MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD ONLINE VIA ZOOM
ON WEDNESDAY 17th JUNE 2020 AT 7.30PM

22.    APOLOGIES

23.    PUBLIC FORUM
         None present.

24.    DECLARATIONS OF INTEREST
         None received.

25.    P3 FOOTPATHS
 
        Mill Lane/Eaudykes (P322 Northern) – Broken sign still not replaced.

         Eaudykes/Lenton’s Lane (P322 Southern) – No problems.

         Sea Lane/A52 (P335) – Parts of the path are very overgrown and are getting difficult to walk.

         Sickling Lane/3 Way Post (P336) – No problems.

         Chapel Lane/Eaudykes (P337) – No problems.

         Field Lane/School (P338) – Usual subsidence problems but markings for repairs have been made.

         Beacon/Church (P339) – No problems.

26.    PCSO
         High vis patrols are continuing in and around the Parish and speed monitoring checks have taken place on Church Road and Eaudyke Road.

27.    DISTRICT COUNCILLOR’S REPORT
         The proposed alliance between Boston Borough and ELDC is not going ahead at this time but may still be considered at a later date.

         Support was given to the Planning Committee for the Fern House, Field Lane planning application.

         ELDC are working with businesses in the area to provide help and advice about new and safe working methods post Covid-19.

28.    COUNTY COUNCILLOR’S REPORT
         Over 23,800 bookings have been made at the Household Waste Recycling Centres with positive feedback received about the new system.  Please visit www.lincolnshire.gov.uk/clickandtip for more information.

         Schools are beginning to re-open their doors to more pupils.  Parents/Carers are being asked to transport children to school where possible but please go to www.lincolnshire.gov.uk/schooltransport for support.  For
         children still learning at home, go to www.lincolnshire.gov.uk/coronavirus for a range of resources.

         30 Facebook Portals have been provided to care homes and a further 5 to supported living venues to help residents reach their families.  The Portals were donated by NHSX as part of a national scheme.

         The Ordnance Survey and Natural England have created The Getting Outside During Covid-19 website bringing together current Government advice plus suggestions of where to go and things to do outdoors.

         NHS Test & Trace has launched and anyone with symptoms can book a swab test at www.gov.uk/guidance/coronavirus-covid-19-getting-tested whilst essential workers can visit
         www.gov.uk/apply-coronavirus-test-essential-workers to book a test.

29.    CHAIRPERSON’S REMARKS
         Papers relating to the boundary dispute between All Saints Church and The Anchor Inn are now with the Arch Deacon for the Boston area.

         The Cemetery Caretaker has now completed a 3-month probation and with no objections received, it was agreed to continue with their service on a permanent basis.  Proposed by Cllr Smith and seconded by Cllr
         Wickham.

30.    THE MINUTES OF THE PARISH COUNCIL MEETING
         The minutes from the May Parish Council meeting were presented for approval.  Cllr Wickham and Cllr Holt proposed and seconded the minutes respectively.

31.    ACTION LOG
         The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

         A replacement defibrillator cabinet has been ordered and will be installed on Eaudyke Road as soon as possible.

32.    PLANNING (Appendix 2)
         Lynwood, Burgh Road – New application received for siting of a static caravan during rebuild.

         School Farm, Main Road – New application received for change of use from farm buildings to holiday lets.

         The Old Granary – Appeal in progress.

         Orchard View – Permission granted.

         Fern House – Permission granted.

         Cherry Tree Cottage – Permission granted.

         5 Burgh Road – Permission granted.

         Methodist Chapel – This matter is with Planning Enforcement.

         Hoyles Mill – This matter is with Planning Enforcement.

33.    FINANCE (Appendix 3)
         All June payments were approved for payment at the earlier Finance Committee meeting.

34.    VILLAGE HALL
         The defibrillator has now been installed and new flooring is planned for the gent’s toilets.

         A Retail, Hospitality and Leisure Grant of £10k from ELDC has been applied for.

35.    PLAY AREA
         The repairs to the edges of the wet pour surface and the fencing have now been completed.

         New play area equipment is still to be discussed once lockdown restrictions have been lifted.

36.    CORRESPONDENCE
         None received.

37.    CEMETERY REGULATIONS
         The revised Cemetery Regulations and Breach of Cemetery Regulations documents were both adopted.  Proposed by Cllr Wood and seconded by Cllr Reeves.  Action – Clerk to update the notice board.

38.    HIGHWAYS ISSUES, REPAIRS & DEFECTS
         The conifers at the A52/Low Road South junction need cutting back.  Action – Clerk to contact owner.

39.    URGENT MATTERS
         None received.

40.    DATE AND TIME OF NEXT MEETING
         The next Parish Council meeting will be on Wednesday 15th July 2020.  There being no other business the Parish Council meeting closed at 8:10pm.
