HELD AT FRISKNEY VILLAGE HALL
ON WEDNESDAY 20TH MARCH 2024 AT 7.30PM

PCM24044 - APOLOGIES
Apologies were received and accepted from Cllr Holt.  Cllr Simpson was absent with apologies received after the meeting.  Apologies were received from County Cllr Bowkett.

PCM24045 - PUBLIC FORUM
None present.

PCM24046 - DECLARATIONS OF INTEREST
None received.

PCM24047 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Footpath is drying out and good to walk on.
Eaudykes/Lenton’s Lane (P322 Southern) – The ground is drying out and grass is okay to walk on.
Sea Lane/A52 (P335) – Nothing new to report.
Sickling Lane/3 Way Post (P336) – Footpath drying out and good to walk on, hedges have been cut.
Chapel Lane/Eaudykes (P337) – Nothing new to report.
Field Lane/School (P338) – Some holes have crumbled more in the new surface.
Beacon/Church (P339) – Nothing new to report.

PCM24048 – DISTRICT COUNCILLOR’S REPORT
ELDC has set its precept for the coming year with an increase of 3.06% which equates to a £4.95 increase on a Band D property.  Council Tax bills are now being delivered and include a ‘How your £10 is Spent’ visual.

SELCP leaders issued a joint statement on the National Grid pylon proposal voicing their concerns over the major impact the plans could have on our communities and the environment.

Public Sector Partnership Services Limited have organised a Supplier Engagement Event to speak with local suppliers and businesses to provide details around Public Sector Procurement.  The event will take place on 17th April, with a choice of locations.

ELDC will be purchasing and flying the D-Day 80 Flag of Peace to commemorate the 80th Anniversary on 6th June 2024.  Communities are invited to light their beacons at 9.15pm on 6th June 2024.

PCM24049 – COUNTY COUNCILLOR’S REPORT
Nothing new to report.

PCM24050 - CHAIR’S REMARKS
Ian Burton has been appointed as the new Cemetery Caretaker.  A handover will take place on 31st March.

We are unable to add cameras to the existing CCTV system so a quote for a replacement is pending.  The camera in the Play Area has been knocked down but is still working so will need to be reinstated.

PCM24051 - PREVIOUS MINUTES
The minutes from the February Parish Council Meeting and the Extraordinary Parish Council Meeting held on 6th March were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Smith and Cllr Twigg and Cllr Scott respectively.

PCM24052 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

Objections to the National Grid Upgrade have been submitted.

The insurance of the Churchyard walls is still a concern and the Clerk is going to liaise with the Parochial Church Council.  However the Clerk advised that the insurance renewal will need to be processed and if the walls are the Parish Council’s responsibility, they can be added later.

PCM24053 - PLANNING (Appendix 2)
Land adjacent to Lynwood, Burgh Road – Decision pending.
Everest Lodge/Robins Nest, Holland Lane – New application received for change of use to form 1no holiday let.
Sewage Treatment Works, Burgh Road – Decision pending.
Fairfield, Small End – Decision pending.
Land off Low Road – 22no modular homes for over 55s & construction of vehicular access – Decision pending.
Outer Dowsing Offshore Wind Farm – Formal application now with ELDC.
Highfield House, Field Lane – Closed by Enforcement as property no longer trading as a holiday let.
Camp Site, Manor Bungalow, Howgarth Lane – Permission refused.

PCM24054 - FINANCE (Appendix 3)
Following receipt of a list of cut dates for the last season, the invoice from T A Blackamore was resolved for payment having been proposed by Cllr Smith and seconded by Cllr Reeves.

All March payments were resolved for payment having been proposed by Cllr Wood and seconded by Cllr Patrick.

PCM24055 - VILLAGE HALL
The Village Hall Committee are meeting next week.

PCM24056 - PLAY AREA
The replacement gym equipment handle cap is due for delivery W/E 29th March.

Due to the trip hazard caused by tree roots lifting the tarmac at the play area entrance and in the Village Hall car park, a quote from Vere Bros was resolved to be accepted having been proposed by Cllr Reeves and seconded by Cllr Wickham.  Action - Cllr Twigg to contact the Contractor.

Cllr Hill to contact S Holland to check out the  fencing next to the conservation area as it is not very stable.

PCM24057 - CEMETERY/CHURCHYARD
Consecration of the Cemetery extension is planned for April/May.

PCM24058 - ALLOTMENTS
The invoice is still pending for the drainage works recently completed.

Allotment renewal letters are due to be sent out.  Action – Clerk to send renewals.

PCM24059 - CORRESPONDENCE
None received.

PCM24060 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
Deep pothole in the middle of Fen Bank just before The Apiary.  Action – Clerk to report online.

Deep pothole on Low Road outside Roche Dene.  Action – Clerk to report online.

A section of bad potholes on Lentons Lane near the footpath entrance.  Action – Clerk to report online.

Broken fencing on Marfleet Bridge.  Action – Clerk to report online.

Several fly tipping reports were noted across the village.  Action – Clerk to report online.

PCM24061 – COUNCIL DOCUMENT REVIEW
A new Grant Awarding Policy and Grant Application Form were reviewed and grant limits were resolved for inclusion having been proposed by Cllr Reeves and seconded by Cllr Twigg.  Action – Clerk to update documents for adoption at the April meeting.

Standing Orders were updated with the revised wording on Public Contracts following the LALC model.  This document was resolved for adoption having been proposed by Cllr Twigg and seconded by Cllr Reeves.  Action – Clerk to update the website.

PCM24062 - URGENT MATTERS
Prices to be obtained for a D-Day 80 commemorative bench.

PCM24063 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 17th April 2024.  There being no other business the Parish Council meeting closed at 8:32pm.
