MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD AT FRISKNEY VILLAGE HALL
ON WEDNESDAY 17th NOVEMBER 2021 AT 7.30PM

104.  APOLOGIES

105.  PUBLIC FORUM
A resident attended the meeting to discuss their planning applications.  As the Parish Council had not yet received these, a formal response could not be given.

106.  DECLARATIONS OF INTEREST
Cllr R Scott and Cllr R Wood in respect of The Rosary planning application and Cllr R Scott in respect of the Friskney United Charities Trustee nomination.

107.  P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Nothing new to report.
Eaudykes/Lenton’s Lane (P322 Southern) – Nothing new to report.
Sea Lane/A52 (P335) – Unable to complete walk as entrance was obstructed by a works van.
Sickling Lane/3 Way Post (P336) – Good to walk on the land, wet on the Mill Lane route.
Chapel Lane/Eaudykes (P337) – No issues now the hedge has been cut.
Field Lane/School (P338) – Nothing new to report.  Cllr Bowkett has advised that temporary works will take place this year with full remedial works at the beginning of 2022.
Beacon/Church (P339) – Nothing new to report.

108.  PCSO
No report received.

109.  DISTRICT COUNCILLOR’S REPORT
The South & East Lincolnshire Councils Partnership is seeking views from residents, businesses and organisations on the draft climate change strategy (consultation closes 15th December 2021) and can be accessed via this link www.e-lindsey.gov.uk/climatechangeconsultation

110.  COUNTY COUNCILLOR’S REPORT
Fodder Dyke is reaching completion of the next section and should reopen on 19th November all being well and depending on if there are any delays.

Covid is still spreading, especially in primary schools whilst secondary schools have started to slow down.  Anyone who is 6 months 1 week from their second dose can book online for a booster.  Both Skegness and Ingoldmells are available options and over 40s are now able to get their booster.

111.  CHAIRPERSON’S REMARKS
The Chapel guttering will be cleaned by the Cemetery Caretaker in the next few weeks and the gate to the Cemetery extension is now secure again following an issue with the lock.

112.  THE MINUTES OF THE PARISH COUNCIL MEETING
The minutes from the October Parish Council Meeting were presented for approval.  These were proposed by Cllr Twigg and seconded by Cllr Reeves.

113.  ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

Tyres have been dumped on Skirmore Road and Lade Bank.  Action – Clerk to report online.

The appeal sent to ELDC in respect of the PSPO decision has been rejected.

114.  PLANNING (Appendix 2)
The Rosary, Eaudyke Road – New application received in respect of change of use & extension to existing barn.
4 Wrights Lane – New application received in respect of extension & attached garage.
Methodist Chapel – This matter is with Planning Enforcement.
Hoyles Mill – This matter is with Planning Enforcement.
Ash Tree Farm – This matter is with Planning Enforcement.

115.  FINANCE (Appendix 3)
All November payments were approved for payment at the earlier Finance Committee Meeting having been proposed by Cllr Patrick and seconded by Cllr Reeves.

116.  VILLAGE HALL
Works on the new roof have been delayed until 2022 following materials shortages.

The Village Hall will be closed for the first two weeks of January for floor repairs.

The beacon will be lit as part of the Queen’s Platinum Jubilee Beacons event on 2nd June 2022.

117.  PLAY AREA
The proposed new equipment was scheduled for Spring.  However it was raised again and with the colder weather the play area is going to be used less and therefore it was considered a good time to see what options were available.  Action – Clerk to arrange site visit.

New signs regarding dog waste have been received from ELDC.  These are to be laminated and mounted on Perspex for putting up at both entrances to the sports field.  Action – Clerk to laminate and Cllr Twigg to arrange for them to be put up.

Cllr Twigg advised that several bins have been vandalised over recent months and new ones are required.  It was agreed that 4 x concrete bins might be the best option.  Action – Clerk to obtain quotes.

118.  CEMETERY/CHURCHYARD
It was agreed that the Consecrated Grounds Committee meet in the Spring to start planning the layout of the Cemetery extension.

119.  ALLOTMENTS
Nothing to report.

120.  CORRESPONDENCE
A funding request was received from Citizens Advice.  As they do not solely benefit Friskney, it was agreed to decline the application, having been proposed by Cllr Simpson and seconded by Cllr Wickham.  Action – Clerk to notify applicant.

Paula Dickinson will finish her term as a Trustee this month and is willing to stand for a further four year term.  After a very brief discussion, her reappointment was approved unanimously having been proposed by Cllr Smith and seconded by Cllr Patrick.  Action – Clerk to notify the Charity Secretary.

121.  HIGHWAYS ISSUES, REPAIRS & DEFECTS
The potholes on Wrights Lane are getting worse.  Action – Clerk to report online.

The overgrown hedge at the junction of Chapel Lane and Eaudyke Road is causing an obstruction.  Action – Clerk to report online.

There are several potholes on the junction of Yawling Gate and Howgarth Lane.  Action - Clerk to report online.

122.  2022 MEETING SCHEDULE
The Clerk presented a draft schedule of dates for 2022 which was approved having been proposed by Cllr Twigg and seconded by Cllr Simpson.

123.  URGENT MATTERS
None received.

124.  DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 19th January 2022.  There being no other business the Parish Council meeting closed at 8:19pm.
