MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD ONLINE VIA ZOOM
ON WEDNESDAY 16th SEPTEMBER 2020 AT 7.30PM

 

61.    PRESENT

62.    APOLOGIES

63.    PUBLIC FORUM
         None present.

64.    DECLARATIONS OF INTEREST
         Cllr K Smith in respect of Friskney United Charities Trustee nomination.

65.    P3 FOOTPATHS
         Mill Lane/Eaudykes (P322 Northern) – Broken sign has been replaced but the grass needs cutting.
         Eaudykes/Lenton’s Lane (P322 Southern) – The bridge has been replaced but the path is overgrown.
         Sea Lane/A52 (P335) – Silver birch trees have come down across the path.
         Sickling Lane/3 Way Post (P336) – The grass needs cutting.
         Chapel Lane/Eaudykes (P337) – No problems.  The Parish Council have been advised that rats are regularly seen on this footpath and as a result some residents are no longer using it.  Action – Clerk to report.
         Field Lane/School (P338) – Usual subsidence problems but repairs are waiting to be scheduled.
         Beacon/Church (P339) – No problems.

66.    PCSO
         Concerns raised about youngsters gathering on Chapel Lane/Field Lane but nothing seen by patrols.

67.    DISTRICT COUNCILLOR’S REPORT
         Nothing to report.

68.    COUNTY COUNCILLOR’S REPORT
         No report received due to holidays.

69.    CHAIRPERSON’S REMARKS
         Temporary signs put up about fly tipping and use of the glass/bottle banks.

         Waterloo Housing have been notified of an issue with rubbish at some of their properties.

         The back from the yellow rocker in the play area has been removed and requires replacement, CCTV may be considered to stop theft, vandalism and fly tipping.  Action – Clerk to buy replacement parts.

         Someone has used a wire brush on some of the older memorials in the Cemetery which thankfully doesn’t appear to have done any damage.  The Cemetery Caretaker has mentioned a new small mower may be
         required.

         The conservation area is being considered for a refurb by the Friskney United Charities Trust.

70.    THE MINUTES OF THE PARISH COUNCIL MEETING
         The minutes from the July Parish Council meeting were presented for approval.  Cllr Simpson and Cllr Reeves proposed and seconded the minutes respectively.

71.    ACTION LOG
         The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

         A replacement defibrillator cabinet and new shock pads have been installed on Eaudyke Road.

72.    PLANNING (Appendix 2)
         Coastal Zone Development Order - Issued to allow additional trading for caravan parks.

         The Smithy, Sea Lane – Pending decision.

         Lynwood, Burgh Road – Permission granted.

         School Farm, Main Road – Permission granted.

         The Anchor Inn, Church End – Permission granted.

         Fairfield, Small End – Permission granted.

         Mynholme, Chapel Lane – Permission granted.

         Abingdon Lodge, Church Road – Permission granted

         Methodist Chapel – This matter is with Planning Enforcement.

         Hoyles Mill – This matter is with Planning Enforcement.

73.    FINANCE (Appendix 3)
         All September payments were approved for payment, proposed by Cllr Reeves and seconded by Cllr Holt.

74.    VILLAGE HALL
         The Village Hall is due to reopen on 21st September with risk assessments having been done for all clubs.

75.    PLAY AREA
         A site visit has been requested to consider installation of a 3.3m Rota Web Climber.

         Cllr Twigg is continuing to sanitise the play area equipment 3-4 times a week.

         A sub-committee meeting is to be arranged to review the annual inspection report and what actions can be carried out by the Parish Council and what external resource is required.  Action – Cllr Hill to arrange.

76.    CORRESPONDENCE
         No new correspondence received.

         A resident offering to help with tackling the problem of dog fouling and litter was due to attend the meeting but this has been postponed until the next face to face meeting.

77.    NEW WEBSITE SETUP
         The Clerk advised that following training, a lot of work had been done on setting up the new website.  Whilst there is still a lot to do, a link to the new site is to be sent to all Parish Councillors for review and comment.
         Action – Clerk to send link.

78.    FRISKNEY UNITED CHARITIES TRUSTEE
         Mrs Nicola Smith will finish her term as a Trustee and is willing to stand for a further four year term.  After a very brief discussion, her reappointment was approved unanimously (Cllr Smith abstained from the vote
         having declared an interest).  Action – Clerk to notify the Secretary.

79.    HIGHWAYS ISSUES, REPAIRS & DEFECTS
         The bump along Burgh Road is to be reported again.  Action – Clerk to report again.

         The fly tipping on Patmans Lane has still not been cleared.  Action – Clerk to report again.

80.    URGENT MATTERS
         The bin outside the Church is missing and more may be required for the village going forward.  Discussion to take place at the next meeting.

81.    DATE AND TIME OF NEXT MEETING
         The next Parish Council meeting will be on Wednesday 14th October 2020.  There being no other business the Parish Council meeting closed at 8:07pm.
