Mill Lane/Eaudykes (P322 Northern) – Part of the path is overgrown by the metal gate.
Eaudykes/Lenton’s Lane (P322 Southern) – Small tractor ruts at Lentons Lane end.
Sea Lane/A52 (P335) – Overgrown nettles are dying back.
Sickling Lane/3 Way Post (P336) – Nothing new to report.
Chapel Lane/Eaudykes (P337) – The hedges need cutting back (this has now been actioned).
Field Lane/School (P338) – Dog fouling present at the edge of the path.  Clerk to chase Cllr Bowkett regarding scheduled works.
Beacon/Church (P339) – Nothing new to report.

88.    DISTRICT COUNCILLOR’S REPORT
ELDC Council Tax Support Scheme consultation is now live and can be accessed via the ELDC website.

89.    COUNTY COUNCILLOR’S REPORT
RWM (Radioactive Waste Management) is the management team looking for a suitable site for a Geological Disposal Facility (GDF).  A working group is being formed with the parish council as well as LCC who have nominated Cllr Martin Hill to represent them.  The working group is an information gathering exercise.  The decision to get involved is to really reflect grass-roots views from across the community and to recognise that ultimately it will be a community decision as to whether a GDF should be built.  The Council's involvement is therefore to make sure that residents and businesses have access to information they need, and to help reflect their views.  Participating in the group does not mean the Council wants the GDF at the Theddlethorpe site and no view has been taken.

HM Lord-Lieutenant of Lincolnshire Mr Toby Dennis and RAF Coningsby's Station Commander planted a tree at the Battle of Britain Memorial Flight to commemorate the Queen's 70th Jubilee.  The Queen's Green Canopy (QGC) initiative is a unique, UK-wide tree planting initiative created to mark Her Majesty’s Platinum Jubilee in 2022 which invites people to "Plant a Tree for the Jubilee."

November's Climate Change Conference (COP26) is expected to be the biggest climate change summit the UK has ever hosted and it is billed as the most significant climate event since the 2015 Paris Agreement.  On 13th October, LCC will hold the first ever Lincolnshire Climate Summit during the run up to the COP26 in Glasgow.  The summit will have a fantastic line up of inspirational speakers and exhibition stands to shine a light on some of the solutions that will help us reach net zero and accelerate action towards a greener future.

Find out how Lincolnshire Waste Partnership has continued to deliver innovative services and improvements while dealing with the challenges of the pandemic in its Annual Review 2020-21.  Achievements include new collections of paper and card, successful campaigns and tackling waste crime.

NHS Lincolnshire Clinical Commissioning Group is conducting a formal public consultation exercise on the future of a number of NHS services.  To share your views on these services, the challenges they face, and proposals for improvement go to https://www.lincolnshire.nhs.uk/get-involved/our-campaigns/changes-to-nhs-services

Lincolnshire Autism Partnership Board is asking people for their views on how to make sure the right support is provided at the right time.  They are particularly keen to hear the thoughts of autistic people (both children and adults), their families, carers and professionals.  Share your feedback via an online survey which closes on 13th October.

Highways - 6208 potholes have been filled in the past month, and a further 225 miles of resurfaced and surface dressed roads.  From the 1st October gritters will be on call 24/7 until April next year, all A and B roads will be treated.  One tonne bags of salt are being offered to parishes for the oncoming cold period.

90.    CHAIRPERSON’S REMARKS
Anti-social behaviour and a further instance of a dog present in the Play Area have both been reported to the Police.

91.    THE MINUTES OF THE PARISH COUNCIL MEETING
The minutes from the July Play Area & Pond Committee Meeting and the September Parish Council Meeting were presented for approval.  Following Cllr Wickham’s decision not to submit any changes to the Play Area & Pond Committee minutes, these were proposed by Cllr Wood and seconded by Cllr Twigg.  The Parish Council Meeting minutes proposed by Cllr Twigg and seconded by Cllr Reeves.

92.    ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

An appeal has been sent to ELDC in respect of the PSPO rejection – a response is yet to be received.

93.    PLANNING (Appendix 2)
Manor Bungalow, Howgarth Lane – This matter is with Planning Enforcement.
Pear Tree Cottage, Main Road – Permission granted.
Peters Eden Farm – Permission granted.
Methodist Chapel – This matter is with Planning Enforcement.
Hoyles Mill – This matter is with Planning Enforcement.
Ash Tree Farm – This matter is with Planning Enforcement.

94.    FINANCE (Appendix 3)
All October payments were approved for payment having been proposed by Cllr Twigg and seconded by Cllr Smith. 

95.    VILLAGE HALL
Works on the new roof have been delayed until after Christmas due to difficulty in sourcing roofing tiles.

96.    PLAY AREA
Cllr Twigg is yet to carry out her monthly inspection but new/alternative bins may be required.

Cllr Hill asked if it would be legal under the ELDC PSPO to put a notice on the Play Area entrance clearly stating that anyone taking dogs into the Play Area would face a fine.  Action – Clerk to confirm legal position.

97.    CEMETERY/CHURCHYARD
An amended copy of the Cemetery Regulations in respect of plot identification was presented for review.  These were unanimously approved and adopted with immediate effect having been proposed by Cllr Smith and seconded by Cllr Reeves.  Action – Clerk to update Cemetery noticeboard and the website.

The site clearance is continuing with a shredder now required on site to clear the debris.

98.    ALLOTMENTS
Nothing to report.

99.    CORRESPONDENCE
A resident has requested the Parish Council consider applying for a new bus stop near the Low Road/Eaudyke Road junction.  This has been put aside pending the potential housing development on Low.

100.  HIGHWAYS ISSUES, REPAIRS & DEFECTS
Mattresses and other rubbish have been dumped in the layby on the A52 near the Anchor Inn sign.  Action – Clerk to report online.

Black bin bags have been thrown in the dyke on Howgarth Lane.  Action – Clerk to report online.

The potholes on Armstrongs Lane are up to 8” deep and 12” wide in places.  Action - Clerk to report online.

Sickling Lane has a large pothole outside Orchard House.  Action – Clerk to report online.

101.  URGENT MATTERS
All three village signs need repainting.  Action – Clerk to contact supplier for a quote.

102.  DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 17th November 2021.  There being no other business the Parish Council meeting closed at 8:25pm.
