HELD AT FRISKNEY VILLAGE HALL

PCM23085 - APOLOGIES
Apologies were received and accepted from Cllr Holland, Cllr Scott and Cllr Simpson.  Apologies were also received from Dist Cllr Dickinson and Cnty Cllr Bowkett.

PCM23086 - PUBLIC FORUM
None present.

PCM23087 - DECLARATIONS OF INTEREST
None received.

PCM23088 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Guard rail on the small bridge across the ditch is broken, veg crates scattered across the path and litter dotted around.  The paddock fence next to the path has come apart.
Eaudykes/Lenton’s Lane (P322 Southern) – Grass is long but good to walk on.
Sea Lane/A52 (P335) – Footpath is very wet.
Sickling Lane/3 Way Post (P336) – Footpath is overgrown but dying back.
Chapel Lane/Eaudykes (P337) – Footpath and hedges have been cut.
Field Lane/School (P338) – Footbridge still pending repairs, same issues with tarmac.
Beacon/Church (P339) – Nothing new to report.

PCM23089 – DISTRICT COUNCILLOR’S REPORT
Businesses in the South and East Lincolnshire Partnership area are invited to apply for a share of the £1.85m awarded from the UK Shared Prosperity Fund.  More information is available at https://grants4growth.sholland.gov.uk/

The energy bus travelling throughout the district showing the range of retrofit measures available as part of the Home Energy Advice and Retrofit Team, is a van with energy advice officers and its own exhibition space/mobile clinic.

Spalding, Skegness and Boston are each to benefit from £20m funding from the Government towards regeneration, growing the economy and tackling anti-social behaviour.  The announcement is part of 55 "overlooked" towns given a £20m endowment-style fund, to be spent over a 10-year period.

PCM23090 – COUNTY COUNCILLOR’S REPORT
Fodderdyke Bank is due to be closed for resurfacing from 8th November.  This work could last until the end of November depending on weather and other mitigating factors.

The replacement bridge on P338 is still pending but is being chased.

PCM23091 - CHAIR’S REMARKS
Cllr Hill is still trying to get in touch with the Vicar to arrange for the cemetery extension to be consecrated.

The quote from the new CCTV contractor is still pending.

An update from Cllr Shaw on the Parish Magazine was requested, he is in contact with Wrangle to discuss the possibility of merging with them.

Cllr Wickham was asked to provide contact details for the person who reported that Cllr Hill and Cllr Smith had taken wood from the Cemetery so that they could respond appropriately.  Cllr Wickham refused to provide this information, even though it was not a confidential discussion.  Both Cllr Hill and Cllr Smith consider the remarks to be slanderous and feel they deserve the right to reply.  Cllr Wickham was asked to pass on that neither Councillor took any wood.

PCM23092 - PREVIOUS MINUTES
The minutes from the September Parish Council Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Reeves.

PCM23093 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

Parking outside the school is dangerous and causing obstruction to tractors, buses and emergency vehicles.  The Head Teacher is trying to raise awareness of the issue and has been made aware that the Village Hall car park is always available to parents.

PCM23094 - PLANNING (Appendix 2)
Outer Dowsing Offshore Wind Farm – Consultations ongoing.
Sewage Treatment Works, Burgh Road – Decision pending.
Fairfield, Small End – Decision pending.
Land off Low Road – 22no modular homes for over 55s & construction of vehicular access – Decision pending.
Camp Site, Manor Bungalow, Howgarth Lane – Decision pending.

PCM23095 - FINANCE (Appendix 3)
All October payments were resolved for payment having been proposed by Cllr Patrick and seconded by Cllr Wood.  The Clerk advised that the payment to OnlineTrophies approved in September, was due for payment this month.

PCM23096 - VILLAGE HALL
Jayne Richardson has been co-opted as a member of the Village Hall Committee.

A new Friskney Show Committee has been formed with Andrew Shaw as Chair.  Cllr Hill suggested he consider joining the Village Hall Committee so both groups can work together.

New flooring has been laid in the disabled toilet.

52 seats have been booked on the shopping trip, 22 tables sold for the Craft Fair and all bingo dates booked.

The bar will open on New Year’s Eve from 7:30pm-12:30pm.  Music and nibbles will be provided and all are welcome.

PCM23097 - PLAY AREA
Further tarmac repairs are being planned by Vere Bros.

Following the RoSPA inspection, a tool is required to tighten some of the gym equipment bolts and a new cap for one of the handles is also required.  Action – Clerk to contact original installer.

Cllr Wickham advised that a gentleman had slipped on algae in the play area which caused him to knock his son over too.  As this stage there is no action being taken but the Clerk requested details of the incident and gentleman concerned for her records.  Cllr Wickham was not willing to pass these details on and therefore the Parish Council are not able to deal with the issue.  Cllr Twigg agreed algae is an issue, despite spending time clearing it.  Alternative surfaces are to be considered in the Spring.

PCM23098 - CEMETERY/CHURCHYARD
Grass believed to be from The Anchor Inn is being dumped in the Churchyard.  Action – Clerk to make contact.

An apology has been received from the lady who laid ashes in the Cemetery without any approval.

The commemorative plaques have been received and Cllr Reeves has agreed to mount them.

PCM23099 - ALLOTMENTS
Nothing to report.

PCM23100 - CORRESPONDENCE
None received.

PCM23101 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
Three reports of blocked drains have been reported via the Clerk in the last couple of weeks and all have been closed by LCC stating they are cleared to schedule.  With flooding continuing, the Clerk will contact Cnty Cllr Bowkett.

The bushes/hedges on the corner of Church Lane/Church Road and the junction with Dickon Hill Road/Fodderdyke Bank need cutting back.  Action – Clerk to report online.

PCM23102 – COUNCIL DOCUMENT REVIEW
Nothing to report.

PCM23103 - URGENT MATTERS
Cllr Hill advised that Lincolnshire Wildlife Park are putting on Christmas Dinner for the older residents of the village.  More details will be published by them in due course.

The Clerk reminded the meeting that there is a Finance Committee meeting on 15th November at 6:30pm when the budget for next year will be set.

PCM23104 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 15th November 2023.  There being no other business the Parish Council meeting closed at 8:23pm.
