PCM25035 - APOLOGIES

PCM25037 - DECLARATIONS OF INTEREST
Cllr Scott, Cllr Smith and Cllr Twigg in respect of a grant application from Friskney United Charities.
PCM25038 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Footpath is good to walk on, soft under foot.
Eaudykes/Lenton’s Lane (P322 Southern) – Footpath is good to walk but rotten part of bridge is getting soft. Photo requested.
A52/Sea Lane (P335) – Footpath is wet and tacky with some standing water at the start.
Sickling Lane/3 Way Post (P336) – Nothing new to report.
Chapel Lane/Eaudykes (P337) – Slippery on mud patches and wire lifting on the footbridge. Photo requested.
Church/Field Lane (P338) – Nothing new to report. Cllr Bowkett confirmed weeds will be sprayed and damage assessed and repaired where necessary.
Beacon/Church (P339) – Ground is good to walk on.

PCM25039 – DISTRICT COUNCILLOR’S REPORT
ELDC have set the budget for the next financial year and is increasing Council Tax by £4.95 (2.97%).
The Councillor’s Community Grant Scheme has increased from £2,000 to £4,000 per councillor. The scheme will open during the next financial year, usually around May, so it will be nice to be able to support more good causes.
This year marks 80 years since ‘Victory in Europe’ (VE Day) when World War II came to an end in Europe. The war in the Far East did not end until 15th August 1945, when Japan surrendered. This is celebrated across the world as ‘Victory over Japan’ (VJ Day).

PCM25040 – COUNTY COUNCILLOR’S REPORT
No report as LCC are in purdah ahead of the elections.
PCM25041 – CHAIR’S REMARKS
Both the cemetery and churchyard are still suffering from moles. Cllr Twigg advised they are also causing a nuisance on the boundary between the play area and the sports field. Cllr Hill agreed to chase the pest controller.
PCM25042 - PREVIOUS MINUTES
The minutes from the February Parish Council Meeting were presented for approval. These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Shaw.
PCM25043 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.
Lincolnshire Road Safety Partnership have quoted £200 per post for the speed indicators. Cllr Smith and Cllr Wood to meet them on site to confirm exact locations for installation. Clerk to confirm cost includes cementing post in situ.
PCM25044 - PLANNING (Appendix 2)
Lynnwood, Burgh Road – Extension to provide additional living accommodation.
Ossian Offshore Wind Farm – Public consultation.
Touchstone, Burgh Road – Decision pending.
Fairfield, Small End – Decision pending.
Outer Dowsing Offshore Wind Farm – Decision pending.
Fen View, Low Road – Decision pending.
Avenue Farm, Mill Hill (Enforcement) – Occupancy of caravan.
Askern House, Dickon Hill Road (Enforcement) – Siting static caravans without planning permission.
PCM25045 - FINANCE (Appendix 3)
All March payments were resolved for payment having been proposed by Cllr Wickham and seconded by Cllr Twigg.
The insurance renewal was discussed having increased by £406.24. The Clerk advised additional cover was now in place for the Churchyard walls and gate along with the memorial bench and speed indicators. It was resolved to accept the quote having been proposed by Cllr Wickham and seconded by Cllr Reeves.
PCM25046 - VILLAGE HALL
Cllr Downing pending date from Minster Servicing to carry out the tarmac repairs/stump removal in the car park.
Friskney United Charities have been quoted £800 to remove the diseased ash tree behind the Village Hall. A grant of £200 was requested via an S137 form. It was resolved to accept the application having been proposed by Cllr Patrick and seconded by Cllr Hill.
Toilets have had some refurb works carried out and a new water heater fitted in the bar.
The beacon will be lit at 9:30pm on 8th May to commemorate VE Day. There will also be an Open Bar.
PCM25047 - PLAY AREA
Vere Bros has advised that a 35m2 area of tarmac needs repairing and a revised quote has been received. Minster Servicing and Dales are also being asked to quote for this work.
Cllr Hill and Cllr Smith are to meet with Matt Weedon to discuss grounds maintenance in the car park and play area.
New handles are required for the hippo rocker. Action – Clerk to order.
PCM25048 - CEMETERY/CHURCHYARD
Cllr Hill is still waiting for the Diocese to send a Certificate of Consecration.
A site meeting to confirm the size and requirements for the War Memorial area is at 4pm on 20th March.
Alpha Memorials have made an application for an ashes memorial to be placed in front of an existing headstone. It was resolved to refuse this application but to allow an additional inscription on the original headstone or the addition of an inscripted vase on the plinth having been proposed by Cllr Hill and seconded by Cllr Reeves. Action – Clerk to contact stonemason.
A Farrow family memorial has been laid down for safety. With no family contacts, it was resolved to arrange for the memorial to be moved to cover the Farrow plot only having been proposed by Cllr Hill and seconded by Cllr Patrick. Action – Clerk to contact local stonemason.
PCM25049 - ALLOTMENTS

PCM25050 - CORRESPONDENCE
None received.
PCM25051 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
Lots of potholes near the 30mph signs on Low Road. Action – Clerk to report online.
Lentons Lane has damaged edges which narrow the road substantially. Action – Clerk to report online.
Grass verge by the bus stop at Fold Hill has been badly damaged by parking. Action – Clerk to contact resident.
Parking at the school is bad and dangerous for the children. Action – Clerk to contact the school and Police.
PCM25052 – COUNCIL DOCUMENT REVIEW
A fully revised Financial Regulations document was presented for review. Cllr Twigg requested an amendment to Section 9 Payment Cards with an increase from £25inc VAT to £100+VAT. This was resolved to be accepted having been proposed by Cllr Twigg and seconded by Cllr Hill. This document will be amended for adoption at the April meeting.
PCM25053 - URGENT MATTERS
The Clerk advised the meeting that with almost a year’s worth of timesheets, the Cemetery Caretaker was a little low on the annualised hours. However, it was noted that additional work has been undertaken now the duties have been clarified. A further review is to be made next April.
The Clerk advised that the litter picker is on holiday for the next two weeks.

The next Parish Council meeting will be on Wednesday 16th April 2025. There being no other business the Parish Council meeting closed at 8:47pm.
