MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD AT FRISKNEY VILLAGE HALL
ON WEDNESDAY 28th SEPTEMBER 2022 AT 7.30PM

The Chair opened the meeting and a one minute silence was observed to mark the death of Queen Elizabeth II.

63.    APOLOGIES
Cllr Holt and Cllr Simpson were absent from the meeting and apologies were received from PCSO J Richardson, Dist Cllr Dickinson, Cnty Cllr Bowkett and M Weedon.

64.    PUBLIC FORUM
None present.

65.    DECLARATIONS OF INTEREST
None received.

66.    P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Ground is good to walk on.
Eaudykes/Lenton’s Lane (P322 Southern) – Ground is good, grass is overgrown.
Sea Lane/A52 (P335) – Weeds are dying back, grass is long.
Sickling Lane/3 Way Post (P336) – Overgrown with nettles just past the house, good from the field onwards.
Chapel Lane/Eaudykes (P337) – Hedges have been cut back.
Field Lane/School (P338) – New footpath is great but weeds are already coming through.  Also the path itself has not been moved away from the dyke as was planned.  Action – Clerk to email Cnty Cllr Bowkett.
Beacon/Church (P339) – Ground is good to walk on.

67.    PCSO
PCSO Richardson has been in contact with a Fold Hill resident who raised concerns regarding speeding.  Checks will be carried out and some 30mph stickers were given.

68.    DISTRICT COUNCILLOR’S REPORT
Purple Lidded Bin - Unfortunately, the contractors have not managed to issue the paper and card bins in time for the first collection.  However, many do now have their purple lidded bins and hopefully the rest of us will receive ours soon so we may fill them ready for the next collection in 4 weeks.  Upon collection, the bins will be tagged and taken if there are any items in them that shouldn’t be.  Of course if it would contaminate the rest of the recycling, it will be rejected.  This will happen on the first collection and possibly the second collection, after which the bin will be rejected if it contains items that are not permitted.

Community Grant – No valid applications received from any organisations but I am hoping to support ‘Ending Domestic Abuse Now in Lincolnshire’ with some grant funding.  So I still have the entire £1,000 available.

Litter Bins – I have noticed and reported the litter bin on the corner of Burgh Road which is overflowing and I do not believe it has been emptied for around 3 weeks.  Please do let me know if you are aware of any others that seem to have missed a collection.

69.    COUNTY COUNCILLOR’S REPORT
Nothing to report.

70.    CHAIR’S REMARKS
Steve Brennan has resigned as Parish Councillor.  A vacancy will be advertised as soon as the official notice has been received from ELDC.  Action – Clerk to notify ELDC of the vacancy.

The new Rotaweb has been installed but with a few issues.  The surface is going to be laid to grass as soon as possible but in the meantime the equipment is still fenced off for safety.

A large bough fell from a tree in the churchyard breaking one sandstone memorial.  This has been laid down for safety but is sadly beyond repair.  The rest of the tree needs to come down urgently for safety reasons.  The most reasonable quote received was £850, it may be less depending on how long the job takes but it will be no more.

A cemetery inspection was carried with Cllr Twigg and a second visit is required with the Clerk for plot identification purposes.  Some plots require levelling and a list has been supplied to the Clerk to forward to the Cemetery Caretaker.  The hedges also require cutting but Cllr Smith advised it needed more than a trim and a revised quote should be requested.

71.    PREVIOUS MINUTES
The minutes from the June Finance Committee Meeting were presented for approval.  These were proposed by Cllr Patrick and seconded by Cllr Smith.  The minutes from the July Parish Council Meeting were presented for approval.  These were proposed by Cllr Wickham and seconded by Cllr Twigg.

72.    ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

Cllr Holland and Cllr Wood now have their new email addresses set up leaving Cllr Wickham, Cllr Holt and Cllr Scott still to complete theirs.

The hedges outside Mulberry House on Lentons Lane have now been cut back.

73.    PLANNING (Appendix 2)
Outer Dowsing Offshore Wind Farm – Scoping document received.
The Rosary, Eaudyke Road – Decision pending, no objections received.
Ashlea, Burgh Road – Decision pending, no objections received.
Land Off Low Road – Permission refused.
Land at Robin Cottage, Dickon Hill Road – Permission granted.
Mulberry House, Lentons Lane – Permission granted.
Methodist Chapel – This matter is with Planning Enforcement.
Ash Tree Farm – This matter is with Planning Enforcement.

74.    FINANCE (Appendix 3)
All September payments were approved for payment, proposed by Cllr Twigg and seconded by Cllr Patrick.  The July sheet was also signed having been updated with the August payroll.

The quote from Morgan Pell for £850 to remove the tree in the churchyard was approved unanimously having been proposed by Cllr Patrick and seconded by Cllr Smith.  Cllr Hill will instruct the contractors.

75.    VILLAGE HALL
A Village Hall Committee meeting is taking place next week.

The roofing works are underway but have been delayed due to staffing issues.  Some water ingress has been experienced but nothing too significant.

76.    PLAY AREA
As the cost of buying one concrete bin was higher than expected, it was considered more cost effective to buy two.  This was approved by a unanimous vote.  Action – Clerk to purchase.

Quotes have been received for the skate ramp/games area flooring repairs.  Having discussed the quotes, Vere Bros were approved for the work having been proposed by Cllr Patrick and seconded by Cllr Reeves.   Cllr Twigg to liaise with the contractors.

Cllr Holland advised that the grass cutting contractors have been using spray around the goal posts which has now left the area bare.  Action – Clerk to reaffirm via email that no spray is to be used within the contract.

Cllr Twigg is pricing up the cost of paint to freshen up the older play equipment.

77.    CEMETERY/CHURCHYARD
Nothing else to report other than items already discussed earlier in the meeting.

78.    ALLOTMENTS
Nothing new to report.

79.    CORRESPONDENCE
None received.

80.    HIGHWAYS ISSUES, REPAIRS & DEFECTS
There is a bad pothole near the entrance to Bridge Farm, 100m from Bromby Bridge crossroads.  Action – Clerk to report online.

Potholes near Windermere House on Low Road are getting worse.  Action – Clerk to report online.

The shrubs/hedges on the A52 side of Oaken Tea Rooms have been cut back.

Various hedges along Low Road have been cut back but a couple still need cutting.  Action – Clerk to contact owners.

81.    BOWMAN AVENUE BENCH
A report had been received from ELDC that a vehicle had severely damaged a bench on Bowman Avenue and it was removed for safety reasons.  Cllr Hill advised that it was not Parish Council property.

82.    PIZZA VAN
Cllr Holland received a request from the Friskney Show mobile Pizza Van to trade from the Village Hall car park on a regular basis.  It was agreed that as long as they provide bins and pick up any litter left after trading, a 4-week trial period would be approved.  If any costs are incurred by the Parish Council to clear up any rubbish, a charge will be made.  It was also agreed that the Secretary of Friskney United Charities be notified as a matter of courtesy.  Action – Clerk to email Cllr Holland and the Charity Secretary.

83.    URGENT MATTERS
None received.

84.    DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 19th October 2022.  There being no other business the Parish Council meeting closed at 8:33pm.
