3 Way Post/Mill Lane (P322 Northern) – Footpath is good to walk on.
Eaudykes/Lenton’s Lane (P322 Southern) – Footpath is good to walk on.
Sea Lane/A52 (P335) – Nothing new to report.
Sickling Lane/3 Way Post (P336) – Footpath is good to walk, hedge is overgrown in places.
Chapel Lane/Eaudykes (P337) – Footpath from bridge to Eaudyke, weeds are growing over the footpath.
Field Lane/School (P338) – Nothing new to report.
Beacon/Church (P339) – Weeds are getting long in places.

Following the Government’s Autumn Budget, the UK Shared Prosperity Fund has been extended for an additional year. The funding, which sets out to invest in local businesses and communities, will be extended into 2025/2026.
The Chief Executive of the South & East Lincolnshire Councils Partnership has arranged a series of four breakfast briefings across the sub-region to meet with local businesses. East Lindsey’s first Community Ambassador Awards recognising the outstanding contributions that are made to make East Lindsey a desirable place to live, work, and visit was held on 7th November. Police and Crime Commissioner for Lincolnshire, Marc Jones, is calling for residents to share their views on how Lincolnshire is policed. The annual Crime and Policing Survey gives residents the opportunity to voice their opinion on how police services in Lincolnshire are prioritised and delivered. Lincs Digital have announced extra sessions in the East Lindsey area to help residents get online and access essential services more easily. The sessions promise one-on-one assistance, tips for staying safe online, as well as fun and interactive learning. PCM24194 – COUNTY COUNCILLOR’S REPORT
Burgh Road, Thorpe has got a collapse on it which has closed it for a short period, if you are travelling that way please find an alternative route, people are trying to drive through.
Major footpath reconstruction works will cause disruption in Skegness from November. Park Avenue between Scarborough Avenue and Castleton Boulevard, will have a closure on it until Friday 7th March.
LCC plan to plant 750,000 trees over the next 10 years making the county a greener better place. Trees will only be planted in areas that are suitable, seeing trees in towns and streets certainly make people feel better.
A family in Lincolnshire have lost everything in a suspected e-scooter fire. The fire service are reminding residents not to charge anything inside the house, this includes disability scooters.
River Steeping de-weeding and cleaning will begin soon with the long reach going in next to the Lady Wath/Steeping. This should clear the overgrowth that has stopped the flow and the weed boats should be through both channels.
£52m funding to help local drainage boards with urgent work has now been released by Government. Going forward they have also announced that the EA are to work with drainage boards to bid for funding to get works done and alleviate flooding issues.
PCM24195 - CHAIR’S REMARKS
Cllr Smith laid a wreath from the Parish Council on Remembrance Sunday. It would be nice if more Parish Councillors could attend such events going forward.
Thanks were given to those that attended the work party to tidy up the Village Hall car park and play area trees. Cllr Smith suggested this should be done on a regular basis rather than building up to become a big job.
Some fencing is loose in the ground and these may require work in the Spring.
PCM24196 - PREVIOUS MINUTES
The minutes from the October Parish Council Meeting were presented for approval. These were resolved to be a true and accurate record having been proposed by Cllr Hill and seconded by Cllr Reeves.
PCM24197 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.
An ICCM course for the Clerk was approved at the earlier Finance Committee Meeting. Action – Clerk to book.
Formal costings are required for speed deterrents following approval at the earlier Finance Committee Meeting to set aside £4k. Cllr Dickinson has also suggested a grant of £1k should be applied for as part of her Councillor Community Grant. Action – Clerk to source quotes and complete grant application.
PCM24198 - PLANNING (Appendix 2)
Peters Eden Farm, Howgarth Lane – Extension to barn and erect 2 lodges/classrooms.
Sewage Treatment Works, Burgh Road – Decision pending but equipment already on site.
Fairfield, Small End – Decision pending.
Outer Dowsing Offshore Wind Farm – Pending decision.
Mulberry House, Lentons Lane – Permission granted.
Avenue Farm, Mill Hill (Enforcement) – Occupancy of caravan.
Askern House, Dickon Hill Road (Enforcement) – Siting static caravans without planning permission.
Manor Bungalow, Howgarth Lane (Enforcement) – Siting static caravans without planning permission.
PCM24199 - FINANCE (Appendix 3)
All November payments were resolved for payment having been proposed by Cllr Reeves and seconded by Cllr Wickham.
PCM24200 - VILLAGE HALL
The next Village Hall Committee Meeting is to be held on 10th December.
The car park maintenance was discussed and Matt Weedon has agreed to take on this work starting March. Cllr Hill and Cllr Smith will liaise with him to discuss what is required.
Cllr Downing to ask Minster Servicing to quote for the car park tarmac repairs/stump removal.
PCM24201 - PLAY AREA
A revised quote from Vere Bros for the play area tarmac repairs only is still pending.
Further maintenance of the play area equipment will be planned in the Spring.
PCM24202 - CEMETERY/CHURCHYARD
Trees from the Woodland Trust have been delivered and a working party arranged for 8th December at 10am. A few Parish Councillors will attend site on 7th December to prepare the area for planting.
Cllr Hill has been advised that the Diocese will forward a Certificate of Consecration.
Insurers quote for insuring the Churchyard walls for £200,000 is still pending. Action – Clerk to chase.
PCM24203 - ALLOTMENTS
Nothing to report.
PCM24204 - CORRESPONDENCE
None received.
PCM24205 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
Overgrown hedges outside Rose Cottage, Skirmore Road still require cutting back. Action – Clerk to chase.
The drain at the Village Hall car park entrance takes two days to drain after rain. Action – Clerk to report online.
Cllr Downing has offered to check Land Registry regarding ownership of ash trees with die back.
PCM24206 – COUNCIL DOCUMENT REVIEW
Nothing to review this month.
PCM24207 – 2025 MEETING SCHEDULE
The schedule drafted by the Clerk was resolved to be adopted having been proposed by Cllr Hill and seconded by Cllr Wickham.
PCM24208 - URGENT MATTERS
The Clerk advised that Lloyds Bank were changing the existing Treasurers Account to a Community Account. This would incur a monthly charge of £4.25. It was resolved to accept the change as most other banks already charge.
PCM24209 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 8th January 2025. There being no other business the Parish Council meeting closed at 8:40pm.
