HELD AT FRISKNEY VILLAGE HALL

PCM23002 - APOLOGIES
Apologies were received and accepted from Cllr Reeves. Apologies were also received from Matt Weedon. Cllr Holt was absent with apologies noted after the meeting.
PCM23003 - PUBLIC FORUM
None present.
PCM23004 - DECLARATIONS OF INTEREST
None received.
PCM23005 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Ground is good to walk, weeds & nettles making it difficult from the metal gate.
Eaudykes/Lenton’s Lane (P322 Southern) – Footpath is dry and good to walk on, the grass is starting to get long.
Sea Lane/A52 (P335) – Footpath to guide post is good to walk on, unable to walk the rest due to being overgrown.
Sickling Lane/3 Way Post (P336) – The footpath is good to walk on but overgrown past the house next to the field.
Chapel Lane/Eaudykes (P337) – Grass is getting long with nettles either side of the footpath next to the field. Hedges need trimming behind Chapel House. Action – Clerk to notify owner.
Field Lane/School (P338) – Nothing new to report, weeds are starting to grow through the cracks in the tarmac.
Beacon/Church (P339) – The ground is soft but good to walk on.
PCM23006 - CHAIR’S REMARKS
A response has been sent to the resident concerned with the Village Hall CCTV camera and to date there has been no response. Therefore, the matter is to be considered closed.
PCM23007 - PREVIOUS MINUTES
The minutes from the April Parish Council Meeting were presented for approval. These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Smith.
PCM23008 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.
Replacement panels on the Eaudyke defibrillator housing have been installed.
PCM23009 - PLANNING (Appendix 2)
Avoncroft, Eaudyke Road – New application for extension to create a larger kitchen area.
Whitegates Poultry Farm, Low Road – New application for installation of ground mounted solar panels.
Vina Sol House, Wrights Lane – New application for extension for additional living accommodation and garage.
Fairfield, Small End – New application for extension to provide additional living accommodation.
Ivy House Farm, Main Road – New application for extension to provide additional living accommodation and garage.
Oak Vale, Low Road – New application for extension to include the raising of the roof height.
Outer Dowsing Offshore Wind Farm – Further consultation events planned.
Sewage Treatment Works, Burgh Road – Decision pending.
Land off Low Road – Appeal decision pending.
East Vue, Eaudyke Road – Decision pending.
The Cottage, Cranberry Lane – Permission granted.
Land West of Birch View, Fold Hill – Appeal dismissed.
Methodist Chapel – This matter is with Planning Enforcement.
PCM23010 - FINANCE (Appendix 3)
All May payments were resolved for payment having been proposed by Cllr Wood and seconded by Cllr Simpson.
PCM23011 - VILLAGE HALL
Enquiries for an additional CCTV camera are still pending the contractors return from holiday.
Internal decoration has been completed but the woodwork will soon need revarnishing. PAT testing has been carried along with some lighting repairs. Additional car park lighting is also being considered.
PCM23012 - PLAY AREA
The broken wire mesh on the MUGA needs replacing. Action – Clerk to contact local supplier.
The two new Play Area ‘rules’ signs have been installed.
PCM23013 - CEMETERY/CHURCHYARD
Cllr Hill requested quotes be sought for two plaques commemorating the Queens Jubilee and the Kings Coronation. Action – Clerk to contact supplier.
PCM23014 - ALLOTMENTS
The Clerk advised that all rent payments had now been received.
PCM23015 - CORRESPONDENCE
None received.
PCM23016 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
The speed limit sign at the end of Cllr Holland’s drive needs resiting/replacing. Action – Clerk to resolve.
Bad pothole just past Ash Tree Farm heading towards Wainfleet. Action – Clerk to report online.
Fen Bank badly subsided outside Greyhound Sanctuary. Action – Clerk to report online.
Japanese knotweed is present near the exchange. Action – Clerk to report online.
PCM23017 - URGENT MATTERS
The Clerk asked if a dedicated mobile phone for the Clerk could be considered to allow it to be handed to someone else during periods of sickness/holidays etc and for succession planning. This was thought to be a good idea and costs should be sought and brought to a future meeting for further discussion.
PCM23018 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 21st June 2023. There being no other business the Parish Council meeting closed at 7:20pm.
