MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD AT FRISKNEY VILLAGE HALL
ON WEDNESDAY 17TH SEPTEMBER 2025 AT 7.30PM

PCM25136 - APOLOGIES
Apologies were received and accepted from Cllr Holt and Cllr Shaw.  Apologies were also received from M Weedon (P3 Co-Ordinator).

PCM25137 - PUBLIC FORUM
With three items for discussion, each member of the public was invited into the meeting to speak one at a time.  This allowed them to retain privacy when discussing their particular topic as they each left the meeting straight after.

A member of the public attended to discuss resurrecting the Parish Magazine in the form of a Friskney Community Magazine.  It was agreed by all that this would be a good thing for the village.  A grant was discussed and a form to be completed once a bank account had been set.  Action – Clerk to email the application form.

Two members of the public attended to discuss a potential planning application.  A few options were presented and the Parish Council agreed in principal that semi-detached housing was the better alternative and if new footpaths were installed, it would help with the application.

A member of the public attended to follow up a complaint they raised about one of the M L and C M Booth Charity Trustees at the July meeting.  Cllr Smith advised that he had spoken with representatives of the Charity and they had no concerns about the Trustee so no further action could be taken by the Parish Council.  The resident was asked to contact the Charity direct as any Trustee issues are their responsibility.

Cllr Patrick raised concerns about filming of the meeting and the Clerk advised Cllr Smith was aware before the meeting that a resident would be recording the meeting.

PCM25138 - DECLARATIONS OF INTEREST
Cllr Twigg in respect of the Public Forum and Cllr Smith in respect of the payment for padlocks to P K Farms.

PCM25139 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Footpath has been cut.
Eaudykes/Lenton’s Lane (P322 Southern) – Some parts have been cut but no action on the elder growing through rotten boards on bridge.
A52/Sea Lane (P335) – Footpath has been cut but the sign has rotten and fallen down.  Clerk has already reported it.
Sickling Lane/3 Way Post (P336) – Footpath has been topped.
Chapel Lane/Eaudykes (P337) – Hedge is overgrowing the footpath, grass and weeds have been cut.  Clerk to contact resident.
Church/Field Lane (P338) – Footpath and brambles have been cut.
Beacon/Church (P339) – Crop is growing but path is still walkable.

PCM25140 – DISTRICT COUNCILLOR’S REPORT
Following recent changes, postal voters are now required to reapply for their postal vote every three years.  Those who applied before 31st October 2023 are required to renew their application no later than 31st January 2026.

South & East Lincolnshire Councils partnership has a dedicated website for the reorganisation of Greater Lincolnshire.  The final proposal must be submitted by November.

The LEAD team won the Best Community & Neighbourhood Initiative award at the Association for Public Service Excellence annual service awards for their Energy and Retrofit Information Clinic van (known as ERIC for short.

Councillor’s Community Grants – £500 awarded to GPC Specialist Tearooms for their Veranda Project and £200 to Friskney Parish Council for the War Memorial gate refurbishment.

PCM25141 – CHAIR’S REMARKS
Burying bees in the cemetery and moles around the memorial bench have been reported to pest control.

The Churchyard Caretaker has had a small stroke so he has arranged for cover in his absence which Cllr Smith has approved.  Spray has been supplied by P K Farms.

A grave has been dug in the wrong place and has not been returfed.  Action – Clerk to contact gravedigger.

PCM25142 – COUNTY COUNCILLOR’S REPORT
A Facebook page called Wainfleet Division is being set up to allow easier communication with local residents.

The request from Church Lane residents is still pending.  Cllr Hume to request an update.

P338 still has weeds protruding through the new surface causing multiple trip hazards.  Cllr Hume to chase.

P322 Southern still has elder growing through which Cllr Hume is going to chase.

PCM25143 - PREVIOUS MINUTES
The minutes from the July Parish Council Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Patrick and seconded by Cllr Wood.

PCM25144 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

PCM25145 - PLANNING (Appendix 2)
Seaways/National Grid – Replace existing overhead lines
Outer Dowsing Offshore Wind Farm – Public consultation.
Ossian Offshore Wind Farm – Public consultation.
White House Farm – Permission granted.
Askern House, Dickon Hill Road (Enforcement) – Siting static caravans without planning permission.

PCM25146 - FINANCE (Appendix 3)
All September payments were resolved for payment having been proposed by Cllr Reeves and seconded by Cllr Hill.

PCM25147 - VILLAGE HALL
Bingo starts again in October.

Octopus are the new electricity supplier and already it is proving a lot more competitive.

Friskney Show Committee have given a donation to the Village Hall and grants are being sought for the flat roof over the kitchen and redecoration of various areas.

PCM25148 - PLAY AREA
Minster Servicing are yet to provide a date to carry out the tarmac repairs.  Cllr Downing to chase.

Two quotes are pending from contractors to take down the tree near the rotaweb to the same height as the fence.

Cllr Twigg requested a Play Area Committee meeting on site to discuss actions from the RoSPA report.  Cllr Patrick has some topsoil that can be used to fill in gaps under play area equipment.

Cllr Holland advised that to date there had been no communication with him from the insurance company regarding the recent skateboarding accident.  Action – Clerk to contact insurers.

PCM25149 - CEMETERY/CHURCHYARD
Cllr Hill is still waiting for the Diocese to send a Certificate of Consecration.

Two quotes for additional ashes plots have been received but a third is required due to the value of the project.  Cllr Hill to contact one further contractor.

Cllr Smith advised that the ivy growing on the church wall is being dealt with.

A resident would like to erect a memorial bench in the Cemetery and it was agreed that Cllr Twigg would meet them to discuss potential locations for discussion at the October meeting.  It should also be made clear that this would be at their personal cost.

PCM25150 - ALLOTMENTS
Two applications have been received for the plot being vacated by Cllr Wood.  It was unanimously resolved to approve the application from a new tenant.  Action – Clerk to contact the applicants.

PCM25151 - CORRESPONDENCE
Cllr Smith advised that the Friskney United Charities had contacted him with a proposal to close the sports field when any maintenance/mowing etc was taking place.  They asked for feedback from the Parish Council and it was generally considered impractical as external contractors do not advise when they are attending site.  It is also understood that the Charity is considering plans to provide a designated dog walking area.

PCM25152 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
LCC are proposing to extend the 30mph limit on Low Road between Oakwood House and Brickpits Cottage.  There were no objections to his.

Sea Lane is due for resurfacing but it also needs drainage improvements.  Action – Clerk to email Cnty Cllr Hume.

Fen Bank is starting to split open and the membrane is showing through.  Action – Clerk to report online.

A resident of Cheales Close has requested double yellow lines on both sides of the entrance due to nuisance parking.  The Clerk advised that this matter had already been forwarded to Cnty Cllr Hume to pick up with Highways.

PCM25153 - URGENT MATTERS
Cllr Hill challenged Cllr Wickham regarding alleged discussions with a resident regarding closed group meetings between Parish Councillors.  Cllr Wickham vehemently denied this and Cllr Hill believes there is a recording of the discussion which will be requested to try and settle the matter.

PCM25154 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 15th October 2025.  There being no other business the Parish Council meeting closed at 9:30pm.
