PCM25156 - APOLOGIES
Apologies were received and accepted from Cllr Downing and Cllr Holt.

PCM25157 - PUBLIC FORUM
A member of the public attended and recorded the meeting to follow up a complaint they raised about one of the M L and C M Booth Charity Trustees.  Cllr Smith advised that the matter was not one the Parish Council could address and contact should be made with the Charity Commission and the charity direct.

PCM25158 - DECLARATIONS OF INTEREST
Cllr Twigg in respect of the Public Forum and Churchyard Caretaker vacancy and Cllr Smith in respect of the payment to P K Farms.

PCM25159 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Nothing new to report.
Eaudykes/Lenton’s Lane (P322 Southern) – Footpath is good to walk on.  No action on the elder growing through rotten boards on bridge.
A52/Sea Lane (P335) – Footpath is good to walk on.  No action on the broken sign.  Photo and location of a second broken sign to be sent to the Clerk.
Sickling Lane/3 Way Post (P336) – Footpath is good to walk on.
Chapel Lane/Eaudykes (P337) – The hedge has been cut.
Church/Field Lane (P338) – Nothing new to report.
Beacon/Church (P339) – Nothing new to report.

PCM25160 – CHAIR’S REMARKS
Malc Sands is no longer able to continue as Churchyard Caretaker and a vacancy is to be advertised.  John Bishop has been helping in the interim and his hours are to be reimbursed.  A thank you letter to be sent to both by the Clerk.

Moles are still an issue in the Churchyard and Cllr Hill agreed to chase the contractor.

PCM25161 - PREVIOUS MINUTES
The minutes from the September Parish Council Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Hill.

PCM25162 – DISTRICT COUNCILLOR’S REPORT
The last engagement events in South and East Lincolnshire for residents to see the Local Government Reorganisation plans are Boston (15th October - 6.30pm to 8.00pm) and Skegness (21st October – 6.00pm to 8.00pm).

The seasonal beach ban for dogs ended on 30th September so dogs are now allowed on all beaches in Skegness, Mablethorpe and Sutton on Sea.

Council Tax Support Scheme 2026/27 consultation is now live.  The current scheme offers up to 85% support for working-age households with children and up 75% support for working-age households without children.

All 11 of LCC’s recycling centres now include a Community RePaint Store where you can donate/collect free paint that would otherwise have gone to waste.

Two new Pride In Place grant schemes are open for applications.  With a combined value of £950,000, it aims to invest in the environment, public spaces, community projects and public conveniences in East Lindsey.  The funding has been provided by the East Lindsey Investment Fund.

Councillor Community Grant funding for 2025/2026 has a total grant allowance of £4,000 to distribute to not-for-profit organisations.  Successful applications so far include Eastville, Midville and New Leake PC (£500 for refurbishment of memorial garden benches), Grandma’s Pudding Company Specialist Tearooms (£500 for the veranda project), Friskney PC (£200 for the War Memorial gate refurbishment), The Askefield Project (£405 for the Challenge Askefield Project) and Friskney Village Hall (£500 towards hall upkeep).  Applications are still welcome.

PCM25163 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

A grant application was received in respect of the proposed new Friskney Community Magazine.  It was resolved to send a donation of £400 towards set up costs having been proposed by Cllr Patrick and seconded by Cllr Twigg.

PCM25164 – COUNTY COUNCILLOR’S REPORT
Cnty Cllr Hume believes there are updates on the three outstanding issues below which she will send to the Clerk.

Speed/weight limit request from Church Lane residents is still pending.

P338 still has weeds protruding through the new surface causing multiple trip hazards.

P322 Southern still has elder growing through.

Following an extensive investigation by council officials and the Lincolnshire Road Safety Partnership, moves to improve a stretch of the A52 have been approved.  The plan includes installing an average speed enforcement system, repairing/replacing existing Vehicle Activated Safety Signs, installing solar powered LED road studs, a comprehensive signing and road marking assessment and signing and lining enhancements.  £300,000 is going into this scheme, with works expected to take place within the next 6-12 months.

PCM25165 - PLANNING (Appendix 2)
Outer Dowsing Offshore Wind Farm – Public consultation.
Ossian Offshore Wind Farm – Public consultation.
Seaways/National Grid – Replace existing overhead lines.
Askern House, Dickon Hill Road (Enforcement) – Siting static caravans without planning permission.

PCM25166 - FINANCE (Appendix 3)
All October payments were resolved for payment having been proposed by Cllr Reeves and seconded by Cllr Twigg.

PCM25167 - VILLAGE HALL
Next meeting is to be held on 30th October.

PCM25168 - PLAY AREA
Minster Servicing are yet to provide a date to carry out the tarmac repairs.

Equipment repainting is required and an application is to be made to the LCC Volunteering Scheme.  Cllr Twigg to advise details of the work so the Clerk can complete the application.

Two quotes were received for tree removal.  Both at the same price, but one included full stump removal so it was resolved to accept this quote having been proposed by Cllr Hill and seconded by Cllr Reeves.

A Play Area Committee meeting is to be held at 4:45pm on 20th October to discuss the actions from the RoSPA report.

Cllr Patrick has provided and distributed topsoil under the gym equipment with Cllr Twigg’s assistance.

The potential replacement of the wet pour surface might be suitable for a Pride In Place grant.

PCM25169 - CEMETERY/CHURCHYARD
Cllr Hill has asked the Bishop for a Certificate of Consecration.

Cllr Twigg mentioned the Church gate and archway might be suitable for a District Councillor Community Grant.

A third quote for additional ashes plots is still pending.  Cllr Hill to chase.

Cllr Twigg is yet to meet with a resident to discuss potential locations for a memorial bench in the Cemetery.

PCM25170 - ALLOTMENTS
Nothing to report.

PCM25171 - CORRESPONDENCE
None received.

PCM25172 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
A52 road closure signs and cones are not lit at night.  Cnty Cllr Hume to raise the issue.

With several issues already raised and set to No Further Action by LCC, Cnty Cllr Hume said she would invite a representative from Highways to the November meeting.

PCM25173 – COUNCIL DOCUMENT REVIEW
Following a request from Cllr Wickham to be removed from the Play Area & Ponds Committee, an updated Committee Structure was resolved for adoption having been proposed by Cllr Reeves and seconded by Cllr Hill.

It was resolved to enter a Closed Session to discuss the Cemetery Caretaker Vacancy.

PCM25174 – CEMETERY CARETAKER VACANCY
Three applications were received and all are to be invited to interview on 21st October.  Action – Clerk to arrange interviews.

PCM25176 - URGENT MATTERS
Following recent allegations about Cllr Wickham’s conduct, Cllr Reeves read a section of a transcript from a meeting between a member of the public and representatives of the Charity.  A full copy of the transcript is to be sent to the Clerk.  Cllr Wickham requested an apology from Cllr Hill which was not forthcoming.

PCM25177 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 19th November 2025.  There being no other business the Parish Council meeting closed at 8:45pm.
