PCM24147 - APOLOGIES
Apologies were received and accepted from Cllr Holt and Cllr Downing. Cllr Wickham had advised she would be late due to work.
PCM24148 - PUBLIC FORUM
None present.
PCM24149 - DECLARATIONS OF INTEREST
Cllr Hill in respect of a payment to the ICO and Cllr Smith in respect of a payment to PK Farms.
PCM24150 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Footpath was difficult to walk from the field near the metal gate.
Eaudykes/Lenton’s Lane (P322 Southern) – Overgrown weeds and grass by the metal gate have been cut.
Sea Lane/A52 (P335) – Nothing new to report.
Sickling Lane/3 Way Post (P336) – Footpath is good to walk but a little overgrown by the field behind the house.
Chapel Lane/Eaudykes (P337) – Nothing new to report.
Field Lane/School (P338) – Brambles are coming over the path at ground level near the house.
Beacon/Church (P339) – Footpath has been worked, ground is soft and dry to walk on.
Cllr Bowkett advised that new routes have been requested by the Ramblers Association.
PCM24151 – DISTRICT COUNCILLOR’S REPORT
ELDC will receive £834k from Government to assist with the deficit to council tax precept in relation to the IDB levies.
Annual Canvass is underway with emails/postal forms being sent residents in East Lindsey. This is a legal requirement and it is essential that all residents respond to keep their right to vote.
Pension Credit is one of the most under claimed benefits in Lincolnshire. Help your neighbours or family check their eligibility online www.gov.uk/pension-credit-calculator or call 0800 99 1234.
ELDC are calling for residents to submit nominations for their new Community Ambassador Awards scheme ahead of the ceremony in November. The nomination period will run for 5 weeks from 2nd September. The categories are Outstanding Achievement, Group Champion, Individual Champion and Youth Champion. To submit a nomination visit www.e-lindsey.gov.uk/communityawards before 11:59pm on 4th October 2024.
SELCP growth team continue offering advice to businesses and have introduced a series of free to attend webinars.
Global Tourism Solutions report record breaking benefits of tourism in East Lindsey, with visitors to the district generating £857m of economic impact in 2023 alone.
The South & East Lincolnshire Councils Partnership has won an APSE award - their Home Energy Advice and Retrofit team who won the Best Building and Housing Initiative award in Bristol on 12th September.
With over 5 months left, there is still £2,000 to award from the Councillor Community Grant Scheme.
PCM24152 – COUNTY COUNCILLOR’S REPORT
LCC took a motion to council regarding the Government’s decision to cut winter fuel payments to around 170,000 Lincolnshire residents. It was resolved to bring a council led awareness campaign to residents to alert those eligible for pension credit which would help them to access the winter fuel payment.
LCC have signed up to National Trading Standards scams charter ‘no blame no shame’ which aims to blame the criminal and stop the victim feeling shame. Joint action with other agencies signing up is to try and stem the increase in fraud, scams and financial abuse as 75% of UK adults have been targeted with 35% losing money.
LCC leader Cllr Hill along with Cllr Davies and officers met with Norfolk, Essex and Suffolk councils to discuss a collaborative approach to opposing the planned pylons. All agreed that everything must be done to try and stop them with a further meeting planned in the next few weeks to agree next steps.
The section 19 reports will be completed by the end of the month for the properties that were flooded in October.
Flu vaccinations to over 65s, pregnant women, and those with certain long-term conditions will be available from this month. Also the C19 vaccine will be commencing in September, if you are eligible you will be contacted.
The 6th round of the Household Support Fund has been announced taking the program up to April 2025.
Mental health support is now available 24/7 by dialling 111 and choosing option 2.

PCM24153 - CHAIR’S REMARKS
The mole issue in the cemetery is getting worse but Cllr Hill advised a visit is due this week. The hedge at the new cemetery was too high for the caretaker to cut so a contractor has been arranged and Cllr Smith has taken a trimmer in for repair. Ragwort is getting bad in the new cemetery so Cllr Smith will cut it with a view to spraying it next year.
Cllr Hill confirmed the upgraded CCTV system is now operational and registered with the ICO at £40 per year. It is also recommended to have an annual inspection at a cost of approximately £100.
The D-Day 80 memorial bench is now fully installed and has resulted in lots of lovely comments.
