MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD ONLINE VIA ZOOM
ON WEDNESDAY 13th MAY 2020 AT 7.00PM

3. PUBLIC FORUM
None present.
4. DECLARATIONS OF INTEREST
None received.
5. P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Broken sign still not replaced.
Eaudykes/Lenton’s Lane (P322 Southern) – No problems.
Sea Lane/A52 (P335) – Rabbit holes are a risk to walkers and badgers are creating a small hill.
Sickling Lane/3 Way Post (P336) – No problems.
Chapel Lane/Eaudykes (P337) – No problems.
Field Lane/School (P338) – The usual subsidence problems and evidence of dog fouling.
Beacon/Church (P339) – The field has been worked to the edge.
6. PCSO
High vis patrols are continuing in and around the Parish.
7. DISTRICT COUNCILLOR’S REPORT
Covid-19 leaflets have been distributed to every household in the village.
Boston Borough and ELDC are considering a strategic alliance to save over £1.8m a year. If approved at their full council meetings in June, they could formally join forces on 1st July 2020.
ELDC bulky waste collections have resumed and planning applications approved during Covid-19 are being given a 4 year life instead of 3 years.
An error in the February minutes was reported. Item 156 stated ELDC rather than LCC but as these have been approved they cannot be amended but it has been formally noted in these minutes.
8. COUNTY COUNCILLOR’S REPORT
LCC and their partners have adapted very well to the difficult working conditions at this time. The Wellbeing Service are supporting over 4,000 people in East Lindsey and £1,500 still remains from the resilient fund available
to help those in need.
Grass cutting has started with the first cuts due to be finished by 31st May.
Household waste recycling centres are open from 18th May for green waste and wood only. Bookings are required and can me made by calling 01522 782070 up to two weeks in advance.
The 2020/21 Highways works programme has been released along with the redressing programme for the next 3 months. Pothole repairs have been transferred to a new contractor so any that have been outstanding for a
while can be reported again to be given a 7 day priority order. Action – Clerk to email Wendy Bowkett with outstanding reference numbers.
9. CHAIRPERSON’S REMARKS
The Cemetery waste wheelie bin has been emptied and the cemetery is looking good.
10. THE MINUTES OF THE PARISH COUNCIL MEETING
The minutes from the April Parish Council meeting were presented for approval. Cllr Smith and Cllr Holt proposed and seconded the minutes respectively.
11. ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.
The Defib Store have advised they are not able to simply replace the door on the defibrillator on Eaudyke Road so a full cabinet replacement is required. Action – Clerk to order as previously authorised.
A vacancy notice is still to be prepared for allotment Plots 1 & 2 on Fen Bank.
12. PLANNING (Appendix 2)
Cherry Tree Cottage – New application received for erection of 1no detached house, garage and vehicular access. No objections received to date, closing date 19th May.
5 Burgh Road – New application received for construction of vehicular access and gates. No objections received to date, closing date 21st May.
Hoyles Mill – This matter is with Planning Enforcement.
Orchard View – Decision pending.
The Old Granary – Appeal in progress.
Fern House – Decision pending.
All Saints Church – Permission granted.
Methodist Chapel – This matter is with Planning Enforcement.
13. FINANCE (Appendix 3)
All May payments were approved for payment, proposed by Cllr Smith and seconded by Cllr Twigg. Cllr Hill and Cllr Smith agreed to signs the cheques post meeting.
14. VILLAGE HALL
No meeting held or report received.
15. PLAY AREA
The contractor appointed to carry out the repairs to the edges of the wet pour surface have declined and a new quote received for the same value. The quote was proposed and seconded by Cllr Twigg and Cllr Reeves
respectively following unanimous approval. Works to commence urgently.
With builder’s merchants closed, the fencing replacement at the Play Area is still on hold.
A new play area equipment catalogue has been received and Cllr Twigg will discuss requirements with local residents once lockdown restrictions have been lifted.
16. CORRESPONDENCE
None received.
17. HIGHWAYS ISSUES, REPAIRS & DEFECTS
The 30mph sign at the A52/Eaudyke Road is obscured by hedges. Action – Clerk to contact owner.
18. CEMETERY REGULATIONS
An amendment to include “no glass objects” was approved for the safety of all visitors. Proposed and seconded by Cllr Twigg and Cllr Patrick respectively. It was suggested a generic note be put on the cemetery notice board
stating that any items breaching the regulations would be removed and left at the Chapel for collection. Action – Clerk to update the regulations and compose a breach notice.
19. URGENT MATTERS
It was noted that the Vicar is leaving the Parish at the end of June.
20. DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 17th June 2020. There being no other business the Parish Council meeting closed at 7:45pm.
