PCM26104 - APOLOGIES
Apologies were received and accepted from Cllr Holt and Cllr Smith.
PCM26105 - PUBLIC FORUM
One member of the public attended the meeting to observe proceedings.
PCM26106 - DECLARATIONS OF INTEREST
None received.
PCM26107 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Nothing new to report.
Eaudykes/Lenton’s Lane (P322 Southern) – Weeds prevent you from walking beyond the telegraph pole.
A52/Sea Lane (P335) – Nothing new to report.
Sickling Lane/3 Way Post (P336) – Nothing new to report.
Chapel Lane/Eaudykes (P337) – Footpath has been cut.
Church/Field Lane (P338) – Weeds have been cut, tarmac is crumbling more and no slip resistance on footbridge.
Beacon/Church (P339) – Field has crop in it but path is still walkable.
PCM26108 – COUNTY COUNCILLOR’S REPORT
Cllr Hume apologised for being unable to attend recent meetings due to a family bereavement and thanked the Parish Council for their understanding. Whilst still not fully up to date on outstanding issues, Cllr Hume agreed to email the Clerk regarding the weight limit on Church Lane and the weed issue on P338.
Cllr Hume has a £3,000 District Councillor Grant Fund available should any local projects require financial assistance.

PCM26109 – DISTRICT COUNCILLOR’S REPORT
East Lindsey will play a prominent role in the 2026 Lloyds Tour of Britain Men, hosting the finish of Stage 2 in Skegness. The event will take place on 3rd September, bringing a major international cycling race to the district.

Two application forms have been issued for the District Councillors Community Grant. There is £4,000 grant funding this year so organisations should contact Dist Cllr Dickinson by email - carleen.dickinson@e-lindsey.gov.uk

PCM26110 – CHAIR’S REMARKS
Cllr Smith advised the Clerk the Churchyard mower required another drive cable which was fitted free of charge. Also, he had arranged for the hedges in the Village Hall car park to be cut in time for the Friskney Show.
Parking on the grass verge by the bus stop at Fold Hill is still causing a nuisance.
PCM26111 - PREVIOUS MINUTES
The minutes from the May Annual Parish Council Meeting were presented for approval. PCM26112 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.
The initial data from the speed indicators has been reviewed by the Clerk but it still needs a little more clarification.
PCM26113 - PLANNING (Appendix 2)
Autumn Lodge, Eaudyke Road – New application for change of use to form a single dwelling.
Ossian Offshore Wind Farm – Public consultation.
Seaways/National Grid – Replace existing overhead lines.
Askern House, Dickon Hill Road (Enforcement) – Enforcement notice issued and an appeal raised.
PCM26114 - FINANCE (Appendix 3)
All June payments were resolved for payment having been proposed by Cllr Twigg and seconded by Cllr Shaw.
PCM26115 - VILLAGE HALL
Friskney Friends has folded but Café Connect are serving food from the Village Hall two days a week.
The Abba tribute band was a big success and more music events are being planned.
Cllr Holland agreed to spray the weeds in the car park which are starting to disturb the tarmac.
The cost of hiring the Village Hall is due to increase and Cllr Twigg queried why this was necessary as the bank balance was quite healthy. Cllr Hill advised it was partly to bring the fees in line with similar halls in the area. It was also mentioned that funds needed to be kept in reserve for emergency repairs or a potential boiler replacement.
PCM26116 - PLAY AREA
Vere Bros have completed the initial tarmac repairs but with a further quote is pending for the entrance.
Cllr Hill to chase a written quote for repairs on the Junior Multiplay equipment and a new bracket on the skate ramp.
The Clerk explained the potential funding for a Monkey Challenge and/or Target Trainer. It was agreed that these items are too large for the Play Area and following a unanimous vote, it was resolved not to apply.
PCM26117 - CEMETERY/CHURCHYARD
Works on the new ashes plots are due to start on 3rd August and is likely to take 5 days.
Cllr Twigg advised that Margaret Sharpe is still wanting to install a memorial bench in the Cemetery and Cllr Reeves agreed to attend site with them to confirm a suitable location.
PCM26118 - ALLOTMENTS
Nothing to report.
PCM26119 - CORRESPONDENCE
A request from the Lincolnshire Recovery Partnership has been received in respect of parking a clinical van in the Village Hall car park. Whilst it was considered a good idea, it was resolved to ask for more information such as frequency and what area they expected people to attend from. Action – Clerk to respond.
PCM26120 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
Cllr Patrick advised works had been completed on Sea Lane which should stop flooding.
PCM26121 – COUNCIL DOCUMENT REVIEW
As requested at the May meeting, an updated Committee Structure & Policy was submitted for review. Changes had been made to the Play Area Committee. It was resolved to adopt the new version having been proposed by Cllr Downing and seconded by Cllr Reeves.
PCM26122 - URGENT MATTERS
The Clerk is on holiday from 27th July so the phone would be managed by Cllr Smith or Cllr Hill during that time.
PCM26123 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 15th July 2026. There being no other business the Parish Council meeting closed at 8:31pm.
