MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD AT FRISKNEY VILLAGE HALL

173.  DECLARATIONS OF INTEREST
None received.

174.  P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Ground is dry and good to walk on.
Eaudykes/Lenton’s Lane (P322 Southern) – Ground is dry and good to walk on.
Sea Lane/A52 (P335) – First part is dry but the weeds are starting to grow past the guide post.
Sickling Lane/3 Way Post (P336) – Good to walk on the land, the ground is dry.
Chapel Lane/Eaudykes (P337) – Nothing new to report.
Field Lane/School (P338) – Nothing new to report.  Footpath closure in place in April.
Beacon/Church (P339) – The ground has been worked, it’s dry and soft to walk on.

175.  PCSO
A written report was received as follows.

Speed checks have been carried out on Church Lane, Church Road and Eaudyke Road.  No tickets issued but some drivers were given words of advice.

PCSO Richardson is aware of the Gypsy Drove parking complaint and will continue to monitor the area.

176.  DISTRICT COUNCILLOR’S REPORT
Nothing to report.

177.  CHAIRPERSON’S REMARKS
A complaint has been received about anti-social behaviour in the play area.  Advice was given to report to the Police who would then be able to access CCTV.

A gentleman was advised that metal detecting on the playing field was not allowed without the express permission of the landowners.

Cllr Hill asked on behalf of the Village Hall Committee if a temporary ban on dogs was possible during Jubilee celebrations as activities were being organised for the younger children in the village.  Cllr Hill took advice from ELDC who said notices could be put up asking people not to take dogs into the area but that it couldn’t be enforced.  However it is possible for the landowners to change their constitution if they received a written request from the Parish Council.  A vote was taken on the matter and with only one objection, it was agreed to request the change.  Action - Clerk to contact the Secretary of the Charity.

An e-scooter is being regularly used on the pavements, roads and the playing field.  Cllr Wickham is aware of the scooter user and was advised to liaise with the PCSO.  Action – Clerk to report to the PCSO copying in Cllr Wickham.

178.    COUNTY COUNCILLOR’S REPORT
Lincolnshire is set to receive its first Ukraine evacuees who will stay with sponsor families under the Homes for Ukraine Programme.  There are approximately 500 families in this first phase spread across Lincolnshire.

Covid testing sites are now closed, Covid is still spreading rapidly so please take care and keep your distance in crowded places and remember the hands, face, space message.

Please keep reporting on Fix My Street, the backlog of potholes with extra gangs sourced and hopefully over the coming weeks we will have seen a difference.

The top dressing along Yawling Gate has been completed but a few Parish Councillors advised Cllr Bowkett that a lot of potholes hadn’t been repaired, simply top dressed along with the rest of the road.  Cllr Bowkett will liaise with Highways on the matter but it needs to be reported on Fix My Street.  Action – Clerk to report online.

179.  THE MINUTES OF THE PARISH COUNCIL MEETING
The minutes from the February Parish Council Meeting were presented for approval.  These were proposed by Cllr Patrick and seconded by Cllr Wood.

180.  ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

The Cloud Next account has been set up and dedicated email addresses for all Parish Councillors and the Clerk will be set up once the invoices have been paid.

181.  PLANNING (Appendix 2)
Land at Scaldgate, Wainfleet St Mary – Application received to excavate land to form a lake.
Farm Cottage, Chapel Lane – Application received in respect of erection of a detached house & garage.
Fern House, Field Lane – Section 73 application received in relation to Condition No 2.
Kingfisher Lodge, Chapel Lane – Application received for rear extension to existing dwelling.
The Rosary, Eaudyke Road – Decision pending, no objections received.
Land Off Low Road – Decision pending, objections raised online.
Ashford House, Fold Hill – Decision pending, no objections received.
Lincolnshire Wildlife Park – Permission granted.
Methodist Chapel – This matter is with Planning Enforcement.
Ash Tree Farm – This matter is with Planning Enforcement.

182.  FINANCE (Appendix 3)
Cllr Wickham advised of an error on a VAT amount on the finance sheet which was clarified by the Clerk.  All February payments were approved for payment, proposed by Cllr Patrick and seconded by Cllr Reeves with the finance sheet to be amended and signed off at the May meeting.

183.  VILLAGE HALL
Friskney Bowmen are no longer operating from the Village Hall.

A quote for new floor covering of the repaired section near the main hall door has been approved.

Jubliee Weekend – Bingo to be held on 2nd June followed by beacon lighting.  An afternoon tea party and entertainment to be held on 3rd June for the elderly residents and a children’s party to follow on 4th June.  A Ceilidh band will be playing on 4th June with tickets costing £5.00 which will include a sausage, mash and peas dinner.

A lottery grant has been applied for to help with the cost of the new roof.

Hire charges have been increased but are still good value for money compared with other local venues.

184.  PLAY AREA
The tree still needs to be removed to make way for the new Rotaweb climber.

The Broxap quote for 2 x concrete litter bins has been rejected due to the additional/extortionate costs to ship from Germany.  An alternative supplier is required.  Action – Clerk to research.

The litter picker has cleared some rubbish from the conservation area.

185.  CEMETERY/CHURCHYARD
Further clear up work is ongoing in the Churchyard with the last session on 3rd May.

186.  ALLOTMENTS
The Clerk confirmed that all rent payments had been received.

187.  CORRESPONDENCE
A letter had been received from Friskney United Charities regarding the lease for the play area and conservation area.  The existing lease expired on 28th February but as it is a Commercial Lease it does not require renewal.  However, the Parish Council have been asked to formally confirm their acceptance of this arrangement.  With no objections received, this was unanimously agreed.  Action – Clerk to contact the Secretary of the Charity.

Lloyds Bank have advised of changes to Online for Business.  The Clerk confirmed that having called Lloyds, there are no changes to the Parish Council’s bank account, in particular the dual signatory requirement.

188.  HIGHWAYS ISSUES, REPAIRS & DEFECTS
The path outside the main entrance to the Church is a trip hazard.  Action – Clerk to report online.

Potholes require repair on Wrights Lane, Lentons Lane and Church Road.  Action – Clerk to report online.

The hedge near Swift Cottage and Holland House need trimming back.  Action – Clerk to report online.

189.  URGENT MATTERS
Cllr Reeves gave his apologies for the May meeting as he is on holiday.

190.  DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 18th May 2022.  There being no other business the Parish Council meeting closed at 8:24pm.
