112.  P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Ground is wet and tacky to walk on.  Electric fence is blocking the path.
Eaudykes/Lenton’s Lane (P322 Southern) – Ground is wet and tacky.
Sea Lane/A52 (P335) – Ground is wet and slippery in parts.
Sickling Lane/3 Way Post (P336) – Ground is wet to walk on.
Chapel Lane/Eaudykes (P337) – The hedges have been cut.
Field Lane/School (P338) – Weeds have died off.
Beacon/Church (P339) – Ground is wet and soft to walk on.

114.  DISTRICT COUNCILLOR’S REPORT
Residents views are being sought on the Proposed Council Tax Support Scheme for 2023/24.  It is recommended to stay as it is currently.  Residents are encouraged to complete the consultation online by visiting https://bit.ly/3FuCjeF before 16th December 2022.  Paper copies can be requested by calling 01507 601111.

The South & East Lincolnshire Councils Partnership is delighted to have been awarded National Portfolio Organisation status for the first time, securing just under £2m to support art, culture and creativity across the Partnership.  It will also support the creation of cultural centres at The Guildhall in Boston, Ayscoughfee Hall in South Holland, the Colonnade in Sutton on Sea.  Education, research and skills programmes will also be developed, giving more people access to culture on their doorstep.

East Lindsey markets have again joined a campaign to become Britain’s Favourite Market.  To vote for your favourite market please visit https://nabma.com/vote-for-britains-favourite-market/ - voting ends at midnight on 13th December 2022.

ELDC headquarters will be moving from Tedder Hall to the purpose-built Hub in Horncastle towards the end of January 2023.  This has been delayed by a couple of weeks after the handover from the Contractors was delayed.

Of the £1,000 annual Councillor Community Grant received to allocate to good causes that benefit residents in the Ward, only £250 has currently been allocated.

£200 has been awarded to Friskney WI for the purchase of 40 lamp post poppies to display in Friskney in November each year.

£50 has been pledged to EDAN Lincs to help furnish their kitchen project in their East Lindsey refuge, this is part of a combined £500 grant that includes pledges from 9 other ELDC Councillors.

115.    COUNTY COUNCILLOR’S REPORT
Hospitals are still under great pressure, especially A&E and our ambulance service.  Please remember if it is not life threatening to call 111 and they will give you advice on whether you need to go to hospital or a doctor.  LCC have procured 60 intermediate beds for 16 weeks to allow residents to be moved out of hospital for reablement.

Lincolnshire Councils, alongside groups like the Integrated Care Board, health and care providers, faith and community groups and charities and local businesses, have come together to help support residents as we enter the winter months.

The partnership has set up a task force to review the potential impacts caused by the cost of living and to harness efforts across all partners to provide support where possible.  LCC have set up a cost of living support page highlighting the range of support available including the Household Support Fund, food programmes, help with childcare costs and financial support for carers.  There are also links to District Council webpages with a list of local support.  The page is www.Lincolnshire.gov.uk/cost of living.

116.  CHAIR’S REMARKS
Apologies were given for missing the last meeting due to extenuating circumstances.

The pea gravel has been spread on the ashes plots but more may be required in the New Year.

117.  PREVIOUS MINUTES
The minutes from the October Parish Council Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Wickham and seconded by Cllr Simpson.

118.  ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

Cllr Wickham, Cllr Holt and Cllr Scott are still pending set up of their new email addresses.

119.  PLANNING (Appendix 2)
Outer Dowsing Offshore Wind Farm – Cllr Smith and Cllr Wickham have both been appointed as representatives for the Community Liaison Group.
Ashlea, Burgh Road – Permission granted.
Methodist Chapel – This matter is with Planning Enforcement.
Ash Tree Farm – This matter is with Planning Enforcement.

120.  FINANCE (Appendix 3)
Cllr Hill requested an increase in the donation to the Royal British Legion towards a wreath from £50 to £75.  This was resolved having been proposed by Cllr Twigg and seconded by Cllr Wickham.  All November payments were resolved for payment having been proposed by Cllr Wickham and seconded by Cllr Twigg.

121.  VILLAGE HALL
Quotes are being sought for painting both the interior and exterior of the Village Hall and the main hall heater has been repaired.

With no volunteers to take over the luncheon club, some equipment has been donated to the Village Hall.

A shopping trip to Milton Keynes has been planned and christmas decorations are to be put up on 5th November.

122.  PLAY AREA
Cllr Simpson advised that rather than laying turf under the new Rotaweb, it would be best to lay grass seed.  Cllr Holland advised that he had received a tool kit for the Rotaweb which we was happy to retain.

Two new concrete bins have been delivered and are due to be installed by Cllr Holland.

Cllr Twigg advised that Vere Bros are due next week to carry out the skate ramp/games area flooring repairs.

The Play Area ‘rules’ sign has been damaged and needs replacing.  It also requires updating to show e-scooters and motorbikes are prohibited.  Action – Clerk to purchase.

123.  CEMETERY/CHURCHYARD
The Clerk was asked to check with LCC whether there was any update on the Treescapes project.

124.  ALLOTMENTS
Nothing to report.

125.  CORRESPONDENCE
None received. 

126.  HIGHWAYS ISSUES, REPAIRS & DEFECTS
Bad potholes on Howgarth Lane just beyond the Skirmore Road junction.  Action – Clerk to report online.

White railings near Marfleet House have rotted through.  Action – Clerk to report online.

127.  PARISH COUNCILLOR VACANCY
Two applications were received in respect of the vacancy following the resignation of Cllr Brennan.  It was resolved to approve the application for Andrew Shaw following a unanimous vote in his favour.  Action – Clerk to contact the applicants and ELDC.

128.  URGENT MATTERS
None received.

129.  DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 11th January 2023.  There being no other business the Parish Council meeting closed at 8:16pm.
