MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD AT FRISKNEY VILLAGE HALL
ON WEDNESDAY 15th MARCH 2023 AT 7.30PM

180.  APOLOGIES
Apologies were received and accepted from Cllr Holt and Cllr Wickham.  Apologies were also received from PCSO J Richardson.

181.  PUBLIC FORUM
None present.

182.  DECLARATIONS OF INTEREST
None received.

183.  COUNTY COUNCILLOR’S REPORT
Cnty Cllr Bowkett gave an update on outstanding Highways issues already logged by the Clerk.

424099 Yawling Gate – The surface dressing team are inspecting the site for remedials this month.  If any works are required they should be carried out after April.

434309 Eaudyke Road – The hedges on the A52 junction are being monitored.

440280 Howgarth Lane – No further action but LCC will continue to monitor.

440281 Marfleet Bridge – No further action but after a brief discussion, Cnty Cllr Bowkett agreed to take this away for further review.

446645 Howgarth Lane – No further action at this time but Cnty Cllr Bowkett is going to inspect for herself.

448854/448856/448858 Various roadside issues – Potential enforcement action if initial contact is not positive.

The Clerk asked Cnty Cllr Bowkett to chase for an update on P338 following the weeds dying off and holes now opening up.

Low Road South has sunk 4” following works carried out by BT.  Cnty Cllr Bowkett agreed to investigate.

184.  P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – The ground is good to walk on.
Eaudykes/Lenton’s Lane (P322 Southern) – Footpath is good to walk on.
Sea Lane/A52 (P335) – All of the footpath is good to walk on.
Sickling Lane/3 Way Post (P336) – The footpath is good to walk on.
Chapel Lane/Eaudykes (P337) – Nothing new to report.
Field Lane/School (P338) – Dogs running free and fouling is a problem.  Action – Clerk to contact Dog Warden.
Beacon/Church (P339) – The ground has been worked but there is room to walk.

185.  DISTRICT COUNCILLOR’S REPORT
ELDC budget has been set and approved for the financial year 2023/24.  ELDC’s council tax precept has risen by £4.95 per year on a Band D property which is a rise of 3.16%.  ELDC intend to send out a “How your £10 is spent” with the council tax bill so residents can see how their council tax is spent.

Voter ID is required to vote at a polling station from this election onwards.  Poll cards will be delivered in the form of an addressed envelope with a letter inside advising of the new requirement to present photo ID in order to vote, give further information on acceptable forms of ID, and give details of how to apply for a Voter Authority Certificate if you do not have any suitable photo ID.  Acceptable Photo ID which is out of date, but where you are still recognisable, can be used, as long as the name on that document is the same as the one on the poll card.  Postal voting remains the same.  The deadline to apply for a postal vote is 5pm on 18th April 2023.  The deadline to apply for a voter authority certificate is 5pm on 25th April 2023.

186.  PCSO
A ‘Police Surgery’ was held in the Village Hall Car Park on 23rd February but sadly no residents visited.  A further date of 24th March between 2:30pm and 3:30pm has been scheduled.

187.  CHAIR’S REMARKS
Thanks were given to the team who sorted out the surface under the Rotaweb.

Trees near the Village Hall have been trimmed by the Cemetery Caretaker and a dead one removed.

The shed roof in the Churchyard has been repaired.

A date for the consecration of the cemetery extension land is being arranged for June-August.

It was resolved to light the beacon for the King’s Coronation having been proposed by Cllr Twigg and seconded by Cllr Reeves.

188.  PREVIOUS MINUTES
The minutes from the February Parish Council Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Reeves.

189.  ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

Cllr Scott is still pending set up of his new email addresses, Cllr Wickham is now set up.

Replacement of the broken glass panels on the defib housing are pending materials.

190.  PLANNING (Appendix 2)
Outer Dowsing Offshore Wind Farm – Public consultation events took place.
Sewage Treatment Works, Burgh Road – No objections received, decision pending.
Land off Low Road – Appeal made for siting of 23 modular homes.
Westwood House, Eaudyke Road – No objections received, decision pending.
Land West of Birch View, Fold Hill – No objections received, decision pending.
Methodist Chapel – This matter is with Planning Enforcement.  Action – Clerk to chase.

191.  FINANCE (Appendix 3)
All March payments were resolved for payment having been proposed by Cllr Reeves and seconded by Cllr Twigg.

192.  VILLAGE HALL
Enquiries for an additional CCTV camera are still pending the contractors return from holiday.

EDF have confirmed a £150 Government grant for electric.

Three quotes have been received for a new door for the boiler room and the painter will start on 27th March with the Committee Room and Bar being done first.

The Village Hall and bar will be open for the King’s Coronation should residents wish to organise an event.

The Craft Fair will take place on Sunday 19th November between 10:30am and 3:00pm.  Tables are £20 each and the event is almost completely sold out.

Travelling plays may be coming back to the Village Hall, talks are taking place at the Embassy Theatre, Skegness.

193.  PLAY AREA
A quote for the Play Area ‘rules’ sign has been requested.

The broken wire mesh on the MUGA needs replacing.  Action – Clerk to make enquiries.

More grass seed has been sourced for under the Rotaweb.

194.  CEMETERY/CHURCHYARD
Two work parties are required to plant some trees in the Churchyard and also the hedging and trees in the cemetery extension.  Cllr Hill to see if the Cemetery Caretaker can assist.

195.  ALLOTMENTS
The Clerk advised that renewal letters would be sent out shortly.

196.  CORRESPONDENCE
An email from the Commonwealth War Graves Commission enquiring about installing a sign to let the public know there are 3 war graves situated there.  The sign would be installed, paid for and maintained by the Commission on a permanent basis.  It was resolved that the sign should be on the brick pillar by the public entrance having been proposed by Cllr Reeves and seconded by Cllr Patrick.  Action – Clerk to notify the Commission.

An email from ELDC regarding the Pride in East Lindsey Team was discussed and any thoughts of specific areas that would benefit from their services should be reported to the Clerk or the team direct.

197.  HIGHWAYS ISSUES, REPAIRS & DEFECTS
Nothing new to report.

198.  COUNCIL DOCUMENT REVIEW
A fully revised Code of Conduct following the latest LALC version was presented to the meeting for review.  With no issues raised, it was resolved to adopt the new version having been proposed by Cllr Smith and seconded by Cllr Wood.  All members present signed their acceptance and the Clerk will obtain the missing signatures at the April meeting.

199.  URGENT MATTERS
None.

200.  DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 19th April 2023.  There being no other business the Parish Council meeting closed at 8:34pm.
