Field Lane/School (P338) – Resurfacing works were due February/March. Action – Clerk to chase.

Speed checks have been carried out on Eaudyke Road and Church Road.
170. DISTRICT COUNCILLOR’S REPORT
A public consultation on the Local Plan is open until 12th April 2021. Visit Local Plan for further information.
Skegness and Mablethorpe have secured a Town Deal worth £48.4 million from the Government’s Towns Fund Scheme. They joined forces to bid for up to £50 million, forming the Connected Coast Board to put forward ambitious projects aimed at levelling up local economies and creating jobs by investing in connectivity, infrastructure and skills.
At a full council meeting earlier this month it was agreed to increase the ELDC precept by (3.37%) which means a band D property will see an increase of £4.95 on their council tax. However, the council collects monies on behalf of the drainage board within their precept so 56% of that goes directly to the drainage board. ELDC has the lowest council tax in the county and is one of the lowest in the country.

171. COUNTY COUNCILLOR’S REPORT
LCC delivered their budget speech on 19th February 2021, use this link LCC Budget to see more details.
From 8th March the Household Waste Recycling Centres across the county will change with residents being able to take recycling, garden waste and general waste on any open day. In order to manage the number of people on site and to prevent queues, the Click & Tip booking system remains in place. To book a time slot visit Click & Tip or call 01522 782070. This is also a permit scheme for vans and larger trailers to access the sites.
LCC have joined with the Lincolnshire Chamber of Commerce to create a Leadership and Wellbeing Hub to support local businesses. A one-stop-shop where businesses can access expert advice, resources and fully funded support sessions, the hub is here to support businesses with issues regarding mental, physical and financial health.

The health and wellbeing of residents is important at this time when restrictions through lockdown at home have meant reduced opportunities for exercise. Now we should all encourage our communities to take advantage as we move towards spring and better weather. In April 2020, Healthwatch Lincolnshire invited the public to tell us how the Covid-19 pandemic was affecting them, both in terms of accessing healthcare services and personally with their emotional and mental health needs. One year on, we are revisiting this work via this 10 minute Survey or for a hard copy call 01205 820892.

CCTV installation is due to go ahead in the very near future.
173. THE MINUTES OF THE PARISH COUNCIL MEETING
The minutes from the February Parish Council Meeting were presented for approval. Cllr Smith and Cllr Simpson proposed and seconded the minutes respectively.

The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.
175. PLANNING (Appendix 2)
Good Intent Stores, Church Road – New application received in amendment to the previous application.
Walnut Farm, Cranberry Lane – New application received for change of use from a storage building to residential.
Fern House, Field Lane – New application received in respect of Section 73 Condition 2.
3 Wrights Lane – Application pending.
Methodist Chapel – This matter is with Planning Enforcement.
Hoyles Mill – This matter is with Planning Enforcement.
Ash Tree Farm – This matter is with Planning Enforcement.
176. FINANCE (Appendix 3)
All March payments were approved for payment, proposed by Cllr Reeves and seconded by Cllr Holt.
An incorrect payment to a regular contractor was made in February and therefore a small additional payment will be made this month. An amendment to the form for next month will be made to stop this happening again.
Donations towards the cost of CCTV installation have been received from Friskney Bowls Club, the Village Hall Committee and Friskney Football Club. Action – Clerk to send letters of thanks.
177. VILLAGE HALL
A second Government grant has been successfully applied for.
178. PLAY AREA
Replacement parts for the yellow rocker are being sourced.
Dogs are still being seen in the play area and signage has been removed once again.
179. CORRESPONDENCE
None received.
180. HIGHWAYS ISSUES, REPAIRS & DEFECTS
The bump on Burgh Road was raised with Cnty Cllr Bowkett who advised she is aware of the problem and it will be fixed when funds are available.
Wrights Lane potholes are getting worse near the junction with Field Lane.
181. P3 CO-ORDINATOR VACANCY
With only one application received, a unanimous vote approved the application on the standard 3 month probationary period. Action – Clerk to formalise the appointment.

None received.
184. DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 14th April 2021. There being no other business the Parish Council meeting closed at 8:00pm.
