parish Council wondered if this also covered assistance dogs.  Cllr Hill to make further enquiries.

38.    DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 14th July 2021.  There being no other business the Parish Council meeting closed at 8:09pm.
