PCM24105 - APOLOGIES
Apologies were received and accepted from Cllr Twigg.  Apologies were also received from Cnty Cllr Bowkett.

PCM24106 - PUBLIC FORUM
None present.

PCM24107 - DECLARATIONS OF INTEREST
None received.

PCM24108 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Footpath is dry to walk on.
Eaudykes/Lenton’s Lane (P322 Southern) – The footpath is dry to walk and the grass has been cut.  Missing signpost.
Sea Lane/A52 (P335) – Field entrance part is dry to walk on, way post is overgrown and unable to walk.
Sickling Lane/3 Way Post (P336) – The weeds and grass have been cut.
Chapel Lane/Eaudykes (P337) – The grass has been cut.
Field Lane/School (P338) – The signpost at the school end is still missing.  Action – Clerk to chase.
Beacon/Church (P339) – Footpath is dry to walk on with plenty of room.

PCM24109 – DISTRICT COUNCILLOR’S REPORT
The Councillor’s Community Grant Scheme has this financial year allocated £2,000 per councillor to award to not for profit and charitable organisations within their ward.  Due to the pre-election period, they have been advised not to pursue any applications, unless urgent, until after the election.  Application forms can still be provided if there are any organisations wanting grant monies, so they can complete it ready for submission after the election.

A new website is now live promoting the Lincolnshire coast, has been created by Destination Lincolnshire through UK Shared Prosperity Funding.  The site, https://visitlincscoast.co.uk/ covers some of the best attractions, things to do, places to stay and restaurants/cafes from the whole East Lindsey coastline.

PCM24110 – COUNTY COUNCILLOR’S REPORT
Cnty Cllr Bowkett advised prior to the meeting that the Highways Officer would be in Friskney on 27th June at 3:30pm to look at various issues, including those on the Highways Issues Log.  Action – Clerk to update and send list.

PCM24111 - CHAIR’S REMARKS
The Churchyard Caretaker has a new lawnmower and is very happy with it.  Cllr Smith has cut the grass in the cemetery extension but the new hedging has not done well and long grass/weeds around them need dealing with.

Several graves have weeds growing in the gravel which need attention.  Cllr Hill/Cllr Smith to liaise with the Cemetery Caretaker who may not realise it is part of his role.

Thanks were given to Cllr Twigg, Cllr Hill and Cllr Reeves for their hard work in cleaning and painting the Play Area equipment.

The Village Show was a success and thanks were given to Cllr Shaw to pass on to the Village Show Committee.

PCM24112 - PREVIOUS MINUTES
The minutes from the Annual Parish Council Meeting and the May Parish Council Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Holt and seconded by Cllr Reeves and Cllr Hill and Cllr Holt respectively.

PCM24113 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

Cllr Hill obtained a quote from R G Gething & Son for a commemorative D-Day 80 bench in the sum of £1,850+VAT.  This price includes installation on a concrete slab.  It was resolved to accept this quote having been proposed by Cllr Wickham and seconded by Cllr Wood.

ELDC have confirmed the Parish Council can co-opt a new member to replace Cllr Simpson.  With only one application received, it was unanimously voted in favour of co-opting William Downing.  Action – Clerk to advise applicant and ELDC.

PCM24114 - PLANNING (Appendix 2)
Askern House, Dickon Hill Road (Enforcement) – Siting static caravans without planning permission.
Manor Bungalow, Howgarth Lane (Enforcement) – Siting static caravans without planning permission.
Fen Bank Greyhound Sanctuary – New application for the erection of a kennel block on the site of the existing one.
Sewage Treatment Works, Burgh Road – Decision pending.
Fairfield, Small End – Decision pending.
Land off Low Road – 22no modular homes for over 55s & construction of vehicular access – Decision pending.
Outer Dowsing Offshore Wind Farm – Development Consent Order accepted.
White House, Small End – Decision pending.

PCM24115 - FINANCE (Appendix 3)
All June payments were resolved for payment at the Finance Committee Meeting.

PCM24116 - VILLAGE HALL
The CCTV contractor advised we need a whole new system at a cost of £2,860+VAT.  Cllr Hill contacted several others and found one that was able to work with our existing equipment but with a new recorder, additional cameras and improved functionality such as enhanced audio, 180deg dual cameras and additional coverage of current black spots.  Cllr Holland to confirm the Village Hall Committee will contribute £342.88+VAT and the Clerk is to ask Dist Cllr Dickinson for an application form to apply for a £250 grant from the Councillor’s Community Grant Scheme.  The remaining balance would be paid by the Parish Council.  It was resolved to accept the quote having been proposed by Cllr Patrick and seconded by Cllr Wickham.

PCM24117 - PLAY AREA
The grass contractors have yet to repair the grass area where their equipment got stuck.  Action – Clerk to chase.

Cllr Twigg, Cllr Reeves & Cllr Hill spent six hours preparing the equipment for fresh paint but rain stopped play.

A new spring is required for the gate.  Action – Cllr Hill to advise Cllr Twigg.

A small dead tree will require attention at some point but is not a problem at present.

A full credit has been received for the replacement handle cap for the gym equipment as they are no longer able to supply this item.  Action – Clerk to ask Cllr Twigg to source alternative.

Vere Bros are still waiting to carry out the tarmac repairs in the play area and car park.

There is a dead ash tree in the car park that requires attention.  Cllr Smith to obtain a quote from Morgan Pell.

PCM24118 - CEMETERY/CHURCHYARD
The Clerk has been advised by the Parochial Church Council that the Parish Council will need to insure the Churchyard walls.  Cllr Hill has also confirmed this with the Diocese who have sent some rules and regulations for the Clerk.

PCM24119 - ALLOTMENTS
Nothing to report.

PCM24120 - CORRESPONDENCE
A request from a resident to review methods for reducing the speed of vehicles on Church Road had been received.  It was agreed that the Clerk should current options and prices.  Action – Clerk to contact Road Safety Partnership. 

PCM24121 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
Parking outside the school is still an issue with 11 cars illegally parked at 8:40am one morning.  Action – Clerk to contact the school.

A bad pothole sits near the junction of Low Road and Mill Lane.  Action – Clerk to report online.

Trees are overhanging the path on Nurses Corner near the burnt out stump.  This may get picked up by the ELDC Pride Team who are doing some work there for Dist Cllr Dickinson.  Action – Clerk to report to Dist Cllr Dickinson.

The 30mph signs on Low Road as you leave the village are rusted through and will soon fall down.  Action – Clerk to report online.

Fold Hill bus stop still has vehicles parking in it.  Action – Clerk to contact Police.

PCM24122 – COUNCIL DOCUMENT REVIEW
An updated Committee Structure & Policy was brought by the Clerk for review, however with a new Parish Councillor being appointed, it was agreed to hold off adopting this document for further review at the next meeting.

PCM24123 - URGENT MATTERS
None received.

PCM24124 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 17th July 2024.  There being no other business the Parish Council meeting closed at 8:50pm.
