MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD AT FRISKNEY VILLAGE HALL
ON WEDNESDAY 18th MAY 2022 AT 7.00PM

2. APOLOGIES

3. PUBLIC FORUM
None present.
4. DECLARATIONS OF INTEREST
Cllr S Brennan in respect of The Anchor Inn planning application.
5. P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Ground good to walk on but grass and weeds are getting long.
Eaudykes/Lenton’s Lane (P322 Southern) – Ground is dry and good to walk on, grass is getting long.
Sea Lane/A52 (P335) – First part is dry but the weeds are making it difficult past the guide post.
Sickling Lane/3 Way Post (P336) – Dry but tall grass so you walk in the tractor ruts to avoid crops.
Chapel Lane/Eaudykes (P337) – Nothing new to report.
Field Lane/School (P338) – Nothing new to report. Resurfacing works are scheduled to start 25th July.
Beacon/Church (P339) – Nothing new to report.
With several footpaths suffering with long grass, it was requested that the grass cutting contractor was chased. Action – Clerk to contact Contractor.
6. CHAIRPERSON’S REMARKS
Following attendance at a recent Chair & Clerks training day, an amendment to the Standing Orders is required stating that the Clerk is to approve any emergency expenditure. It was also noted that all Councillors must report their absence to the Clerk before any meeting. They should clearly state the reason so this can be accepted at the meeting. Any reason for absence that is of a personal/confidential nature will be treated in the strictest confidence by the Clerk. Should any reason not be accepted by the meeting, it will be marked as an Absence. Action – Clerk to amend Standing Orders for approval at the June meeting.
7. THE MINUTES OF THE PARISH COUNCIL MEETING
The minutes from the April Parish Council Meeting were presented for approval. Cllr Holland requested a change to the wording on Minute Ref 177 to ‘Cllr Hill asked on behalf of the Village Hall Committee’. A further change was requested by Cllr Hill to Minute Ref 184 as the tree has not yet been removed. Action – Clerk to make amendments for approval at the June meeting.
8. ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.
Cloud IT have set up dedicated email addresses for all Parish Councillors and the Clerk. Details are to be sent to regarding access to these. Action – Clerk to email Councillors.
The PCSO has been asked to investigate the illegal use of e-scooters in the village. Cllr Wickham advised she had not seen the reply from PSCO Richardson. Action – Clerk to resend email.
9. PLANNING (Appendix 2)
The Anchor Inn – Application received in respect of the siting of 3no holiday units.
The Rosary, Eaudyke Road – Decision pending, no objections received.
Land Off Low Road – Decision pending, objections raised online.
Ashford House, Fold Hill – Decision pending, no objections received.
Fern House, Field Lane – Decision pending, no objections received.
Kingfisher Lodge, Chapel Lane – Decision pending, no objections received.
Land at Scaldgate, Wainfleet St Mary – Permission granted.
Farm Cottage, Chapel Lane – Permission granted.
Methodist Chapel – This matter is with Planning Enforcement.
Ash Tree Farm – This matter is with Planning Enforcement.
10. FINANCE (Appendix 3)
All May payments were approved for payment, proposed by Cllr Twigg and seconded by Cllr Wood.
11. VILLAGE HALL
A new WI representative has joined the Village Hall Committee.
A grant has been received from ELDC in the sum of £2,662 for hall funds.
The Treasurer has resigned from their post.
Sadly not many tickets were sold for the Ceilidh band Jubilee celebrations so it has been cancelled.
A shopping trip to Milton Keynes in November is being arranged.
12. PLAY AREA
The Rotaweb climber is on order, installation date pending.
Alternative suppliers for concrete litter bins are still required.
13. CEMETERY/CHURCHYARD
Mr Hodgson of The Anchor Inn has suggested some yew trees in the churchyard need cutting as he believes they are causing the side of his building to become damp and some branches are also coming over the boundary. It was also mentioned that ivy is growing all the way up some of the trees. As the Parish Council are not able to make decisions on cutting trees, Cllr Hill will contact the Diocese for further advice. In the meantime, Cllr Hill will ask the Churchyard Caretaker to tackle the ivy problem. Action – Clerk to contact Mr Hodgson and Cllr Hill to contact the Diocese and Churchyard Caretaker.

15. CORRESPONDENCE
None received.
16. HIGHWAYS ISSUES, REPAIRS & DEFECTS
The issue of surface dressing Yawling Gate before potholes have been repaired is being investigated by LCC. They have a system issue that marked this job at No Further Action, that is not the case.
17. CLERK’S PAY
With agreement of the NJC pay scales commencing 1st April 2021 received from NALC, a backdated increase to the Clerk’s salary is due. The total amount to be paid is £124.80. This amount is to be paid with the June finances having been proposed and seconded by Cllr Holt and Cllr Patrick respectively.
18. URGENT MATTERS
None received.
19. DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 15th June 2022. There being no other business the Parish Council meeting closed at 7:32pm.
