PCM23023 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Ground is good to walk, grass & weeds cut but still long in front of footbridge.
Eaudykes/Lenton’s Lane (P322 Southern) – Footpath is dry and good to walk on, the grass has been cut.
Sea Lane/A52 (P335) – Nothing new to report.
Sickling Lane/3 Way Post (P336) – Footpath is good but the grass is long from footbridge to the trees by the house.
Chapel Lane/Eaudykes (P337) – Grass is getting long with nettles between the cold stores and the field.
Field Lane/School (P338) – Nothing new to report.
Beacon/Church (P339) – The ground is dry to walk on.

PCM23024 – PCSO’S REPORT
No report received.

PCM23025 – DISTRICT COUNCILLOR’S REPORT
The Internal Drainage Board levies consume between 55-68% of the Council Tax the Partnership councils raise, impacting on the money received through Council Tax for frontline services.  The Partnership has led a campaign to address the issue of increasing Internal Drainage Board levies which are funded from the Council Tax.  As a result it has been awarded more than £1.5m in one-off funding from the Government.  South Holland DC, Boston BC and East Lindsey DC are three of 15 local authorities in England to receive Government funding support in this way.  ELDC will receive £927,373.

Paddling pools across ELDC are now open for the season.  Sadly the opening of the Fairy Dell, Skegness was delayed by 3 days after vandalism the day before it was due to open.  The site had to be drained and thoroughly cleaned after glass was smashed in the paddling pool.

ELDC Pride in Place team are working within wards around the district to clean up ‘hot spots’ (areas which may have been neglected and need weeding, tidying up, litter removal etc).  I have asked the team to attend to the grass verges from Lenton’s up to the Anchor Pub.  The grass has grown out onto the pavement reducing the width of pavement available to walk on and making it especially difficult for mobility scooters or pushchairs.  I have also requested that Nurse’s corner also be attended to if they can whilst they are in the area.  Lenton’s did cut back some of the hedge and overgrowth in June prior to the show, however there are nettles growing out from the bottom and also at face height of the hedging now.

Councillor’s community grant scheme – this year each councillor has a £2,000 allowance.  This money is to award small grants with easily deliverable projects that should be completed within a year of receiving grant monies.  Any Charity, not for profit group or organisation looking for grant funding should contact me in the first instance to discuss their project.  I have already sent one application form out which is pending return.

Three different enforcement officers, over the years, have accessed the Methodist Chapel and have not seen any internal changes to the property, nor is there a bed or defined living spaces.  Regarding council tax, it has been confirmed that chapels are exempt from any type of rates.  Should the chapel get planning permission for a change of use, it would be assessed for business rates or council tax depending on the use.

Looking at the planning application for Oak Vale, Low Road, they appear to want to extend to the frontage.  The next-door neighbour has put forward his comments on the application and it was noted that the Parish Council had not made any comments.  The Clerk confirmed that no objections had been raised by the Parish Council.

PCM23026 – COUNTY COUNCILLOR’S REPORT

PCM23027 - CHAIR’S REMARKS
This month saw the second Scarecrow Festival and despite fewer entries, it was a pleasure to be a judge.

The Cemetery extension land was due to be consecrated but the Vicar did not attend site as planned.

PCM23028 - PREVIOUS MINUTES
The minutes from the Annual Parish Council Meeting and the May Parish Council Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Simpson and Cllr Twigg and Cllr Smith respectively.

PCM23030 - PLANNING (Appendix 2)
Outer Dowsing Offshore Wind Farm – Further consultation events planned.
Sewage Treatment Works, Burgh Road – Decision pending.
Avoncroft, Eaudyke Road – Decision pending.
Whitegates Poultry Farm, Low Road – Decision pending.
Vina Sol House, Wrights Lane – Decision pending.
Fairfield, Small End – Decision pending.
Oak Vale, Low Road – Decision pending.
Land off Low Road – Appeal dismissed.
East Vue, Eaudyke Road – Permission granted.

PCM23031 - FINANCE (Appendix 3)
All June payments, except for R G Gething & Son, were resolved for payment having been proposed by Cllr Reeves and seconded by Cllr Holt.  As the works weren’t authorised by the Clerk or a member of the Parish Council, advice is to be sought regarding payment.  Action – Clerk to obtain LALC advice.

PCM23032 - VILLAGE HALL
Enquiries for an additional CCTV camera are still pending as the contact has retired, a new contact is pending.

Batemans prices are increasing by 9%.

Damaged had been caused to the new roof tiles by the contractor carrying out works to the fascia boards.  Spare tiles were used by the contractor to replace them.

The bar will aim to open once a month and a food van will hopefully be on site too.

PCM23033 - PLAY AREA
The broken wire mesh on the MUGA has been repaired.

Cllr Twigg to get prices for paint to refresh the play equipment.

PCM23034 - CEMETERY/CHURCHYARD
A quote for two plaques commemorating the Queens Diamond Jubilee and the Kings Coronation are still pending.

Cllr Reeves advised his family plaque had been damaged, possibly by a strimmer/mower.  Action – Clerk to contact Cemetery Caretaker.

PCM23035 - ALLOTMENTS
Nothing to report.

PCM23036 - CORRESPONDENCE
The National Grid have had contact from one of our allotment tenants regarding claiming the wayleave payments.  They need our confirmation that the tenants should not be receiving any such payments.  As our allotment agreement does note say anything to the contrary, the Parish Council resolved that as the landowners, the wayleave agreement with the Parish Council should remain in force having been proposed by Cllr Simpson and seconded by Cllr Reeves.

A response from Matt Warman MP to a local resident updating on the proposed changes to the local PCSOs was discussed.  As PCSO Richardson had already confirmed to Cllr Hill that her position was being made redundant, this correspondence did not provide any new information and therefore no response was required.

PCM23037 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
The speed limit sign at the end of Cllr Holland’s drive needs resiting/replacing.  Action – Clerk to resolve.

There is a pothole outside the first set of gates to the Cemetery.  Action – Clerk to report online.

The hedge on the junction with Dickon Hall Road Fen Bank badly subsided outside Greyhound Sanctuary.  Action – Clerk to report online.

PCM23038 – COUNCIL DOCUMENT REVIEW
The updated Committee Structure from the May meeting was presented for review.  With no issues raised, it was resolved to adopt the new version having been proposed by Cllr Reeves and seconded by Cllr Wood.

PCM23039 - URGENT MATTERS

PCM23040 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 19th July 2023.  There being no other business the Parish Council meeting closed at 8:46pm.
