MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD AT FRISKNEY VILLAGE HALL

PCM26146 - APOLOGIES
Apologies were received and accepted from Cllr Holt and Cllr Reeves. Cllr Downing was absent. Apologies were also received from Dist Cllr Dickinson.
PCM26147 - PUBLIC FORUM
Three members of the public attended the meeting to observe proceedings. The fourth member of the public recorded the meeting and asked the Parish Council if they would object to the proposal to convert the old conservation area on Charity land for dog walking purposes. Cllr Smith advised that the Parish Council had not formally been advised of the plans and were therefore unable to give any comment or opinion and that any issue with the plans should be taken up with the Charity direct. Cllr Smith also answered a question regarding the cutting of the grass within the newly fenced off area and confirmed it was not being paid for by the Parish Council. A further question regarding ownership of the strip of land between private property fencing and the footpath was asked. The gentleman was advised to query with the Solicitor who carried out the property conveyancing and/or LCC Highways.
PCM26148 - DECLARATIONS OF INTEREST
None received.
PCM26149 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Footpath is good to walk on.
Eaudykes/Lenton’s Lane (P322 Southern) – Grass and nettles are getting tall, had to walk on field.
A52/Sea Lane (P335) – Nothing new to report.
Sickling Lane/3 Way Post (P336) – Footpath is difficult to walk.
Chapel Lane/Eaudykes (P337) – Hedge starting to grow over and weeds/grass are tall on both sides of the footpath.
Church/Field Lane (P338) – Holes are worse and still no anti-slip on footbridge.
Beacon/Church (P339) – Weeds are getting tall.
PCM26150 – DISTRICT COUNCILLOR’S REPORT
The Secretary of State for Housing, Communities and Local Government has announced that Local Government Reorganisation in Greater Lincolnshire will be reviewed and paused following updated legal advice received.
Food waste recycling is still due to start 19th October with delivery of caddies ongoing. Residents will receive further information and an updated collection calendar for all waste and recycling collections through the post.
The Lloyds Tour of Britain Stage Two was a resounding success, bringing world-class cycling to East Lindsey and attracting thousands of spectators to towns and villages along the 180.2km route creating a great atmosphere.
ELDC residents are invited to take part in a consultation on the Council Tax Support Scheme for 2027/28.
A pilot project aims to establish Horncastle as East Lindsey's first Age-Friendly town.
Over £4,000 is available this year via the Community Grant Scheme - email carleen.dickinson@e-lindsey.gov.uk to apply. Grants already awarded - £100 towards LIVES and £406 to Friskney Village Hall for a new noticeboard.
PCM26151 – COUNTY COUNCILLOR’S REPORT
No report received.
PCM26152 – CHAIR’S REMARKS
Cllr Smith advised the Cemetery and Churchyard are both looking better now the grass is growing again. Further repairs were needed to the Churchyard mower and a wasp nest in the Cemetery needs attention.
With the Precept not due until October, Cllr Smith mentioned that funds are running low.
PCM26153 - PREVIOUS MINUTES
The minutes from the July Parish Council Meeting were presented for approval. These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Patrick.
PCM26154 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.
New data from the speed indicators was presented and was well received.
PCM26155 - PLANNING (Appendix 2)
Ossian Offshore Wind Farm – Public consultation.
Seaways/National Grid – Replace existing overhead lines.
Autumn Lodge, Eaudyke Road – Decision pending.
Askern House, Dickon Hill Road (Enforcement) – Enforcement action closed.
PCM26156 - FINANCE (Appendix 3)
All September payments were resolved for payment having been proposed by Cllr Hill and seconded by Cllr Patrick. An additional payment for lawn mower repairs was also approved having been proposed by Cllr Twigg and seconded by Cllr Shaw.
PCM26157 - VILLAGE HALL
A blocked drain which was causing a smell has been cleared.
Strip lights are being replaced with LEDs and electricity supply is being moved from Octopus to Smartest Energy.
PCM26158 - PLAY AREA
Vere Bros have carried out additional works to the entrance and it was resolved to authorise the invoice having been proposed by Cllr Hill and seconded by Cllr Wickham.
A written quote for repairs on the Junior Multiplay equipment and a new bracket on the skate ramp are still pending plus further repairs are required to the MUGA fencing following the recent RoSPA report.
A new gate is required due to rotting timber. Cllr Twigg to provide quotes to the Clerk who can then apply for a grant. Action – Clerk to obtain grant application from Dist Cllr Dickinson.
PCM26159 - CEMETERY/CHURCHYARD
Works on the ashes plots are now complete but grant funding is not possible for the Cemetery.
The yew trees at the Churchyard are overgrown and need cutting back. The Parochial Church Council have approved the Parish Council can take the necessary action to resolve the issue. Cllr Hill to contact the Diocese for formal approval and the Clerk to check if any TPO’s exist. Action – Clerk to check TPO register.
PCM26160 - ALLOTMENTS
One tenant requested a wayleave payment but has since agreed there is no entitlement.
PCM26161 - CORRESPONDENCE
ElanCity have offered a warranty extension on the two speed indicators. With funds a little low and the renewal not until January, it was agreed to hold off a decision until the October meeting.
An offer to clean up the War Memorial was declined but it was suggested the wet pour surfaces in the Play Area, MUGA fencing and Churchyard pathways could be pressure washed. Action – Clerk to contact resident.
PCM26162 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
Fly tipping in layby on A52 near Wrights Lane. Action – Clerk to report online.
Bushes at the Barley Mow are blocking the view from Sea Lane towards Skegness. Action – Clerk to report.
PCM26163 – COUNCIL DOCUMENT REVIEW
A review of Cemetery Fees was undertaken following data gathering by the Clerk from five other local cemeteries. A proposal was presented to increase cemetery fees and simplify the wording of each service offered. It was resolved to adopt the new fee structure from 1st October having been proposed by Cllr Wickham and seconded by Cllr Wood.
PCM26164 - URGENT MATTERS
The car park hedges need cutting back and Cllr Smith agreed to discuss with the Churchyard Caretaker.

Cllr Smith summarised the Witham Fourth IDB plan to replace the Hobhole Pumping Station estimated to cost £180m.

The next Parish Council meeting will be on Wednesday 21st October 2026. There being no other business the Parish Council meeting closed at 9:06pm.
