MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD ONLINE AT FRISKNEY VILLAGE HALL
ON WEDNESDAY 14th JULY 2021 AT 7.30PM

41.    PUBLIC FORUM
None present.

42.    DECLARATIONS OF INTEREST
None received.

43.    P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Path and hedges have both been cut.
Eaudykes/Lenton’s Lane (P322 Southern) – The grass has been cut.
Sea Lane/A52 (P335) – Overgrown with grass and weeds, nettles are 4’ tall in places.
Sickling Lane/3 Way Post (P336) – No problems.
Chapel Lane/Eaudykes (P337) – The hedges need cutting back.
Field Lane/School (P338) – Cllr Bowkett is trying to bring the maintenance work forward from the scheduled date of October 2021.
Beacon/Church (P339) – No problems.

44.    PCSO
PCSO Richardson was not in attendance but a written report was received with the following key points.

Speed checks have been carried out on Church Road with tickets issued.

45.    DISTRICT COUNCILLOR’S REPORT
Nothing to report.

46.    COUNTY COUNCILLOR’S REPORT

Since November 2020, the Greater Lincolnshire Online Jobs Fairs have supported over 4,000 individuals.  If you or someone you know would benefit from attending the next fair (free for both exhibitors and visitors), please visit www.greaterlincsjobsfair.co.uk.

A new 'litter picking kit' hire scheme is set to be launched across Lincolnshire to help support communities to keep their areas clean.  From the middle of July, over 500 free kits will be available for hire via libraries and community hubs across the county.  Kits contain high-vis jackets, litter grabbers, bags, advice and risk assessments.  To reserve a kit phone 01522 552222.

NHS Every Mind Matters campaign has a special Covid-19 hub with comprehensive information on how to cope with a range of situations and issues including adjusting to coming out of lockdown, coping with financial issues, and working from home.

A review of all urology services across Lincolnshire’s hospitals has been launched by United Lincolnshire Hospitals Trust.  As part of this, they would like your comments on their proposals via their website.

Stunning images were unveiled as Natural History Museum's Wildlife Photographer of the Year arrived at The Collection Museum, Lincoln on Saturday 3 July.  This exhibition is open until September.

47.    CHAIRPERSON’S REMARKS
CCTV installation is now complete with additional metal signage to be erected.

Cllr Hill and others attended the multi-agency engagement event and one of the issues discussed was the parking at the school.

48.    THE MINUTES OF THE PARISH COUNCIL MEETING
The minutes from the June Parish Council Meeting and Finance Committee Meeting were presented for approval.  The Parish Council minutes were proposed by Cllr Holt and seconded by Cllr Wood.  The Finance Committee minutes were proposed by Cllr Holt and seconded by Cllr Simpson.

49.    ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

The Committee Structure & Policy that was reviewed and amended at the May meeting was adopted having been proposed by Cllr Patrick and seconded by Cllr Wood.  Action – Clerk to update website.

The Standing Orders amendment will be reviewed for adoption at the next meeting.

A replacement printer for the Clerk is required at a cost of £174-£214 plus VAT.  This spend was approved having been proposed by Cllr Twigg and seconded by Cllr Patrick.  Action – Clerk to purchase printer.

50.    PLANNING (Appendix 2)
Peters Eden Farm – New application received for a workroom with store, tool shed, reception and access road.
South Cottage, Fold Hill – New application received for an extension to ground and first floor accommodation.
10 Wildmore Crescent - Application pending.
Good Intent Stores, Church Road – Application granted
Methodist Chapel – This matter is with Planning Enforcement.
Hoyles Mill – This matter is with Planning Enforcement.
Ash Tree Farm – This matter is with Planning Enforcement.

51.    FINANCE (Appendix 3)
All July payments were approved for payment having been proposed by Cllr Holt and seconded by Cllr Twigg.

52.    VILLAGE HALL
The Village Hall will shortly re-open in line with Government guidelines.  However all users will be advised to wear a face covering and use the hand sanitizer when entering the hall.  Once inside the hall, users can remove their face covering if they wish.  A maximum of two people in the kitchen is advised and all surfaces to be cleaned after use and all tables are to be cleaned with anti-bacterial wipes after use.  To keep the hall open, all users are asked to adhere to these guidelines as much as possible.

The roofing contractor has advised that the cost of materials is constantly increasing.  However, a 30% deposit has been agreed to secure the quoted price throughout the contract period without any further increase being charged.

53.    PLAY AREA
With temporary repairs done to the yellow rocker, it was proposed that a replacement seat be purchased from the manufacturer at a cost of approximately £300.  The invoice for the temporary repairs was also approved for payment.  Proposed by Cllr Patrick and seconded by Cllr Holt.  Action – Clerk to contact manufacturer.

With people jumping over the fence to retrieve footballs etc, this has caused the fence to become unstable.  The Clerk suggested that a gate may need to be reinstalled to allow users easier access.

54.    CEMETERY/CHURCHYARD
A site meeting is required to discuss the conservation area at the Churchyard.  Action – Clerk to arrange.

Following the annual cemetery inspection, it was agreed that plot markers need to be insisted upon within the Cemetery Regulations.  Action – Clerk to amend regulations for review at the next meeting.

Additional pea gravel has been delivered and a working party to meet on site to distribute across the plots.

Cllr Smith has topped the grass on the extension plot.

55.    ALLOTMENTS
Nothing to report.

56.    CORRESPONDENCE
The July issue of Clerks & Councils Direct was made available for those who wish to read it.

57.    HIGHWAYS ISSUES, REPAIRS & DEFECTS
The bump on Burgh Road has now been removed.

Following repairs to Holland Lane, the speed signs are all facing the hedges and need turning round.  Action – Clerk to report online.

The hedges near Nurses Corner are overgrown and make the footpath difficult to use.

Streetlight No 7 on Church Road is permanently lit, despite trees having been cut back.  Action – Clerk to report online.

58.    URGENT MATTERS
Newlands bungalow on Low Road is empty but it was reported that a window is open and rats are an increasing problem.  Action – Clerk to try and contact the owner.

59.    DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 15th September 2021.  There being no other business the Parish Council meeting closed at 8:14pm.
