MINUTES OF THE FRISKNEY PARISH COUNCIL PLAY AREA & POND
COMMITTEE MEETING HELD AT FRISKNEY VILLAGE HALL
ON THURSDAY 22nd JULY 2021 AT 6.00PM

2.      APOLOGIES
Cllr P Holland, Cllr S Holt, Cllr D Reeves and Cllr K Smith.

3.      DECLARATIONS OF INTEREST
Cllr Scott and Cllr Twigg in respect of the PSPO application.

4.      CHAIRPERSON’S REMARKS
M L & C M Booth Charity have approached ELDC regarding a PSPO being applied to some of their land.  They have been advised that the Parish Council need to formally apply but with the support of the charity.

5.      PSPO APPLICATION
The application form had been completed in draft format by the Clerk and circulated to all Parish Councillors for review prior to the meeting.  The areas covered by the application are the sports field, cricket square, tennis court, children’s play area and the bowling green.  The application and supporting documents were discussed and it was made clear to all present that should their application be successful, they would be responsible for the enforcement of the PSPO and that a list of volunteer wardens would be required and that these wardens would also receive full training from ELDC.

A vote on whether the Parish Council should make a formal application for a PSPO was made.  With Cllr Smith voting by proxy in favour of the application and only Cllr Wickham voting against, the application was passed with a majority of 8 to 1.  Cllr Wickham was given the opportunity to formally state why she wasn’t in favour of the application and explained that she felt the area wasn’t used by many people other than those walking their dogs.  It was suggested that the drop in numbers of people using the area for picnics, sports and get togethers was mainly due to the dog fouling that is often found to be present in these areas since people started exercising their dogs on and off the lead.

The Clerk advised that supporting documents and evidence would be gathered and once complete, the full information would be circulated to all Parish Councillors.

Cllr Smith plus all Parish Councillors present (with the exception of Cllr Brennan and Cllr Wickham), agreed to be put forward as volunteer wardens with further names expected to come forward via the charity.
