HELD AT FRISKNEY VILLAGE HALL

PCM23106 - APOLOGIES
Apologies were received and accepted from Cllr Smith.  Apologies were also received from Dist Cllr Dickinson and Matthew Weedon.

PCM23108 - DECLARATIONS OF INTEREST

PCM23109 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Very wet and difficult to navigate due to sinking in mud/tractor ruts.  Guard rail is still not fixed.
Eaudykes/Lenton’s Lane (P322 Southern) – Ground is very wet with tractor ruts.
Sea Lane/A52 (P335) – Holes filled with water, formed by farm vehicles.
Sickling Lane/3 Way Post (P336) – Footpath is wet but nothing new to report.
Chapel Lane/Eaudykes (P337) – Nothing new to report.
Field Lane/School (P338) – Footbridge still pending repairs, nothing new to report.
Beacon/Church (P339) – Ground is wet.

PCM23110 – DISTRICT COUNCILLOR’S REPORT
A Special Interest Group has been formed to seek to secure a change in the Internal Drainage Board funding mechanism.  The Group, which includes representatives from each Partnership Council and 12 other Councils, are unanimous in their support for IDBs but recognise the funding approach is placing Councils in a difficult financial position.  The funding ELDC received in 2023/24 to help with the pressure created by rising levies, was a one-off.  Agricultural land transfer is impacting further on Councils as when its use changes from agricultural to another use, such as housing, the IDB levy associated with the land transfers to form part of the IDB levy the Council is required to fund.  If the Council has to fund this long term, it decreases its income and potentially the ability to provide essential services.  The Group has the support of the Association of Drainage Authorities, which is also making a case to Government on this issue.

Free parking will be available at the Louth Winter Sunday Market on 17th December at Bridge Street, Broadbank, Cannon Street, Co-Op, Kidgate, Kiln Lane, Linden Walk, Newmarket, Northgate East, Northgate West, Queen Street & Town Hall car parks.

Work has started on the first phase at Skegness Railway Station to completely reconfigure the layout of the station and improve passenger flow.  The £3.3m investment is funded by the Government Town Deal Fund through the Connected Coast Town Deal, Network Rail and East Midlands Railway.

PCM23111 – COUNTY COUNCILLOR’S REPORT
Cllr Bowkett’s report was seen after the meeting and was therefore not discussed.

PCM23112 - CHAIR’S REMARKS
Cllr Hill has contacted the Diocese to try and arrange for the cemetery extension to be consecrated in the Spring.

Cllr Hill is meeting with the new CCTV contractor next week.

Parking at/on bus stops/pavements has been reported to the Police.

PCM23113 - PREVIOUS MINUTES
The minutes from the October Parish Council Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Holt.

PCM23114 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

The school are going to highlight the dangers of parking outside the school in their Newsletter.

PCM23115 - PLANNING (Appendix 2)
Tidds Yard, Chapel Lane – New application for erection of general purpose agricultural building.
Everest Lodge/Robins Nest, Holland Lane – Change of use reported to Planning Enforcement.
Outer Dowsing Offshore Wind Farm – Formal application now with ELDC.
Sewage Treatment Works, Burgh Road – Decision pending.
Fairfield, Small End – Decision pending.
Land off Low Road – 22no modular homes for over 55s & construction of vehicular access – Decision pending.
Camp Site, Manor Bungalow, Howgarth Lane – Decision pending.

PCM23116 - FINANCE (Appendix 3)
All November payments were resolved for payment having been proposed by Cllr Wickham and seconded by Cllr Patrick.

PCM23117 - VILLAGE HALL
The Craft Fair is to be held on 19th November, 10am-3pm.

The bar will open on 9th December and also New Year’s Eve from 7:30pm-12:30pm.  Music and nibbles will be provided and all are welcome.

New glass washer ordered.

A Wedding License is being considered at a cost of £300 for 3 years.  The Parish Council supported this.

Cllr Holland had been asked if the leftover toys from the Toddler Group could be donated to the primary school as they are now running one.  It was unanimously resolved to donate the items having been proposed by Cllr Twigg and seconded by Cllr Wickham.

PCM23118 - PLAY AREA
Further tarmac repairs have been carried out by Vere Bros.

The tool to tighten some of the gym equipment bolts has been ordered by the Clerk along with a new handle cap.

Cllr Wickham advised that the gentleman who slipped in the Play Area is not going to be making a formal complaint.

PCM23119 - CEMETERY/CHURCHYARD
Cllr Reeves has potted the commemorative plaques and Cllr Hill and Cllr Twigg will install these.

PCM23120 - ALLOTMENTS
Nothing to report.

PCM23121 - CORRESPONDENCE
None received.

PCM23122 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
An overgrown buddleia on the corner of Wildmore Crescent needs cutting back.  There are also 2 toilets on the pavement that need removing.  Action – Clerk to report online.

PCM23123 – COUNCIL DOCUMENT REVIEW
Nothing to report.

PCM23124 - URGENT MATTERS
The Clerk confirmed the Meeting Dates for 2024.

PCM23125 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 17th January 2024.  There being no other business the Parish Council meeting closed at 8:01pm.
