MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD ONLINE VIA ZOOM
ON WEDNESDAY 18th NOVEMBER 2020 AT 7.30PM

103.  APOLOGIES

104.  PUBLIC FORUM
         A representative of Friskney Bowls Club joined the meeting to discuss a replacement storage building.  Whilst the replacement will be larger, the Parish Council did not believe planning permission would be required.  However, they did advise photos were taken of the existing building in case any issues arise.

105.  DECLARATIONS OF INTEREST
         Cllr Holland in respect of the allotment vacancy.

106.  P3 FOOTPATHS
         Mill Lane/Eaudykes (P322 Northern) – The grass still needs cutting.
         Eaudykes/Lenton’s Lane (P322 Southern) – The path is very overgrown with nettles and thistles.
         Sea Lane/A52 (P335) – No problems.
         Sickling Lane/3 Way Post (P336) – The grass and some hedges need cutting.
         Chapel Lane/Eaudykes (P337) – The grass needs cutting.
         Field Lane/School (P338) – Usual subsidence problems but repairs are waiting to be scheduled.
         Beacon/Church (P339) – The path is getting overgrown.

107.  PCSO
         Patrols are continuing around Decoy Wood and the Play Area.

108.  DISTRICT COUNCILLOR’S REPORT
         Nothing to report.

109.  COUNTY COUNCILLOR’S REPORT
         LCC received £835k for additional support to vulnerable people.  So far almost £400k has been allocated to the Lincolnshire Food Partnership, £215k to the Community Lincs Programme and £217k to bulk purchase food stock via the Lincolnshire Resilience Forum.

         The Government has chosen automation and robotics in Greater Lincolnshire’s food sector for investment.

         Lincolnshire Fostering Service have a real and urgent need for people to offer children a long-term foster family.  For more information please visit their website or call 01522 554114.

         One You Lincolnshire offers a wide range of exercise classes that can be done in the comfort of your own home via ‘The Other Room’.  Virtual 1:1 sessions are also available.

         The River Steeping desilting programme is continuing through December.

110.  CHAIRPERSON’S REMARKS
         It was confirmed that following their recent annual appraisal, the Clerk is to be paid according to Scale 12.

         Dead branches have been lopped and removed from the Play Area.

         The Churchyard conservation area has become overgrown during the boundary dispute which is due to progress via a meeting on 14th December.  The Consecrated Grounds Committee will hold a site meeting in the Spring to review the area.

         The hedges at the Cemetery need cutting and a cost of £200 has been approved.

         All Saints Church have asked for a donation towards CCTV installation including a direct link to the Police.  A £500 grant was approved having been proposed and seconded by Cllr Patrick and Cllr Twigg respectively.

         It was noted that the Friskney Village website is no longer receiving updates and therefore will close.  Thanks were given to Tony Jarvis for his maintenance of the website over the years and content will be considered for addition to the Parish Council website if requested.

111.  THE MINUTES OF THE PARISH COUNCIL MEETING
         The minutes from the October Parish Council meeting were presented for approval.  Cllr Twigg and Cllr Holland proposed and seconded the minutes respectively.

112.  ACTION LOG
         The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

         The new website has been developed by the Clerk and is due to go live early December.

113.  PLANNING (Appendix 2)
         The Good Intent Stores – Application received for extension to existing residential accommodation.
         Farm Cottage, Chapel Lane – No objections received, permission granted.
         Methodist Chapel – This matter is with Planning Enforcement.
         Hoyles Mill – This matter is with Planning Enforcement.

114.  FINANCE (Appendix 3)
         All November payments were approved for payment, proposed by Cllr Wickham and seconded by Cllr Patrick.

115.  VILLAGE HALL
         No report received.

116.  PLAY AREA
         After the site visit with Wicksteed to consider installation of a 3.3m Rota Web Climber, it has been agreed to delay any decision on new equipment until the installation of CCTV has been considered due to the current amount of vandalism being experienced in the Play Area.

         Replacement parts for the yellow rocker may be replaced with our own parts if allowed by our insurance company.  Action – Clerk to contact Came & Company.

         New signs have been ordered for the recycling area, gym equipment and play area H&S.

117.  CORRESPONDENCE
         A complaint regarding Cemetery fees, specifically memorial inscriptions, was discussed.  Other local authority fee schedules were available for comparison from Skegness and Wainfleet and it was agreed that our fees are not out of the ordinary.  All fees help towards the upkeep of the Cemetery which regularly receives compliments.  It was agreed that a full review of the Cemetery Fees should be carried out in April 2021.  Action – Clerk to respond accordingly and add to the April agenda.

118.  HIGHWAYS ISSUES, REPAIRS & DEFECTS
         A branch is hanging across Low Road, Cllr Smith believes it may no longer be a problem.

119.  ALLOTMENT VACANCY
         Only one application was received and this was accepted having been approved and seconded by Cllr Twigg and Cllr Simpson respectively.

120.  2021 MEETING SCHEDULE
         A draft meeting schedule for 2021 was approved having been proposed and seconded by Cllr Wickham and Cllr Wood respectively.

121.  URGENT MATTERS
         Cllr Wickham raised a concern about the speed tractors were using going through the village making houses shake and on two occasions nearly causing an accident with pedestrians.  As this a Police matter, Cllr Hill advised that Cllr Wickham should notify them direct and try to take number plates should this happen again.

122.  DATE AND TIME OF NEXT MEETING
         The next Parish Council meeting will be on Wednesday 13th January 2021.  There being no other business the Parish Council meeting closed at 8:30pm.