The Churchyard Caretaker has been asked to remove ivy from some yew trees and Cllr Hill has removed the broken Racing mower for disposal. Action - Clerk to update the asset list.
One of the commemorative oaks has died so is to be replaced with one of the trees being delivered in November.
The Bishop is consecrating the cemetery extension on 6th October. Whilst there is no fee for this, a £100 donation to the Church roof fund has been suggested.
PCM24154 - PREVIOUS MINUTES
An email from Cllr Wickham was read to the meeting asking for the July minutes to be amended to include a personal dispute which was raised at that meeting. As this was not a Parish Council matter, it was agreed that this did not need to be minuted. The minutes from the July Parish Council Meeting were presented for approval. These were resolved to be a true and accurate record having been proposed by Cllr Reeves and seconded by Cllr Twigg.
PCM24155 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.
The car park tarmac repairs/stump removal requires two more quote for comparison. Action – Clerk to obtain.
The Road Safety Partnership are taking no further action in respect of speeding on Fold Hill and Church Road. A quote of £2,250 for an Evolis Solar mobile pack was discussed. It was unanimously resolved not to purchase any equipment at this stage but the Clerk was asked to forward the details of a volunteer scheme run by the Road Safety Partnership to the resident who raised concerns about speeding. Action – Clerk to email resident.

The Clerk has arranged for Lentons to adopt the defibrillator from The Anchor.
A quote for a new laptop in the sum of £619.00 was presented by the Clerk. This was resolved to be purchased having been proposed by Cllr Hill and seconded by Cllr Twigg. The old one should be data wiped and sold. Action – Clerk to purchase.
PCM24156 - PLANNING (Appendix 2)
Mulberry House, Lentons Lane – New application for extension to existing dwelling.
Sewage Treatment Works, Burgh Road – Decision pending but equipment already on site.
Fairfield, Small End – Decision pending.
Outer Dowsing Offshore Wind Farm – Decision pending.
Fen Bank Greyhound Sanctuary – Permission granted.
Willow Beck, Sea Lane – Permission granted.
Avenue Farm, Mill Hill (Enforcement) – Occupancy of caravan.
Askern House, Dickon Hill Road (Enforcement) – Siting static caravans without planning permission.
Manor Bungalow, Howgarth Lane (Enforcement) – Siting static caravans without planning permission.
PCM24157 - FINANCE (Appendix 3)
All September payments were resolved for payment having been proposed by Cllr Reeves and seconded by Cllr Wood.
PCM24158 - VILLAGE HALL
A contribution of £342.88+VAT towards the CCTV upgrade was agreed.
Due to increased bar takings, the music license has increased to £580.00 as it is based on turnover.
The hire charges have been revised in line with other local halls.
A cheque for £500 was received from the Village Show Committee.
PCM24159 - PLAY AREA
Further maintenance works to be planned by Cllr Twigg.
Cllr Hill to organise quotes for the benches and bins to be reset in concrete.
Cllr Twigg to get a new quote from Vere Bros for the play area tarmac repairs only.
PCM24160 - CEMETERY/CHURCHYARD
The trees from the Woodland Trust are due for delivery to Cllr Holland between 4th and 15th November.
Insurers have asked for a value of the Churchyard walls. Action – Clerk to contact other Parish Councils.
PCM24161 - ALLOTMENTS
One of the allotments has not been maintained this year. Action – Clerk to contact tenant.
PCM24162 - CORRESPONDENCE
None received.
PCM24163 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
The hedge at Rose Cottage, Skirmore Road is overgrown and needs cutting. Action – Clerk to contact resident.
Wrights Lane has been resurfaced but needs sweeping.
Church Road will be closed for a short while to test the road surface to see why it has failed.
PCM24164 – COUNCIL DOCUMENT REVIEW
An updated Contact List was presented for review and it was resolved to adopt this document having been proposed by Cllr Twigg and seconded by Cllr Reeves. Action – Clerk to publish.
PCM24165 - URGENT MATTERS
The Clerk expressed an interest in an ICCM Cemetery Management & Compliance training course. It was agreed costs should be sought for joining the ICCM as well as the course. Action – Clerk to research.
Tree works at The Manor, Small End are due to take place later this year. There were no objections to this work.
PCM24166 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 16th October 2024. There being no other business the Parish Council meeting closed at 9:05pm.
