HELD AT FRISKNEY VILLAGE HALL

PCM26044 - APOLOGIES
Apologies were received and accepted from Cllr Downing, Cllr Holland and Cllr Holt.  Apologies were also received from Cnty Cllr Hume.

PCM26045 - PUBLIC FORUM
None present.

PCM26046 - DECLARATIONS OF INTEREST
None received.

PCM26047 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Footpath is good to walk on.
Eaudykes/Lenton’s Lane (P322 Southern) – Footpath is good to walk on.
A52/Sea Lane (P335) – Footpath is good to walk on.
Sickling Lane/3 Way Post (P336) – Footpath is good to walk on.
Chapel Lane/Eaudykes (P337) – Nothing new to report.
Church/Field Lane (P338) – Nothing new to report.
Beacon/Church (P339) – Footpath is good to walk on.

PCM26048 – DISTRICT COUNCILLOR’S REPORT
Council Tax (ELDC only) will increase by £5.13 per year on a Band D property and pro-rata for other bands.  ELDC has the lowest level of Council Tax in the county and most properties in East Lindsey (81%) fall into bands A-C and will therefore see a smaller rise.  ELDC are responsible for paying the Internal Drainage Board’s precept from their own funds as the collector, which is no longer reimbursed by the Government.

The last two applications for funding from the Councillor’s Community Grant were successfully approved with £115.50 to the Friskney Village Show for car park signage and £400 to Friskney Church PCC for foldable tables for community events.  Unfortunately, £84.12 was not spent!  I understand Councillors will be allocated £4,000 again this coming year and application forms should be available towards the end of May.

PCM26049 – COUNTY COUNCILLOR’S REPORT
No report was received.

PCM26050 – CHAIR’S REMARKS
Grass seed has been provided to the Cemetery Caretaker and Cllr Smith removed the poppies from the War Memorial. 

The hedges have been cut on P336.

Cllr Smith spent quite some time downloading the data from the two speed indicators, only to find they were in French.  The Clerk offered to try and locate instructions to change the language settings.

PCM26051 - PREVIOUS MINUTES
The minutes from the February Parish Council Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Shaw.

PCM26052 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

PCM26053 - PLANNING (Appendix 2)
Ossian Offshore Wind Farm – Public consultation.
Seaways/National Grid – Replace existing overhead lines.
Askern House, Dickon Hill Road (Enforcement) – Siting static caravans without planning permission.

PCM26054 - FINANCE (Appendix 3)
All March payments were resolved for payment having been proposed by Cllr Hill and seconded by Cllr Reeves.

PCM26055 - VILLAGE HALL
Line painting works will be carried out in the car park on Friday 10th April.

The Luncheon Club has now ceased but Cafe Connect are open Tuesday, Wednesday and Thursday.  The kitchen has received a 5* hygiene rating.

An Abba Tribute band are playing on 23rd May.

PCM26056 - PLAY AREA
Cllr Hill is still waiting for a quote from Terrafirma for tarmac repairs.

A date for priming the equipment is to be set by Cllr Twigg.  This work needs to take place before the LCC Volunteering Scheme carry out painting works on 21st and 22nd April 2026.

A quote for a new rocker has been requested from Playdale.

PCM26057 - CEMETERY/CHURCHYARD
Cllr Hill has now received a Certificate of Consecration.  Clerk to send plan for Diocese records.

It was resolved to apply for 4 Hedge Packs having been proposed by Cllr Hill and seconded by Cllr Patrick.  Clerk to send application.

Cllr Hill is waiting for a quote from another contractor for the additional ashes plots.

PCM26058 - ALLOTMENTS
Nothing new to report.

PCM26059 - CORRESPONDENCE
None received.

PCM26060 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
Cllr Patrick has reported drainage issues on Sea Lane.

Low Road repairs are failing badly.

PCM26061 – COUNCIL DOCUMENT REVIEW
None received.

PCM26062 - URGENT MATTERS
The sycamore tree in the car park is shedding small branches and needs attention.

PCM26063 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 22nd April 2026.  There being no other business the Parish Council meeting closed at 8:26pm.
