MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD AT FRISKNEY VILLAGE HALL
ON WEDNESDAY 19th OCTOBER 2022 AT 7.30PM

The Vice Chair opened the meeting in the absence of the Chair.

86.    APOLOGIES
Cllr Hill was absent from the meeting and apologies were received from PCSO J Richardson, Dist Cllr Dickinson and M Weedon.

87.    PUBLIC FORUM
None present.

88.    DECLARATIONS OF INTEREST
None received.

89.    P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Ground is good to walk on.
Eaudykes/Lenton’s Lane (P322 Southern) – Ground is good, grass is overgrown.
Sea Lane/A52 (P335) – Nothing new to report.
Sickling Lane/3 Way Post (P336) – Footpath has been cut.
Chapel Lane/Eaudykes (P337) – Hedges and nettles have been cut, some dog fouling.  New hawthorn hedging has been planted.
Field Lane/School (P338) – Weeds are pushing through tarmac and cracks forming on edge.  LCC have inspected.
Beacon/Church (P339) – Ground has been worked.

90.    PCSO
Speed checks have been carried out on Fold Hill with no speeders recorded and on Church Road with a few motorists in excess of 30mph who have been dealt with.  Checks will continue on various days and times.

91.    DISTRICT COUNCILLOR’S REPORT
ELDC is moving from Tedder Hall to the Horncastle Hub.  Surplus furniture is being offered to Parish and Town Councils free of charge.

The Earth Bound Misfits who perform a wide range of acts including the Victorian Explorers, will be coming to East Lindsey markets during half-term.  Through the perspective of a Victorian mind, the Victorian Explorers are adventurers visiting the modern world who will provide visitors with humour and fun.  See them at Wainfleet Market Place between 10am and 1pm on Friday 28th October.

ELDC is bringing Festive Fabuloso, a touring community celebration of lights, sounds and creativity, to Wainfleet Christmas Market on Saturday 3rd December between 12noon and 6pm.

Purple lidded bins are still outstanding at some addresses in the village as the contractors missed whole roads or parts of roads.  These have been advised to ELDC to ensure each household has a bin.

South & East Lincolnshire Community Lottery supports local good causes and is now live for ticket sales with the first draw taking place on 26th November.  Tickets are £1 each - South-East-Lincolnshire-Community-Lottery.

Community Grant Applications – One application is currently with ELDC for review and other groups have also been in contact so it looks like the £1,000 Councillor Community Grant will be fully spent again this year.

92.       COUNTY COUNCILLOR’S REPORT
LCC have voted to spend an extra £5m of revenue (taken from underspend on other projects) on much needed road maintenance.  We have 5,500 miles of road network and recent hot weather conditions have further exacerbated issues with many rural roads.

The autumn booster is in full swing and health bosses have warned of a potential Covid-19 wave this autumn plus a wave of flu.  Boosters and flu jabs can be booked when invited or via 119 or the NHS website.

You can now register births, marriages and deaths online and the up take has been excellent.

93.    CHAIR’S REMARKS
The Clerk advised that the dangerous tree in the Churchyard has now been taken down and Cllr Twigg confirmed it will be cleared by the end of the month.

94.    PREVIOUS MINUTES
The minutes from the September Parish Council Meeting were presented for approval.  These were proposed by Cllr Twigg and seconded by Cllr Reeves.

95.    ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

Cllr Reeves now has his new email address set up leaving Cllr Wickham, Cllr Holt and Cllr Scott still pending.

96.    PLANNING (Appendix 2)
The Rosary, Eaudyke Road – Decision pending, no objections received.
Ashlea, Burgh Road – Decision pending, no objections received.
Outer Dowsing Offshore Wind Farm – Consultation events announced.
Methodist Chapel – This matter is with Planning Enforcement.  Cnty Cllr Bowkett will review the situation.
Ash Tree Farm – This matter is with Planning Enforcement.

97.    FINANCE (Appendix 3)
All October payments were approved for payment, proposed by Cllr Simpson and seconded by Cllr Wickham.

98.    VILLAGE HALL
The Treasurer has requested online banking with the Treasurer and Chair to authorise payments.  The Treasurer is to have a float of £200 and the Chair to have a fund of £500 to use for emergencies.

Works have been completed on the new roof.

99.    PLAY AREA
Cllr Simpson is to liaise with Cllr Hill regarding the cost of laying turf under the new Rotaweb so it can be used.

Two new concrete bins have been ordered and are due for delivery by the end of the month to Cllr Holland.

Cllr Twigg is waiting to hear from Vere Bros regarding the skate ramp/games area flooring repairs.

100.  CEMETERY/CHURCHYARD
With the tree down, concerns were raised about unauthorised removal of the wood.  Only authorised people are allowed to cut or remove wood for many reasons such as insurance and the risk to the very fragile headstones.

Cllr Twigg has set up a small work party on Saturday 22nd October to spread the pea gravel on the ashes plots.

101.  ALLOTMENTS
The Clerk advised that the updated wayleave payment had been received.

102.  CORRESPONDENCE
None received. 

103.  HIGHWAS ISSUES, REPAIRS & DEFECTS
The shrubs/hedges on the A52 side of Oaken Tea Rooms were trimmed a while ago but are still causing concerns.  Cllr Bowkett advised reporting via FixMyStreet as it is a main road junction.  Action – Clerk to report online.

All hedges along Low Road have now been cut back.

Dickon Hill Road is very poor at the Fen Bank end.  Action – Clerk to report online.

Cnty Cllr Bowkett advised that Fen Bank is closed from 21st October for 9 days for the next phase of resurfacing.

104.  S137 GRANT APPLICATION
An application for £500 has been received from GPC Specialist Tea Room CIC to help fund a covered walkway for the benefit of customers and staff/volunteers.  This was unanimously approved having been proposed by Cllr Patrick and seconded by Cllr Wood.  Action – Clerk to contact the applicant.

105.  2023 MEETING SCHEDULE
The schedule of dates was distributed and the Clerk confirmed that all dates are now the third Wednesday of each month (excluding August and December when the Parish Council don’t meet).  The dates were approved having been proposed by Cllr Twigg and approved by Cllr Simpson.

106.  URGENT MATTERS
The Clerk will be on holiday from Sunday 23rd October for a few days but emails will still be monitored and any urgent enquiries should be directed to Cllr Hill during this time.

107.  DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 16th November 2022.  There being no other business the Parish Council meeting closed at 8:36pm.
