MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD AT FRISKNEY VILLAGE HALL

PCM25179 - APOLOGIES
Apologies were received and accepted from Cllr Downing, Cllr Scott and Cllr Shaw. Apologies were also received from Matt Weedon (P3 Co-Ordinator).
PCM25180 - PUBLIC FORUM
A member of the public attended the meeting but only to observe. A second member of the public attended and recorded part of the meeting to follow up a complaint they raised about one of the M L and C M Booth Charity Trustees and to request Cllr Smith resign as Chair. He also raised concerns that none of the Parish Councillors had actually been elected but were all co-opted. Cllr Smith advised that all Parish Councillors were legally co-opted and explained the election process. Cllr Smith also advised the gentleman that his Trustee complaint should be taken up with the Charity Commission as previously advised. Cllr Smith also confirmed he would not be resigning as Chair.
PCM25181 - DECLARATIONS OF INTEREST
Cllr Twigg in respect of the Public Forum and Cllr Smith in respect of the payment to Tongs.
PCM25182 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Nothing new to report.
Eaudykes/Lenton’s Lane (P322 Southern) – Footpath is wet to walk on. Clerk to ask Cnty Cllr Hume to update on elder/rotten bridge.
A52/Sea Lane (P335) – Footpath is wet to walk on. Unable to locate broken post.
Sickling Lane/3 Way Post (P336) – Footpath is good to walk on.
Chapel Lane/Eaudykes (P337) – Nothing new to report.
Church/Field Lane (P338) – Clerk to ask Cnty Cllr Hume to update on weeds/surface damage.
Beacon/Church (P339) – Nothing new to report.
PCM25183 – DISTRICT COUNCILLOR’S REPORT
A full proposal for the Local Government Reorganisation must be submitted to Government by 28th November 2025.
Various funding opportunities exist within the region and some could help with the Play Area resurfacing and the conservation area.
Councillor Community Grant funding for 2025/2026 is still available for applications from not-for-profit organisations.

PCM25184 – COUNTY COUNCILLOR’S REPORT
A report was received after the meeting.
PCM25185 – CHAIR’S REMARKS
A new Churchyard Caretaker has been employed following interviews with three very credible candidates. Cllr Smith has purchased some new tools that were required.
Cllr Smith thanked Cllr Hill for standing in for him on Remembrance Sunday.
Cllr Hill (as Vice Chair) advised that the tree in the Play Area had been removed along with three more stumps, at no additional cost. A quote has been requested for some general repairs to the climbing wall and MUGA fencing.
PCM25186 - PREVIOUS MINUTES
The minutes from the October Parish Council Meeting were presented for approval. These were not approved due to a query from Cllr Wickham. Action – Clerk to cross reference information once received from Cllr Wickham.
PCM25187 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.
The Friskney Community Magazine grant application was not processed as the magazine is no longer going ahead.
The Clerk agreed to contact Cnty Cllr Hume for an update on the Church Lane weight limit request.
PCM25188 - PLANNING (Appendix 2)
Rose Villa, Field Lane – Extension to existing dwelling to provide an annexe on site of existing garage/workshop.
Vina Sol House, Wrights Lane – Erection of a detached double garage with first floor store over.
Outer Dowsing Offshore Wind Farm – Public consultation.
Ossian Offshore Wind Farm – Public consultation.
Seaways/National Grid – Replace existing overhead lines.
Askern House, Dickon Hill Road (Enforcement) – Siting static caravans without planning permission.
PCM25189 - FINANCE (Appendix 3)
All November payments were resolved for payment having been proposed by Cllr Wickham and seconded by Cllr Reeves.
PCM25190 - VILLAGE HALL
Bar area has been deep cleaned, painted and new flooring laid. Toilets repainted following an ELDC grant.
A tablet has been purchased to download music which can be played offline.
Coldplay Tribute band was very well attended.
PCM25191 - PLAY AREA
Minster Servicing are yet to carry out the tarmac repairs. Other contractors to be contacted for quotes.
Cllr Twigg to meet a representative of the LCC Volunteering Scheme to discuss painting works required.
PCM25192 - CEMETERY/CHURCHYARD
Cllr Hill is still waiting for a Certificate of Consecration.
A third quote for additional ashes plots is still pending. Cllr Hill to chase.
Clerk to provide plans to aid the location of the new footpath to the cemetery extension.
PCM25193 - ALLOTMENTS
Nothing to report.
PCM25194 - CORRESPONDENCE
None received.
PCM25195 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
Claxy Bank is really bad. Action – Clerk to report online.
Dickon Hill Road has been resurfaced but cars are now speeding. With visitors to the Wildlife Park, it might be sensible to reduce the speed limit. Action – Clerk to contact the Wildlife Park for them to apply if required.
Sea Lane repairs have been done but very badly and will not last the winter.
Wrights Lane – Manhole cover missing. Action – Clerk to report online.
PCM25196 – COUNCIL DOCUMENT REVIEW
The Clerk presented an updated Financial Regulations document which includes the production of a BACS payments list for the bank account signatories to match against the online payments. It was resolved to accept the changes having been proposed by Cllr Wickham and seconded by Cllr Reeves. Action – Clerk to update website.
PCM25197 – BURIAL PLOT EXTENSION
This was not discussed as quotes are still pending.
PCM25198 – 2026 MEETING SCHEDULE
The Clerk presented a 2026 Meeting Schedule which was resolved to be adopted having been proposed by Cllr Twigg and seconded by Cllr Patrick. Action – Clerk to update website.
PCM25197 - URGENT MATTERS
Cllr Smith advised the meeting that following Public Forum, he would be taking the matter to the Monitoring Officer.
PCM25198 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 21st January 2026. There being no other business the Parish Council meeting closed at 8:50pm.
